Agreement Establishing An Alliance
Between
Michigan Occupational Safety & Health Administration (MIOSHA)
And
Michigan Chapter Associated General Contractors of America

Purpose and Scope of Alliance:

Purpose: The purpose of this alliance is to provide enhanced awareness of worker safety and health of AGC members through banners, promotion of training opportunities, and allowing access to member sites for CET to conduct job site safety and health hazard surveys.

Target Audience: The contractors that build and renovate commercial buildings such as office buildings, schools
and universities and contractors that build and renovate industrial facilities such as factories, power plants and chemical facilities will be the focus group of this alliance.

Major Alliance Activity: Promote regular and unscheduled CET safety and health hazard surveys, as CET staff is
available. Promote the safety and health alliance at participating job sites via a banner. Promote Safety and Health Training opportunities at the job sites.

Alliance Benefit: Increased worker awareness of construction safety and health, implementation of accident prevention programs on members’ sites, increased compliance and understanding of MIOSHA rules and regulations, and better awareness of AGC and MIOSHA programs and service available to members.

Alliance Positive Impact: The AGC membership, through their participation in the Alliance, will learn how to provide a safer and healthier worksite through the assistance of both the AGC and MIOSHA CET working together in the spirit of cooperation.

Goals and Objectives of Alliance:
  • Outreach and Communication:

    To increase worker awareness and safety and health protection on AGC member worksites. The intention is to solicit AGC membership to voluntarily participate in the alliance. Each member who participates will be placed on a list to allow MIOSHA CET consultants to conduct an unscheduled safety and health hazard survey. Participating contractors will have an “open-door” policy for CET staff to conduct an survey.

    1. Solicit 10 AGC members to voluntarily participate in the Alliance.
    2. Participating contractors will announce their participation in the alliance by posting a banner at the job site.
    3. A minimum of 10 promotional announcements will be made to promote the alliance through newsletters and website.
  • Training and Education:

    1. After the CET safety and health hazard survey
      • Members will be provided with instruction and material on how to develop and implement an accident prevention program
      • How to comply with MIOSHA rules and regulations
      • Members will receive written documentation of specific hazards noted during the survey and agree to correct all serious hazards.
    2. Each participating contractor will advertise and promote training opportunities such as:
      • Michigan Construction Safety Day Event
      • Upper Peninsula Michigan Construction Safety Day Event
      • MIOSHA Construction 10 hr. classes
      • On site training through the Interactive Construction Safety Training grant program.
    3. Co-sponsorship with CET on workshops and seminars will be ongoing.
  • Promoting Dialogue:

    1. The Michigan Chapter AGC will advertise the alliance initiative on the Michigan Chapter AGC’s website and in other publications.
    2. Each participating job site will promote the safety and health alliance and promote via a banner announcement.
Roles and Responsibilities:

Michigan Chapter AGC:
  1. Enroll participating contractors in the alliance and provide a list of participating job sites to the CET Division
  2. Create a banner announcing the alliance with MIOSHA and posting these banners at participating job site entrances.
  3. Promote safety and health training opportunities at participating job sites.
  4. Promote the establishment of accident prevention programs at all member’s job site.
  5. Promote the alliance through AGC newsletters and website.
MIOSHA:
  1. CET Division will conduct safety and health hazard surveys to participating contractors.
  2. Recognize a participating contractor’s safety and health efforts in the MIOSHA enforcement scheduling process.
  3. Promote the alliance through MIOSHA website and MIOSHA News letter.
Outcomes of Alliance Activities:
  • Expect 10 jobsites to participate in alliance program.
  • Expect 500 construction employees to be impacted by this positive effort.
  • Expect “News Releases” recognizing the alliance program (at least 10) though AGC.
  • Increase awareness of “how to develop and implement an accident prevention program.
  • Increase awareness and compliance of MIOSHA construction safety and health standards
  • Information about AGC Alliance in MIOSHA News
 
Initiation and Cancellation of Agreement:

The alliance agreement is effective on the date of signing and will be in effect for 3 Years.

Prior to the expiration of the agreement, the parties will confer and evaluate whether the agreement should be extended. Without regard to the term of the agreement, any of the parties can terminate the agreement with 30 days written notification.
