    Overview

    Through the Alliance, OSHA and NCC/NTF are providing NCC's and NTF's members and others with information, guidance and access to training resources to help them protect the safety and health of employees, including those who speak languages other than English. In particular, the Alliance is addressing sharing best practices and technical knowledge on safety and health issues, including how to reduce and prevent exposure to ergonomic hazards associated with poultry processing.

      Training and Education Goal

       

      • Work with OSHA to provide expertise to develop training and education programs for the poultry industry on ergonomics techniques, program structure and applications in the poultry industry, and to provide expertise in communicating such information to employers and employees in the industry.
         
        • NCC and NTF will hold ergonomics training sessions at the annual National Safety Conference for the Poultry Industry
      During this reporting period, OSHA and NCC/NTF did not work on projects to address this goal.

      Outreach and Communication Goals
       
      • Develop and disseminate information and guidance in English, Spanish and other languages through print and electronic media, including electronic assistance tools and links from OSHA's, NCC's and NTF's Web sites.

      OSHA developed the OSHA and NCC/NTF Alliance Web page on OSHA's Web site. The Web page features links to the Alliance agreement and related documents, information on activities and events, and milestones and successes. The Web page has been updated to reflect presentations by OSHA and NCC/NTF Alliance implementation team members at the National Safety Conference for the Poultry Industry, which was held May 31-June 2, 2005, in Ponte Vedra Beach, Florida.       Articles on the OSHA and NCC/NTF Alliance appeared in print and online publications, including: BNA Occupational Safety and Health Reporter, OSHA Institute, and OSHA's News Releases, QuickTakes and Alliance Quarterly Review.       • Speak, exhibit or appear at OSHA's, NCC's or NTF's conferences, local meetings or other events such as the annual National Safety Conference for the Poultry Industry, the annual International Poultry Exposition and regular meetings of the Joint Poultry Industry Safety and Health Committee.

      National Safety Conference for the Poultry Industry, Ponte Vedra Beach, Florida, May 31-June 2, 2005

      OSHA staff and Alliance implementation team members made presentations at the National Safety Conference for the Poultry Industry, which was May 31-June 2, 2005 in Ponte Vedra Beach, Florida. On May 31, 2005, Joseph Roesler, Compliance Assistance Specialist, Region IV, Jacksonville, Florida Area Office, gave an update on OSHA's Enforcement Plan. On June 2, 2005, David Wylie, Partner, Jackson Lewis and member of the OSHA, NCC and NTF Alliance implementation team, gave an update on OSHA's compliance, enforcement and outreach policies, including the Alliance Program.

      Perdue Farms Corporate Safety & Health Professional Development Conference, Ocean City, Maryland, May 16, 2005

      Frank Cruice, Corporate Director, Safety and Security, Perdue Farms, made a presentation that included an update on the OSHA and NCC/NTF Alliance to approximately 40 attendees at the Perdue Farms Corporate Safety and Health Professional Development Conference in Ocean City, Maryland on May 16, 2006.

      • Share information among OSHA personnel and industry safety and health professionals regarding NCC's and NTF's best practices or effective approaches and publicize results through outreach by NCC and NTF and through OSHA-, NCC- or NTF-developed materials, training programs, workshops, seminars and lectures (or any other applicable forum).
        During this reporting period, OSHA, NCC and NTF did not work on projects to address this goal.
         
      • Promote and encourage NCC and NTF members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

      NCC and NTF Safety and Health Committee Meeting, Atlanta, Georgia, June 30, 2005

      On June 30, 2005, Jonathan Worrell, Compliance Assistant Specialist, Region IV, Atlanta, Georgia East Area Office, gave a presentation on OSHA's cooperative programs, including the Alliance Program, Strategic Partnerships and the Voluntary Protection Programs at the NCC and NTF Safety and Health Committee Meeting, Atlanta, Georgia.

