    Overview

    Through the Alliance, OSHA and NSC are working together to improve health and safety in the general and construction industries and provide the nation's employers and employees, including small businesses and Hispanic and youth employees, with information, guidance, and access to training resources. In particular, the Alliance focuses on helping to reduce traffic collisions and related worker deaths and injuries and provide first aid, cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) training in the workplace.

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and NSC's Web sites) to employers and employees in the general and construction industries.

      NSC inserted the DOL-developed article, "Send Your Employees a Safe and Sober Message This Holiday Season" in the December 2006 edition of Focus on Business and Industry: Industry Safety News.

      OSHA and NSC Alliance Web Page

      OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site. The page includes links to the OSHA and NSC Alliance agreement, renewal agreement, news releases, events and milestones and successes.

      NSC Web Site

      NSC's Web site links to compliance assistance resources on OSHA's Web site, including the Teen Worker's, Compliance Assistance, Compliance Assistance: Hispanic Employers and Workers Web pages and the Medical and First Aid Safety and Health Topics page.

      NSC members are continuing to participate, review and provide comments on a number of OSHA's Safety and Health Topics pages' Editorial Boards, including:

      2006 National Safety Congress and Expo, November 5-9, 2006, San Diego, California. During NSC's 2006 National Safety Congress and Expo in San Diego, California, a number of OSHA staff members from the Agency's National and Regional/Area Offices spoke to the attendees during the following plenary and workshop sessions:

      National Safety Council's "June 2007 as National Safety Month." OSHA's Assistant Secretary, Edwin G. Foulke, Jr. delivered a presentation promoting NSC's June 2007 as National Safety Month at the Department of Labor's (DOL) Safety Day June 6, 2007. Mr. Foulke also sent a "June 2007 as National Safety Month Message" to OSHA employees and the public emphasizing the importance of safe and healthy behaviors in day-to-day American life. National Safety Month focuses on preparing for emergencies and preventing injuries and fatalities. Each week of the month had a special focus - workplace safety, driving safety, emergency preparedness and home and community.

      Department of Labor (DOL) Safety Day, June 6, 2007, Washington, D.C. NSC representatives staffed an Alliance Program exhibit booth and distributed safety and health information during DOL's Safety Day on June 6, 2007 in Washington, DC.

      2007 North American Occupational Safety and Health (NAOSH) Week, May 6-12, 2007, Washington, DC. The National Safety Council joined with more than 15 other Alliance Program participants to support 2007 NAOSH Week and NSC representatives Bobby Jackson and William O'Connell attended the 2007 NAOSH Week Kick-off event on May 7, 2007 at DOL in Washington, DC. NAOSH Week, sponsored by ASSE, an Alliance Program participant, focuses on increasing the understanding of the positive benefits of investing in occupational safety, health and environmental programs among employers, employees and the public; raising awareness of the role and contribution of safety, health and environmental professionals; and reducing workplace injuries and illness by encouraging new safety and health activities at all companies and organizations.
       
      • Share information among OSHA personnel and industry safety and health professionals regarding NSC's best practices or effective approaches and publicize results through outreach by NSC and through OSHA's- or NSC's developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).

      Best Practices Guide: Hispanic Employees in the Construction Industry. NSC's Workplace Venue and Construction Divisions is developing a best practices guide focusing on safety and health issues related to Hispanic employees in the construction industry. Through the Alliance Program, NSC will share the draft guide with OSHA for review and comment.
       
      • Promote and encourage NSC member participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program.

        During this evaluation period, representatives from OSHA's Office of Small Business Assistance have been added to the OSHA and NSC Alliance implementation team to promote the Agency's Consultation Program.
         

      • Encourage NSC chapters to build relationships with OSHA's Regional and Area Offices to address general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training.

        During the evaluation period, OSHA has not signed any Alliances with NSC affiliated Chapters.
         

      • Convene or participate in forums, round table discussions, volunteer relationships, or stakeholder meetings related to general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training, to help forge innovative solutions in the workplace.

