    Overview

    Through the Alliance, OSHA and NSC are working together to improve health and safety in the general and construction industries and provide the nation's employers and employees, including small businesses and Hispanic and young employees, with information, guidance, and access to training resources. In particular, the Alliance focuses on promoting motor vehicle safety and drug-free workplaces and encouraging first aid, Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) training in the workplace.

    In addition to these formal meetings, the Alliance coordinators from each organization, Todd Briggs, William O'Connell/Luke George spoke regularly to discuss and plan the activities and programs listed under events and products, including NSC's support for 2009 North American Occupational Safety and Health (NAOSH) Week.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and NSC's Web sites) to employers and employees in the general and construction industries.

        OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site. The page provides information on the Alliance, including links to the OSHA and NSC Alliance agreement, renewal agreement, news releases, activities and events, milestones and successes, and various OSHA Safety and Health Topics pages.

        OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site. The page provides information on the Alliance, including links to the OSHA and NSC Alliance agreement, renewal agreement, news releases, activities and events, milestones and successes, and various OSHA Safety and Health Topics pages.

        OSHA Editorial Boards

        NSC representatives serve on the editorial boards for the following Safety and Health Topics pages on the OSHA Web site: Accident Investigation; Confined Spaces; Control of Hazardous Energy (Lockout/Tagout); Fire Safety; Hazardous Communication; Hazardous Waste; Laser Hazards; Machine Guarding; Motor Vehicle Safety; Noise and Hearing Conservation; Oil and Gas Well Drilling and Servicing; Poultry Processing; Respiratory Protection; Safety and Health Programs, and Trucking Industry.

        Print and Electronic Media

        News releases and articles on the OSHA and NSC Alliance and its renewal, as well as the Agency's signing of other Alliances, have appeared in a number of printed and online publications, including NSC's monthly newsletter entitled OSHA Up to Date.         • Speak, exhibit, or appear at OSHA's or NSC's conferences, local meetings, or other events such as the NSC's Annual Congress & Expo.

        2008 National Safety Congress and Expo, September 22-24, 2008, Anaheim Convention Center, Anaheim, California.

        During NSC's 2008 National Safety Congress and Expo in Anaheim, California, a number of OSHA staff members from the Agency's National and Regional/Area Offices presented at the following workshop sessions:

        • Elena Carr, Drug Policy Coordinator, Office of the Assistant Secretary for Policy, US Department of Labor (DOL), presented "Drug-Free Workplace Success: Safety Depends on It."

        • Steven Witt, Director, Director, Directorate of Cooperative and State Programs (DCSP), USDOL-OSHA; Gary Jones, Director, Environmental, Health and Safety Affairs, Printing Industries of America/Graphic Arts Tech; and John Dizor, Director, Personal Safety Expertise, The Dow Chemical Company; presented "Making the Business Case for Safety and Health."

        • Lou Ricca, Jr., Deputy Regional Administrator, Region II, New York, New York, USDOL-OSHA, presented "Driving on Duty and OSHA Go Together."

        • Sandra Taylor, Deputy Regional Administrator, Region V, Chicago, Illinois, USDOL-OSHA, presented "Most Interesting OSHA Cases."

        • Lee Anne Jillings, then-Director, OOSA, DCSP, USDOL-OSHA; Rob Matuga, Director, Labor, Safety and Health Regulatory Affairs, National Association of Home Builders; and Ron Pilla, Vice President, Valcourt Exterior Building Services of New Jersey, presented "Safety and Health Resources- Tools for the Construction Industry."

        In addition, OSHA maintained an exhibit booth during the conference and distributed copies of the Agency's various compliance assistance safety and health materials and cooperative programs, such as the OSHA and NSC Alliance Activities Summary, and answered the attendees' questions.

        DOL Safety Day, June 10, 2009, Washington, DC.

        On June 10, 2009, Jordan Barab, Acting Assistant Secretary, USDOL-OSHA and Janet Froetscher, President and CEO, NSC, delivered presentations promoting NSC's June 2009 as National Safety Month at DOL Safety Day on June 11, 2008, in Washington, DC. NSC also staffed an en exhibit booth and provided safety and health information.

        • Share information among OSHA personnel and industry safety and health professionals regarding NSC's best practices or effective approaches and publicize results through outreach by NSC and through OSHA's- or NSC's developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).

        Best Practices Guide: Hispanic Employees in the Construction Industry.

        NSC's Workplace Venue and Construction Divisions are developing a best practices guide focusing on safety and health issues related to Hispanic employees in the construction industry. Through the Alliance Program, NSC will share the draft guide with OSHA for review and comment.

        • Promote and encourage NSC member participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program.

        OSHA's Office of Small Business Assistance.

        Representatives from OSHA's Office of Small Business Assistance are members of the OSHA and NSC Alliance implementation team and promote the Agency's On-Site Consultation Program and Small Business Forums conducted quarterly at DOL focusing on a wide range of topics, including safety and health issues related to an aging workforce.

        • Encourage NSC chapters to build relationships with OSHA's Regional and Area Offices to address general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training.

        OSHA Region VI, Baton Rouge, Louisiana Area Office and the South Louisiana Chapter, National Safety Council signed January 7, 2009.

