    Overview

    Through the Alliance, OSHA and NSC are working together to improve health and safety in the workplace for employers and employees, including Hispanic and youth workers, by helping to reduce traffic collisions; providing first aid, Cardiopulmonary Resuscitation (CPR) and Automatic External Defibrillator (AED) training; and delivering and implementing safety and health management system programs.

      Outreach and Communication

      • Develop and disseminate information through print and electronic media, including electronic assistance tools and links from OSHA's and NSC's Websites.
       

      Products

      OSHA and NSC Alliance Web site

      OSHA is continuing to update the OSHA and NSC Alliance Web site that is posted on the Agency's Web page. It includes the OSHA and NSC agreement, renewal agreement, news releases, events and milestones and successes.

      NSC Web site (www.nsc.org)

      NSC is continuing to update its Web page. For example, in June 2005, NSC added links to the OSHA Compliance Assistance page's: Hispanic Employers and Workers Safety and Health Topics page in the "Members Only" section.

      Motor Vehicle Safety Online Training Tool

      In order to educate the public about safe driving practices, NSC is working with OSHA's Office of Training and Education to jointly develop an online training tool (e.g. Webinar) on motor vehicle safety.

      Hurricane Katrina

      Through the Alliance Program, NSC has agreed to work with OSHA on Hurricane Katrina relief efforts; if needed. NSC may help to provide training, assist with the development of new safety and health information and publications; sharing existing safety and health information and assist with dissemination and distribution of safety and health information. supplies and services.

      Print and Electronic Media

      News releases and articles on the OSHA and NSC Alliance have appeared in a number of printed and online publications, including NSC's monthly newsletters: OSHA Up to Date and Business and Industry Safety News and monthly magazine Safety + Health. For more information on the articles, please see the Alliance Program Reach table on pages 7-8.

      • Speak, exhibit, or appear at conferences or other events such as the NSC's Annual Congress & Expo and generate other opportunities for OSHA and NSC leadership to speak to safety and health professionals.

      2004 National Safety Congress and Expo, September 10-17, 2004, New Orleans, Louisiana

      Through the Alliance Program, NSC supported the Alliance Program by offering several general session workshops that focused on products produced through several Alliances. In addition, a fact sheet on the OSHA and NSC Alliance was distributed at the OSHA booth during the Expo.

      "OSHA Senior Program Updates" Workshop — Lee Anne Jillings, Director, Office of Outreach Services and Alliances, participated on a panel with OSHA Directorate heads and updated 75 attendees on OSHA's cooperative programs, including Alliances on September 13, 2005.

      "NSC, OSHA Ergonomics Alliance" Workshop – Lee Anne Jillings and airline representatives from the OSHA-Airline Industry Alliance, presented a review of the Alliance to 50 attendees on September 13, 2005.

      "Shipyard Alliance with OSHA" Workshop –Tom Pope, OSHA Region III Norfolk, Virginia Area Director, and shipyard representatives from the Maritime Alliances, presented a review of the Alliance to 50 attendees on September 13, 2005.

      North American Occupational Safety and Health Week, May 1-7, 2005, Washington, DC

      Exhibit
      During the North American Occupational Safety and Health (NAOSH) Week, the OSHA Alliance Program set-up a booth and distributed 300 copies of NSC's "Family Guide to Teen Driver Safety" at the Department of Labor, Francis Perkins Building in Washington, DC.

      As part of the NAOSH week activities, John Ulzewski, NSC Vice President Transportation Safety Group, made a presentation in the DOL Auditorium titled, "A Family Guide to Teen Driver Safety" to over 50 attendees.

      • Cross-train OSHA personnel and industry safety and health practitioners in NSC's best practices or effective approaches, as jointly determined by OSHA and NSC.

        The OSHA and NSC Alliance Implementation Team has not started work on programs or projects to address this goal.


      • Promote and encourage NSC member participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program.

       

      Events

      OSHA Alliance Program Small Business Roundtable, Department of Labor, Washington, DC, September 8, 2004

      An NSC representative participated in the OSHA Alliance Program's Small Business Roundtable on September 8, 2005. The roundtable participants discussed the development of OSHA projects to help promote the Agency's Consultation Program, and identified potential activities to enhance compliance assistance efforts to the small business community. In addition, the group's discussions focused on OSHA's Web site information, publications and training.

      • Work with OSHA's Regional and Area Offices to facilitate joint outreach activities with NSC Chapters in order to address safety and health issues, including vehicle safety, first aid, CPR and AED training, and safety and health management system programs.

        NSC and OSHA have developed several Regional and Area Office Alliances in OSHA Regions II, III and IV.

       

      National Dialogue on Safety and Health

      • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever the NSC leaders address groups.

        The OSHA and NSC Alliance Implementation Team has not started work on programs or projects to address this goal.


      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

      • Convene or participate in forums, round table discussions, volunteer relationships, or stakeholder meetings related to vehicle safety, first aid, CPR and AED training and safety and health management system programs to help forge innovative solutions in the workplace.

