Overview

Through the Alliance, OSHA, AF&PA and PPSA are working together to provide the members of the organizations, and others in the forest, pulp, paper, and paper-converting industries with information, guidance, and access to training resources to help them protect employees' health and safety, particularly in addressing workplace ergonomics issues.

    Training and Education Goals

     
    • Work with OSHA to provide expertise to develop training and education programs and materials on ergonomics and to provide expertise in communicating such information to employers and employees in the industry.
    Events

    A Practical Seminar in Ergonomics, June 12, 2007, Portland, Oregon


    On June 12, 2007, "A Practical Seminar in Ergonomics for the Paper and Forest Products Industries" was presented during the PPSA Annual Safety and Health Conference in Portland, Oregon.

    Outreach and Communication Goals
     
    • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and the AF&PA/PPSA's Web sites) to employers and employees in the Covered industries.

    OSHA continues to maintain and update the OSHA and AF&PA/PPSA Alliance Web page on the Agency's Web site. The page includes links to the OSHA and AF&PA/PPSA Alliance agreement, related documents, milestones and successes, and ergonomic success stories. For information on the number of visits to the OSHA and AF&PA/PPSA Alliance Web page, please see the Alliance Program Reach table.

    AF&PA and OSHA Alliance-related Web Page

    AF&PA continues to maintain and update the OSHA and AF&PA Alliance-related Web page on the organization's Web site. The Web page includes information about the Alliance and links to the OSHA and AF&PA/PPSA Alliance Web page on OSHA's Web site. In addition, the page includes links to the AF&PA/PPSA developed success stories that are posted on OSHA's Web site.

    Print and Electronic Media

    A number of articles appeared in print and electronic media, including publications such as Thomas Net Industrial News and the AF&PA's publications; Topline, and Regline. In addition, OSHA and AF&PA/PPSA issued news releases on the Alliance's renewal signing. For more information on the articles and news releases please see the Alliance Program Reach table.

    Pam Cordier staffed an Alliance Program exhibit booth and provided information on the OSHA and AF&PA/PPSA Alliance on November 28-December 2, 2006 during the Western Pulp and Paper Safety Association Conference in Portland, Oregon.

    PPSA Annual Safety and Health Conference, June 10-13, 2007, Portland, Oregon

    On June 11, 2007, Michael Wood, Oregon OSHA Administrator, gave a presentation, "Oregon OSHA Highlights," and on June 12, 2007, Chris Webber, Health and Safety Manager, Temple-Inland; Sue Cooper, Manager of Safety/Ergonomics, Weyerhaeuser Company; Rick Goggins and Bruce Coulter, Ergonomists, with the Washington State Department of Labor and Industries gave presentations about the OSHA and AF&PA/PPSA Alliance and ergonomics during the PPSA Annual Safety and Health Conference in Portland, Oregon to over 125 attendees.

    AF&PA Safety and Health Group, November 1, 2007, Washington, DC

    On November 1, 2007, Assistant Secretary Edwin G. Foulke, Jr., USDOL-OSHA, made a presentation about OSHA's policies and programs, including the OSHA and AF&PA/PPSA Alliance, to AF&PA's Safety and Health Group in Washington, DC. In addition, Assistant Secretary Foulke signed the OSHA and AF&PA/PPSA Alliance renewal agreement.
     
    • Share information among OSHA personnel and industry safety and health professionals regarding AF&PA's and PPSA's effective approaches (e.g., success stories) and publicize results through outreach by AF&PA and PPSA and through OSHA-developed, AF&PA-developed and PPSA-developed materials, training programs, workshops, seminars and lectures.

    OSHA and AF&PA/PPSA Alliance Ergonomics Success Stories


    Through the Alliance, OSHA and AF&PA/PPSA developed the following ergonomics success stories for the pulp and paper industries. The success stories were posted in August 2007 on OSHA's Web site on the Ergonomics: Possible Solutions Success Stories Web page and linked to from the OSHA and AF&PA/PPSA Alliance Web page.
     
