    Overview

    Through the Alliance, OSHA and NSC are working together to improve health and safety in the general and construction industries and provide the nation’s employers and employees, including small businesses and Hispanic and young employees, with information, guidance, and access to training resources. In particular, the Alliance focuses on promoting motor vehicle safety and drug-free workplaces and encouraging first aid, Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) training in the workplace.

    In addition to these formal meetings, the Alliance coordinators from each organization, Todd Briggs and William O’Connell, spoke regularly to discuss and plan the activities and programs listed under events and products, including NSC’s support for 2008 NAOSH Week.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA’s and NSC’s Web sites) to employers and employees in the general and construction industries.

      OSHA and NSC Alliance Web Page

      OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site. The page includes links to the OSHA and NSC Alliance agreement, renewal agreement, news releases, activities and events, and milestones and successes.

      NSC Web Site

      The NSC Web site links to compliance assistance resources on the OSHA Web site, including the Teen Worker’s, Compliance Assistance, Compliance Assistance: Hispanic Employers and Workers Web pages, and the Medical and First Aid Safety and Health Topics page.

      OSHA Editorial Boards

      NSC representatives serve on the editorial boards for the following Safety and Health Topics pages on the OSHA Web site: Accident Investigation; Confined Spaces; Control of Hazardous Energy (Lockout/Tagout); Fire Safety; Hazardous Communication; Hazardous Waste; Laser Hazards; Lazard Hazards – Construction; Machine Guarding; Motor Vehicle Safety; Noise and Hearing Conservation; Oil and Gas Well Drilling and Servicing; Poultry Processing; Respiratory Protection; Safety and Health Programs, and Trucking Industry.

      Print and Electronic Media

      News releases and articles on the OSHA and NSC Alliance and its renewal, as well as the Agency’s signing of other Alliances, have appeared in a number of printed and online publications, including NSC’s monthly newsletter entitled OSHA Up to Date and monthly magazine entitled Safety + Health.       • Speak, exhibit, or appear at OSHA’s or NSC’s conferences, local meetings, or other events such as the NSC’s Annual Congress & Expo.

      Events

      2007 National Safety Congress and Expo, October 15-17, 2007, McCormick Place in Chicago, Illinois. During NSC’s 2007 National Safety Congress and Expo in Chicago, Illinois, a number of OSHA staff members from the Agency’s National and Regional/Area Offices spoke to the attendees during the following plenary and workshop sessions:

      • Edwin G. Foulke, Jr., Assistant Secretary, USDOL-OSHA, presented information about OSHA's initiatives and its balanced approach to achieving the Agency's goals during the Occupational Keynote Plenary Session.
      • Stephen Butler, Director, Office of Maritime Enforcement, DEP, USDOL-OSHA, presented "OSHA and the Maritime Industry - Jurisdiction and Assistance."
      • Dorothy Dougherty, Director, DSG, USDOL-OSHA; Richard Fairfax, Director, DEP, USDOL-OSHA; Ruth McCully, Director, DSTM, USDOL-OSHA, Paula O. White, Director, DCSP, USDOL-OSHA; and Keith Motley, Division Chief, Salt Lake Technical Center, presented "OSHA Program Updates."
      • Mike Connors, Regional Administrator, Region V, USDOL-OSHA; Paula O. White, Director, DCSP, USDOL-OSHA; and Barnett Lawrence, Compliance Assistance Coordinator, OOSA, DCSP, USDOL-OSHA, presented "Making the Business Case for Safety and Health."
      • Albert Stutz, Compliance Safety and Health Officer (CSHO), Region II, Buffalo, New York Area Office, USDOL-OSHA; Anita Fountain, CSHO, Region IV, Atlanta-West, Georgia Area Office, USDOL-OSHA; Cynthia Casalina, CSHO, Region V, Appleton, Wisconsin Area Office, USDOL-OSHA; and Steven Jordan, Safety Specialist, Region VII, Omaha, Nebraska Area Office, USDOL-OSHA; presented "Most Interesting OSHA Cases."

      In addition, OSHA maintained an exhibit booth during the conference and distributed copies of the Agency’s various compliance assistance and cooperative program documents, such as the OSHA and NSC Alliance Activities Summary, and answered the attendees' questions.

