Overview
Through the Alliance, OSHA, AF&PA and PPSA are working together to provide the members of the organizations, and others in the forest, pulp, paper, and paper-converting industries with information, guidance, and access to training resources to help them protect employees' health and safety, particularly in addressing workplace ergonomics and machinery safety.

In addition to these formal meetings, the Alliance coordinators from each organization spoke regularly to discuss and plan the activities and programs listed under events and products, including AF&PA/PPSA's support for 2008 NAOSH Week.

During the reporting period, OSHA, AF&PA and PPSA continued to provide the members of the organizations and others in the forest, pulp, paper, and paper-converting industries with information, guidance, and access to training resources and address workplace ergonomics issues. For example:

OSHA is continuing to update the OSHA and AF&PA/PPSA Alliance Web page that is posted on the Agency Web site. It includes the OSHA and AF&PA/PSA Alliance agreements, news releases, activities and events and milestones and successes. In addition, the page includes links to the AF&PA/PPSA-developed ergonomic success stories that are posted on the Ergonomics Possible Solutions Success Stories Web page on the Agency Web site. Through the Alliance, AF&PA/PPSA representatives, Larry Halprin provided his input and expertise, along with other Alliance Program participants, to assist OSHA with the development of a new electronic assistance tool the Powered Industrial Trucks eTool. The tool was completed and posted on the Agency Web site in September 2008.

Benjamin Ross, Assistant Regional Administrator, Enforcement Programs, Region IV, Atlanta, Georgia, Regional Office, USDOL-OSHA gave a presentation, "Combustible Dust National Emphasis Program," to 75 workshop attendees.2008 North American Occupational Safety and Health (NAOSH) Week
On May 5, 2008, Donald G. Shalhoub, Deputy Assistant Secretary, USDOL-OSHA, spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2008 NAOSH Week kick-off event at DOL in Washington, D.C. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. William O'Connell, Director, Government Affairs, NSC, attended the event and represented NSC, which, along with a number of other Alliance Program participants, supported the Week. The theme for the 2008 NAOSH Week was "Safety is Good Business".- Share information among OSHA personnel and industry safety and health professionals regarding AF&PA's and PPSA's effective approaches (e.g., success stories) and publicize results through outreach by AF&PA and PPSA and through OSHA-developed, AF&PA-developed and PPSA-developed materials, training programs, workshops, seminars and lectures.

OSHA and AF&PA/PPSA Alliance Ergonomics and Machinery Safety Success Stories
Through the Alliance, AF&PA/PPSA developed the following ergonomics and machinery safety success stories for the pulp and paper industries. The success stories were posted in May 2008 on the OSHA Web site on the Ergonomics Possible Solutions Success Stories Web page and linked to from the OSHA and AF&PA/PPSA Alliance Web page.-

- Encourage AF&PA's and PPSA's members and/or worksites to build relationships with OSHA's Regional and Area Offices to address ergonomics and machinery safety issues.
AF&PA and PPSA keep members regularly informed of OSHA compliance assistance including the OSHA National Emphasis Programs, including combustible dust and compliance directives. Many AF&PA and PPSA member facilities participate in the Voluntary Protection Program and share their successful experiences with other facilities to encourage participation in OSHAs Cooperative Programs.

- Upcoming Milestones
In the upcoming year, the OSHA and AF&PA/PPSA Alliance Implementation Team members will continue to work together to identify opportunities for promoting safety and health particularly focusing on machine guarding and ergonomics in the pulp and paper industry. For example, OSHA representatives will give presentations at AF&PA/PPSA events such as the 2009 PPSA Annual Safety and Occupational Health Conference, June 14-17, 2009 in Orlando, Florida.
AF&PA and PPSA will develop additional ergonomics success stories for the pulp and paper industries and continue to promote the Alliance and its ergonomics-related projects through speeches and exhibits at meetings, such as the 2009 PPSA Annual Safety and Health Conference.
AF&PA/PPSA members will continue to serve on the, Control of Hazardous Energy (Lockout/Tagout); Machine Guarding; Pulp, Paper and Paperboard Mills; Sawmills; Wood Dust and Wood Products Industry Safety and Health Topics pages' editorial boards and the Powered Industrial Trucks eTool. In addition, AF&PA/PPSA will develop and finalize a fact sheet on combustible dust in 2009.
Through the Alliance, OSHA and AF&PA/PPSA will maintain and update the OSHA and AF&PA/PPSA Alliance Web page on the Agency Web site and the AF&PA and OSHA Alliance-related Web page on the AF&PA Web site. In addition, PPSA is revising its Web site to include a PPSA and OSHA Alliance-related Web page.
Further, AF&PA and PPSA representatives will work with other Alliance Program participants in supporting and promoting the 2009 NAOSH Week, May 3-7, 2009.