      • Glue Table for Paper Roll Headers
      • Inserting Spindle into Paper Roll
      • Stacking Corrugated Boxes with Corner Stacker
      • Transport and Instillation of Bailing Wire Coil
      • Cart to Transport Heavier Items Long Distances
    • Promote and encourage AF&PA's and PPSA's members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Onsite Consultation Program and its Safety and Health Achievement Recognition Program.
    AF&PA and PPSA keep members regularly informed of OSHA compliance assistance including OSHA's National Emphasis Programs and compliance directives. Many AF&PA and PPSA member facilities participate in the Voluntary Protection Program, and by way of sharing successful experiences encourage other facility participation.
     
    • Work with other Alliance participants on specific issues and projects on ergonomics that are addressed through the Alliance Program.
    Products

    Powered Industrial Trucks eTool


    Through the Alliance, AF&PA/PPSA representatives, Larry Halprin and Pam Cordier are providing their input and expertise, along with other Alliance Program participants, to assist OSHA with the development of a Powered Industrial Trucks eTool.

    Promoting the National Dialogue on Workplace Safety and Health Goals
     
    • Convene or participate in forums, round table discussions, or stakeholder meetings on ergonomics.

    An expert panel on ergonomics was convened on June 12, 2007 at the Annual PPSA Safety and Health Conference in Portland, Oregon.
     
  2. Executive Summary

    During the reporting period, OSHA, AF&PA and PPSA continued to provide the members of the organizations and others in the forest, pulp, paper, and paper-converting industries with information, guidance, and access to training resources and address workplace ergonomics issues. For example:
     
    • OSHA maintains and updates the OSHA and AF&PA/PPSA Alliance Web page on the Agency's Web site. The page includes the OSHA and AF&PA/PPSA Alliance agreement, activities and events, milestones and success and links to the OSHA and AF&PA/PPSA Alliance-developed ergonomic success stories. AF&PA also maintains and updates the AF&PA and OSHA Alliance-related Web page on the organization's Web site with information about the Alliance and links to OSHA's Web site.
       
    • AF&PA/PPSA representatives served on the editorial boards of OSHA's Control of Hazardous Energy (Lockout/Tagout), Machine Guarding, Pulp, Paper and Paperboard Mills, Sawmills, Wood Dust and Wood Products Industry Safety and Health Topics pages.
       
    • Representatives from AF&PA/PPSA worked with OSHA to provide input and expertise, along with other Alliance Program participants, to assist OSHA with the development of a Powered Industrial Trucks eTool.

IV. Upcoming Milestones

As a result of the successes achieved in the first two years of the Alliance, OSHA and AF&PA/PPSA renewed their Alliance agreement on November 1, 2007. Through the renewal, OSHA and AF&PA/PPSA will continue to promote awareness of the Alliance Program and workplace safety and health, particularly focusing on machine guarding and ergonomics hazards in the pulp and paper industries. Through the Alliance, the organizations will maintain and update the OSHA and AF&PA Alliance Web page on the Agency's Web site and the AF&PA and OSHA Alliance-related Web page on AF&PA's Web site. In addition, PPSA is revising its Web site to include a PPSA and OSHA Alliance-related Web page.
 
AF&PA and PPSA representatives will also continue to serve on the editorial boards of OSHA's Control of Hazardous Energy (Lockout/Tagout), Machine Guarding, Pulp, Paper and Paperboard Mills, Sawmills, Wood Products and Wood Products Industry Safety and Health Topics pages. In addition, AF&PA will work with other Alliance Program participants to provide input into the development of OSHA's draft Powered Industrial Truck eTool. Through the Alliance, OSHA and AF&PA and PPSA representatives will work with other Alliance Program participants in supporting the 2008 NAOSH Week, May 4-10, 2008.

Finally, through the Alliance, AF&PA and PPSA will develop additional ergonomics success stories for the pulp and paper industries and continue to promote the Alliance and its ergonomics-related projects through speeches and exhibits at meetings, such as PPSA's Annual Safety and Health Conference.
