The Occupational Safety and Health Administration (OSHA), Region X, and
Shipbuilders Council of America, (SCA) recognize the value of establishing a collaborative
relationship to foster safer and more healthful American shipyards. Region X OSHA and SCA therefore
agree to renew their original Alliance signed on October 22, 2002 to use their collective expertise
to help foster a culture of prevention while sharing best practices and technical knowledge.
Region X OSHA and SCA agree to use this renewed Alliance to promote safe and healthful working
conditions for shipyard employees by:
- Providing SCA members with information and guidance that will help them protect employees’ safety
and health, particularly in reducing and preventing exposure to shipyard safety hazards.
- Increasing access to safety and health information and training resources.
Region X OSHA and SCA will continue to work together in the development and implementation of
training and education programs that can be used to improve shipyard safety and health programs.

Recognition, Management Systems and Health Hazards: Topics under the selected categories may

Should an SCA member desire assistance on any topics listed above, the Area
Director for OSHA will be contacted and the assistance arranged by him or her. The compliance assistance
provided will be negotiated by the area director and the shipyard, and may include the presence of OSHA
staff at the shipyard.
The SCA and OSHA also believe the Alliance is an excellent method to improve the overall safety of
shipyards, increase outreach and communication between OSHA and the shipyard industry, develop
expertise of compliance officers and participate in the national dialogue on shipyard safety and
health.
Region X OSHA and SCA will continue to work together to the extent possible to achieve the
following:
- Invite OSHA personnel into their shipyards to observe best practice situations. Cross-train OSHA
personnel and industry safety and health practitioners in SCA’s best practices or effective
approaches.
- Share information on best practices of SCA members/worksites with others in the industry through
outreach by SCA and through Region X OSHA or SCA developed training programs and materials.
- Convene or participate in forums or roundtable discussions to discuss issues that frequently occur
on SCA’s quarterly Injury and Illness survey and common safety hazards in order to help forge
innovative solutions to safety problems in the workplace.
- Provide OSHA with a model shipyard Lockout/Tagout program that OSHA can incorporate as an industry
recommendation for the Shipyard Safety and Health "E-Tool" currently being developed.
- Promote and encourage SCA’s members’ participation in OSHA’s cooperative programs such as the
Voluntary Protection Program, Consultation, and SHARP. In addition, act as mentors to SCA
members/worksites that aspire to excellence in safety and health.
- Seek opportunities to jointly develop and disseminate information at conferences, local meetings,
events, or through print and electronic media, including links from OSHA’s and SCA’s Web sites.
- SCA leaders will demonstrate their commitment and increase awareness by discussing workplace
safety and health whenever SCA leaders address groups.
By entering into an Alliance with a party, OSHA is not endorsing any of that
party’s products or services; nor does the Agency enter into an Alliance with the purpose of promoting
a particular party’s products or services. In developing this alliance, OSHA and SCA also recognize
that OSHA’s State Plan and Consultation Project partners are an integral part of the OSHA national effort.
This agreement will remain in effect for two years from the date of signing. Region X and the SCA
will meet at least quarterly to discuss accomplishments and if applicable, agree upon activities for
the coming year. This agreement may be modified at any time with the concurrence of both signatories
and may be terminated for any reason with 30 days written notice from either signatory.