        During the evaluation period, no products or resources have been developed to meet this Alliance goal.
         
    2. Executive Summary
      During the OSHA and NSC Alliance's fourth year, the organizations continued to work together to improve health and safety in the workplace for employers and employees. As a result of this positive relationship, OSHA and NSC are sharing their expertise, participating on the Agency's electronic assistance tools' editorial boards and are pursuing speaking and exhibiting opportunities. For example:
       
      • On November 6, 2006, Edwin G. Foulke, Jr., Assistant Secretary, delivered an occupational keynote address at NSC's Congress and Expo conference attendees. OSHA also staffed an exhibit booth November 6-8. 2006 and distributed copies of compliance assistance resources such as the OSHA and NSC Alliance Activities Summary. In addition, Paul O. White and other senior national office staff presented "OSHA Program Update." On June 6, 2007, Mr. Foulke, delivered a presentation promoting NSC's June 2007 as National Safety Month at DOL's Safety Day.

      • NSC members are serving on OSHA's Safety and Health Topics pages' Editorial Boards, including: Control of Hazardous Energy (Lockout/Tagout) and Hazardous Communication Safety and Health Topics pages.

      • NSC was a sponsor of 2007 NAOSH Week and Bobby Jackson, Senior Vice President, and William O'Connell, Director, Government Affairs, attended the 2007 NAOSH Week Kick-off event on May 7 at DOL in Washington, DC.

      • NSC promoted the activities of the OSHA and NSC Alliance and the Alliance Program through articles in its monthly publications including, Safety Focus, OSHA Up to Date, Business and Industry Safety News, and Safety + Health.

      • The OSHA and NSC Alliance implementation team is working with NSC's Workplace Venue and Construction Divisions to develop a best practices guide focusing on safety and health issues related to Hispanic employees in the construction industry.

      • OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site with information about the Alliance including the OSHA and NSC Alliance agreement, renewal agreement, news releases, events and milestones and successes.

      As a result of the ongoing successes realized through the Alliance, OSHA and NSC plan to sign a renewal agreement in October 2007.

  • Upcoming Milestones
    In the upcoming year, OSHA's and NSC's relationship will continue to grow and the implementation team will undertake a number of activities and develop a number of products. For example, during the 2007 National Safety Congress and Expo, October 15-17, 2007 at McCormick Place in Chicago, Illinois, OSHA will staff an exhibit booth and a number of OSHA staff members from the Agency's National and Regional/Area Offices will speak to the attendees during the following plenary and workshop sessions:

    NSC members will continue to serve on the Editorial Board of OSHA's Safety and Health Topics page's, including Accident Investigation, Confined Spaces, Construction, Control of Hazardous Energy (Lockout/Tagout), Hazardous Communication, Machine Guarding, Motor Vehicle Safety, Oil and Gas Well Drilling and Servicing, Respiratory Protection, and Safety and Health Programs.

    NSC plans to promote OSHA compliance assistance materials and cooperative programs and the OSHA and NSC Alliance through various sources such as the NSC Web page and its publications.

    NSC will include the DOL-developed articles focusing on different topics such as the Agency's electronic assistance tools, workplace violence, Hispanic resources, small business, youth employment and the Agency's Voluntary Protection Program (VPP) into its publications such as Safety + Health.

    OSHA and NSC also plan to send a letter to Fortune 500 companies CEOs asking them to adapt an AED in the Workplace program.

    In addition, NSC will support and promote the 2008 North American Occupational Safety and Health (NAOSH) Week. NSC representatives will also attend the 2008 NAOSH Week Kick-off event May 5, 2008, at the U.S. Department of Labor in Washington, DC.

    NSC will work with DOL's Working Partners program to promote drug free workplace programs through numerous activities, including speaking and exhibiting at conferences.

    Finally, the OSHA and NSC Alliance renewal signing ceremony will be held after Mr. Foulke's Occupational Keynote presentation at NSC's 2007 Congress and Expo in Chicago, Illinois.