      National Safety Council’s "June 2008 as National Safety Month." Edwin G. Foulke, Jr., Assistant Secretary, USDOL-OSHA, delivered a presentation promoting NSC’s June 2008 as National Safety Month at the Department of Labor’s (DOL) Safety Day on June 11, 2008. NSC developed a June as National Safety Month Web page on the association’s Web site and was linked to from the OSHA and NSC Alliance Web page on the OSHA Web site.

      On June 11, 2008, the NSC Alliance participated in the DOL Safety Day in Washington, D.C. Through the Alliance, NSC representatives staffed an exhibit booth and distributed safety and health outreach information.

      2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008, Washington, DC. On May 5, 2008, Donald G. Shalhoub, Deputy Assistant Secretary, USDOL-OSHA, spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2008 NAOSH Week kick-off event at DOL in Washington, D.C. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. William O’Connell, Director, Government Affairs, NSC, attended the event and represented NSC, which, along with a number of other Alliance Program participants, supported the Week. The theme for the 2008 NAOSH Week was "Safety is Good Business."

      • Share information among OSHA personnel and industry safety and health professionals regarding NSC’s best practices or effective approaches and publicize results through outreach by NSC and through OSHA’s- or NSC’s developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).

      Best Practices Guide: Hispanic Employees in the Construction Industry. NSC’s Workplace Venue and Construction Divisions are developing a best practices guide focusing on safety and health issues related to Hispanic employees in the construction industry. Through the Alliance Program, NSC will share the draft guide with OSHA for review and comment.

      • Promote and encourage NSC member participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program.

      OSHA’s Office of Small Business Assistance. Representatives from OSHA’s Office of Small Business Assistance are members of the OSHA and NSC Alliance implementation team and promote the Agency’s Consultation Program.

      • Encourage NSC chapters to build relationships with OSHA’s Regional and Area Offices to address general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training.

        During the evaluation period, OSHA has not signed or renewed any Alliances with NSC affiliated Chapters.

      Promoting the National Dialogue on Workplace Safety and Health Goal

      • Convene or participate in forums, round table discussions, volunteer relationships, or stakeholder meetings related to general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training, to help forge innovative solutions in the workplace.

        Alliance Program Construction Roundtable, January 30, 2008, Washington, DC. On January 30, 2008, an NSC representative participated in the second Alliance Program Construction Roundtable in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the Roundtable and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry. The NSC representatives are participating in the Roundtable's Fall Protection and Design for Safety workgroups.

        OSHA Alliance Program Construction Roundtable Joint DFS and Fall Protection Workgroup Meeting, April 22, 2008, Washington, DC. On April 22, 2008, an NSC representative participated in the OSHA Alliance Program Construction Roundtable Joint DFS and Fall Protection Workgroup Meeting in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the Roundtable and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.

    2. Executive Summary

      During the OSHA and NSC Alliance’s fifth year, the organizations continued to work together to improve health and safety in the workplace for employers and employees. As a result of this positive relationship, OSHA and NSC are sharing their expertise, participating on the Agency’s electronic assistance tools’ editorial boards and pursuing speaking and exhibiting opportunities. For example:

      • NSC representatives serve on the editorial boards on the following Safety and Health Topics pages on the OSHA Web Site: Accident Investigation; Confined Spaces; Control of Hazardous Energy (Lockout/Tagout); Fire Safety; Hazardous Waste; Hazard Communication; Laser Hazards; Machine Guarding; Motor Vehicle Safety; Noise and Hearing Conservation; Oil and Gas Well Drilling and Servicing; Poultry Processing; Respiratory Protection; Safety and Health Programs; and Trucking Industry.