      • Encourage NCC's and NTF's members to build relationships with OSHA's Regional and Area Offices to address health and safety issues, including ergonomics hazards in the poultry industry.
        During this reporting period, OSHA, NCC and NTF did not work on projects to address this goal.

        Promoting the National Dialogue on Workplace Safety and Health Goals
         
      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

        During this reporting period, OSHA, NCC and NTF did not work on projects to address this goal.
         
      • Convene or participate in forums, round table discussions or stakeholder meetings on ergonomic issues to help forge innovative solutions in the workplace.

    2. Executive Summary

      During the 2005-2006 evaluation period, OSHA, NCC and NTF worked together to provide NCC's and NTF's members and others with information, guidance and access to training resources to help them protect employees' safety and health.

      Through the Alliance Program, OSHA, NCC and NTF developed several resources with information about the Alliance agreement and the poultry industry. The OSHA and NCC/NTF Alliance Web site on OSHA's Web page provides links to the Alliance agreement, related documents, and activities and events. A representative from NTF serves on OSHA's Poultry Processing Safety and Health Topics page's editorial board. In addition, the OSHA and NCC/NTF Alliance was featured in several publications including OSHAinstitute, BNA's Occupational Safety and Health Reporter, the National Safety Council's OSHA Up To Date, and OSHA's News Releases, Quick Takes and Alliance Quarterly Review.

      OSHA, NCC and NTF representatives also promoted the Alliance and through several speeches and presentations. For example, on May 31, 2005, Joseph Roesler a Compliance Assistance Specialist in OSHA's Region IV, Jacksonville, Florida Area Office gave an update on OSHA's Enforcement Plan. Mr. Roesler made his presentation at the National Safety Conference for the Poultry Industry, which was held in Ponte Vedra Beach, Florida. At the same conference, David Wylie, Partner, Jackson Lewis and member of the OSHA and NCC/NTF Alliance implementation team, gave an update on OSHA's compliance, enforcement and outreach policies, including the Alliance Program on June 2, 2005.

      Jonathan Worrell a Compliance Assistant Specialist with OSHA's Region IV Atlanta, Georgia, East Area Office gave a presentation on OSHA's cooperative programs, including the Alliance Program, Strategic Partnerships and the Voluntary Protection Programs at the NCC and NTF Safety and Health Committee Meeting on June 30, 2005, in Atlanta, Georgia.

  4. Upcoming Milestones

    In the coming year, the OSHA and NCC/NTF Alliance will continue to promote the Alliance Program and OSHA's compliance assistance resources to NCC and NTF members and others in the poultry processing industry. The Alliance implementation team members will also maintain and update the OSHA, NCC and NTF Alliance Web page on OSHA's Web site.

    In addition, an NTF representative will review and update OSHA's Poultry Processing Safety and Health Topics page through their participation on the page's editorial board. The implementation team will review and update OSHA's Poultry Processing eTool, identifying the order in which the modules of the eTool should be updated. In particular, the group plans use the information from the Poultry Industry Ergonomics Train-the-Trainer Program developed with Susan Harwood Training Grant funds as a basis for revising the eTool module on ergonomics.

    Representatives from OSHA and the Alliance implementation team will continue to promote the Alliance through speeches and exhibits at meetings such as the National Safety Conference for the Poultry Industry, May 31-June 2, 2006, in Chattanooga, Tennessee. In addition, team members will help to review existing and develop new ergonomics success stories for the poultry processing industry that will be posted on the OSHA, NCC and NTF Alliance Web page and the Ergonomics Safety and Health Topics page on OSHA's Web site. The OSHA and NCC/NTF Alliance will also join with other Alliance Program participants in supporting the North American Occupational Safety and Health (NAOSH) Week, which is sponsored by the American Society of Safety Engineers, another Alliance Program participant. NAOSH Week is April 30-May 5, 2006.

    OSHA and NCC/NTP Alliance implementation team will work together to develop a training curriculum to satisfy the training and education goal of the Alliance agreement. The team will also address the outreach and communication and promoting the national dialog goals of the agreement that have not been fulfilled.