    2. Executive Summary

      Through the Alliance Program, OSHA and NSC are continuing to work together to improve health and safety in the workplace for employers and employees. The organizations have developed a productive working relationship through the Alliance implementation team. This positive relationship has led to the development of several programs and projects that the team is currently working on or has produced. Some examples include:

      • NSC has helped to promote the activities of the OSHA and NSC Alliance and the Alliance Program through articles in its monthly publications including, NSC's Safety Focus and OSHA Up to Date. The articles focused on a number of topics such as OSHA's new Alliances and renewals that were signed.

      • NSC members serve on 7 of OSHA's eTools and 18 of OSHA's Safety and Health Topics pages' Editorial Boards, including: Control of Hazardous Energy (Lockout/Tagout) and Hazardous Communication Safety and Health Topics pages and Evacuation Plans and Procedures and Machine Guarding eTools.

      • NSC participated on the Alliance Program's Small Business Roundtable. The group discussed OSHA's cooperative programs and identified potential activities to enhance the Agency's compliance assistance efforts, in the small business community, through Web site information, publications, training and OSHA's Consultation Program.

      • John Ulzewski, NSC Vice President Transportation Safety Group, made a presentation on the importance of teen driver safety to 50 attendees during the NAOSH week on May 3, 2005, in Washington, DC.

      • On September 13, 2004 during the 2004 National Safety Congress and Expo in New Orleans, Louisiana; Lee Anne Jillings, Director, Office of Outreach Services and Alliances participated on the OSHA Senior Programs Update workshop and on the NSC, OSHA Ergonomics Alliance workshop and Tom Pope, OSHA Region III Norfolk, Virginia Area Director participated on the Shipyard Alliance workshop.

      • Finally, OSHA's Office of Training and Education and NSC are working jointly to develop an online training tool (e.g. Webinar) on motor vehicle safety, in order to educate the public about safe driving practices.

  4. Upcoming Milestones

    In the upcoming year, OSHA's and NSC's relationship will continue to grow and the implementation team will undertake a number of activities and develop a number of products. OSHA and NSC will renew the Alliance agreement for another year. Through the renewal agreement, OSHA and the NSC will continue to work together to provide the nation's employers and employees in the general and construction industries, including small businesses and Hispanic and youth workers, with information, guidance, and access to training resources. Through the renewal agreement, Alliance, OSHA and NSC will continue to focus on reducing traffic collisions and providing first aid, CPR and AED training.

    NSC members will continue to be members of OSHA's eTools and Safety and Health Topics pages' Editorial Boards, including: Control of Hazardous Energy (Lockout/Tagout) and Hazardous Communication Safety and Health Topics pages and Evacuation Plans and Procedures and Machine Guarding eTools. The NSC representatives will review and provide comments on the tools.

    In addition, NSC will post links to the OSHA Teen Worker Web page and the OSHA Compliance Assistance page's: Hispanic Employers and Workers Safety and Health Topics page on the public section of the NSC Web page. NSC will also continue to work with OSHA's Office of Training and Education to jointly develop a Webinar on motor vehicle safety. In addition, OSHA and plan to draft a letter to send to Fortune 500 companies CEOs asking them to adapt the AED in the Workplace program. This issue will be addressed in OSHA's updated First Aid Directive when it is finalized.

    NSC is also participating on the OSHA Alliance Program's Small Business Roundtable. The Roundtable met on September 8, 2005 and the participants discussed the development of OSHA projects to help promote the Agency's Consultation Program, and identified potential activities to enhance compliance assistance efforts to the small business community.

    Through the Alliance, NSC is considering working with OSHA to develop a best practices guide for small businesses focusing on the importance of creating and maintaining a safety culture in the workplace. NSC is also considering the development of a safety culture best practices fact sheet.

    In addition, through the Alliance Program, NSC has agreed to work with OSHA on Hurricane Katrina relief efforts; if needed. NSC may help to provide training, assist with the development of new safety and health information and publications; sharing existing safety and health information and assist with dissemination and distribution of safety and health information, supplies and services.

    At NSC's 2005 National Safety Congress and Expo on September 18-22, 2005 in Orlando, Florida, OSHA's Deputy Assistant Secretary Jonathan L. Snare will speak and sign the Alliance renewal agreement. In addition, other Alliance Program participants will present workshops at the Congress and Expo regarding products and programs that they have produced through the OSHA Alliance program. The participating Alliances include: the Airline Industry, Graphic Arts Coalition, The Dow Chemical Company, the Roadway Work Zone Safety and Health Coalition, Independent Electrical Contractors, National Association of Home Builders and the Modular Building Institute.

    NSC will continue to participate in the Airlines Industry Alliance with thirteen airlines and the National Safety Council's International Air Transport Section. This Alliance addresses ergonomic issues associated with the handling of passenger checked baggage and reducing ergonomic-related injuries. Also, NSC will continue to work with OSHA Regions II, III and IV in implementing several Regional and Area Office Alliances.

    Finally, NSC plans to continue to promote OSHA compliance assistance materials and cooperative programs and the OSHA-NSC Alliance through the NSC Web page and articles in NSC's OSHA Up to Date, Business and Industry Safety News and Safety + Health.