      • On October 15, 2007, Edwin G. Foulke, Jr., Assistant Secretary, delivered an occupational keynote address at NSC’s Congress and Expo conference attendees. OSHA also staffed an exhibit booth October 15-17, 2008 and distributed copies of the Agency’s compliance assistance and cooperative program information, such as the OSHA and NSC Alliance Activities Summary, and answered the attendees' questions. In addition, Paul O. White and other senior national office staff presented "OSHA Program Updates."
      • On June 11, 2008, OSHA’s Assistant Secretary, Edwin G. Foulke, Jr. delivered a presentation promoting NSC’s June 2008 as National Safety Month at the DOL Safety Day in Washington, DC.
      • On June 11, 2008, the NSC Alliance participated in the DOL Safety Day in Washington, D.C. Through the Alliance, representatives from NSC staffed an exhibit booth and distributed safety and health information.
      • NSC promoted the activities of the OSHA and NSC Alliance and the Alliance Program through articles in its monthly publications including, OSHA Up to Date and Safety + Health.
      • NSC was a sponsor of 2008 NAOSH Week and William O’Connell, Director, Government Affairs, attended the 2008 NAOSH Week Kick-off event on May 5 at DOL in Washington, DC.
      • OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site with information about the Alliance, including the OSHA and NSC Alliance agreement, renewal agreement, news releases, activities and events, and milestones and successes.
      • The OSHA and NSC Alliance implementation team is working with NSC’s Workplace Venue and Construction Divisions to develop a best practices guide focusing on safety and health issues related to Hispanic employees in the construction industry.

  4. Upcoming Milestones

    In the upcoming year, OSHA’s and NSC’s relationship will continue to grow, and the Implementation Team will undertake a number of activities and develop a number of products. For example, during the 2008 National Safety Congress and Expo, September 22-24, 2008, at the Anaheim Convention Center in Anaheim, California, OSHA will staff an exhibit booth and a number of OSHA staff members from the Agency’s National and Regional/Area Offices will speak to the attendees during the following plenary and workshop sessions:

    • Elena Carr, Drug Policy Coordinator, Office of the Assistant Secretary for Policy, USDOL, will present "Drug-Free Workplace Success: Safety Depends on It."
    • Steven Witt, Director, Director, DCSP, USDOL-OSHA; Gary Jones, Director, Environmental, Health and Safety Affairs, Printing Industries of America/Graphic Arts Tech; and John Dizor, Director, Personal Safety Expertise, The Dow Chemical Company; will present "Making the Business Case for Safety and Health."
    • Lou Ricca, Jr., Deputy Regional Administrator, Region II, New York, New York, USDOL-OSHA, will present "Driving on Duty and OSHA Go Together."
    • Sandra Taylor, Deputy Regional Administrator, Region V, Chicago, Illinois, USDOL-OSHA, will present "Most Interesting OSHA Cases."
    • Lee Anne Jillings, Director, OOSA, DCSP, USDOL-OSHA; Rob Matuga, Director, Labor, Safety and Health Regulatory Affairs, National Association of Home Builders; and Ron Pilla, Vice President, Valcourt Exterior Building Services of New Jersey, will present "Safety and Health Resources- Tools for the Construction Industry."

    NSC representatives will participate in the OSHA Alliance Program Construction Roundtable and its DFS and Fall Protection Workgroups to help address safety and health hazards in the construction industry.

    NSC is developing a NSC and OSHA Alliance Web page which will be posted to the association’s Web site and linked to from the OSHA and NSC Alliance Web page on the Agency’s Web site.

    NSC members will continue to serve on the editorial board of OSHA’s Safety and Health Topics page’s, including Accident Investigation, Confined Spaces, Construction, Control of Hazardous Energy (Lockout/Tagout), Hazardous Communication, Machine Guarding, Motor Vehicle Safety, Oil and Gas Well Drilling and Servicing, Respiratory Protection, and Safety and Health Programs.

    NSC plans to promote OSHA compliance assistance materials and cooperative programs and the OSHA and NSC Alliance through various sources such as the NSC Web site and its publications.

    NSC will sponsor June 2009 as National Safety Month and staff an exhibit booth at the 2009 DOL Safety Day at the Francis Perkins Building in Washington, DC.

    NSC will include the DOL-developed articles focusing on different topics such as the Agency’s electronic assistance tools, workplace violence, Hispanic resources, small business, youth employment and the Agency’s Voluntary Protection Programs (VPP) into its publications such as Safety + Health.

    In addition, NSC will support and promote the 2009 NAOSH Week, "Safety Means Always Coming Home." NSC representatives will also attend the 2009 NAOSH Week Kick-off event May 4, 2009, at the U.S. Department of Labor in Washington, DC.

    NSC will work with DOL’s Working Partners program to promote drug free workplace programs through numerous activities, including speaking and exhibiting at conferences.

    Finally, OSHA and NSC also plan to send a letter to Fortune 500 companies CEOs asking them to adapt an Automated External Defibrillator in the Workplace program.