        Through the Alliance, OSHA and NSC are working to reduce and prevent exposure to traffic collisions and related worker deaths and injuries, providing first aid, CRP and AED training awareness, and deliver and implement safety and health management system programs.

        OSHA Region VII, Des Moines, Iowa Area Office and the Iowa-Illinois Safety Council signed May 4, 2009.

        Through the Alliance, OSHA and NSC are focusing on outreach and training for hazards experienced in a home setting that could also be experienced at the workplace, such as electrical, fall, noise, heat and cold hazards.

        Promoting the National Dialogue on Workplace Safety and Health Goal

        • Convene or participate in forums, round table discussions, volunteer relationships, or stakeholder meetings related to general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training, to help forge innovative solutions in the workplace

        2009 NAOSH Week, May 3-9, 2008, Washington, DC.

        On May 4, 2009, Jordan Barab, Acting Assistant Secretary, USDOL-OSHA, spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2009 NAOSH Week kick-off event at DOL, in Washington, D.C. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. Luke George, Manager, Government Affairs, NSC, attended the event and delivered a motor vehicle safety-related presentation as part of an Alliance Program participant panel discussion focusing on workplace safety and health issues. Mr. George also attended the OSHA-led seminar for Alliance Program participants focusing on Agency updates, including "Navigating the OSHA Web site” and "OSHA Top 10 Violations and Compliance Assistance Resources." The NSC, along with a number of other Alliance Program participants, supported the Week. The theme for the 2008 NAOSH Week was "Safety Means Always Coming Home."

        National Safety Council's "June 2008 as National Safety Month."

        Through the Alliance Program. OSHA and NSC promoted the availability of the Council's "First Aid and CPR with AED" online training course at no cost during National CPR/AED, June 1-7, 2009. NSC also offered it "Alive at 25" online training course during June 2009 and developed a June as National Safety Month Web page on the association's Web site, which was linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

        OSHA Alliance Program Construction Roundtable Joint Design for safety (DFS) and Fall Protection Workgroup Meeting, September 18, 2008, Washington, DC.

        On September 18, 2008, an NSC representative participated in the OSHA Alliance Program Construction Roundtable Joint DFS and Fall Protection Workgroup meeting in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the DFS and Fall Protection Workgroups and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry. NSC representatives are participating in the Roundtable's DFS and Fall Protection Workgroups.

        2008 Drug-Free Workweek, October 20-26, 2008.

        The National Safety Council and a number of other Alliance Program participants supported the 2008 Drug-Free Work Week. Sponsored annually by DOL's Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week focused on educating employers, employees and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.

    2. Executive Summary

      During the OSHA and NSC Alliance's sixth year, the organizations continued to work together to improve health and safety in the general and construction industries for employers and workers. As a result of this positive relationship, OSHA and NSC continued a number projects that were started during the reporting period. For example:

      • OSHA staff from the Agency's National and Regional/Area Offices presented a number of workshop presentations at the 2008 NSC Congress and Expo in Anaheim, California. OSHA also staffed an exhibit booth and provided safety and health information.

      • On June 10, 2009, Jordan Barab, Acting Assistant Secretary, USDOL-OSHA and Janet Froetscher, President and CEO, NSC, delivered presentations promoting NSC's June 2009 as National Safety Month at DOL Safety Day on June 11, 2008, Washington, DC.

      • On September 18, 2008, an NSC representative participated in the OSHA Alliance Program Construction Roundtable Joint DFS and Fall Protection Workgroup meeting at DOL in Washington, DC.

      • On June 10, 2009, an NSC representative delivered a workplace safety and health-related presentation at DOL Safety Day in Washington, DC. Through the Alliance, NSC representatives also staffed an exhibit booth and provided safety and health information.

      • NSC was a supporter of 2009 NAOSH Week and Luke George, Manager, Government Affairs, attended the 2009 NAOSH Week Kick-off event on May 5, 2009 at DOL.       • The OSHA and NSC Alliance Implementation Team is working with NSC's Workplace Venue and Construction Divisions to develop a best practices guide focusing on safety and health issues related to Hispanic employees in the construction industry.

      • During the reporting period, OSHA's Baton Rouge, Louisiana Area Office signed an Alliance with the NSC South Louisiana Chapter on January 7, 2009, and the OSHA Des Moines, Iowa Area Office signed an Alliance with the Iowa-Illinois Safety Council on May 4, 2009.

      • NSC promoted the activities of the OSHA and NSC Alliance and the Alliance Program through articles in its monthly publications, including NSC's monthly newsletter entitled OSHA Up to Date.

      • NSC developed the NSC and OSHA Alliance Web page on the Council's Web site, which links to compliance assistance resources on the OSHA Web site, including the Compliance Assistance, Compliance Assistance: Hispanic Employers and Workers Web pages, and numerous OSHA Safety and Health Topics pages such as Medical and First Aid.

  4. Upcoming Milestones

    In the upcoming year, OSHA's and NSC's relationship will continue to grow, and the Alliance Implementation Team will undertake a number of activities and develop a number of products. For example, during the 2009 NSC Congress and Expo, October 26-28, 2009, at the Orange County Convention Center in Orlando, Florida, OSHA will staff an exhibit booth and personnel from the Agency's National and Regional/Area Offices will present at the following plenary and workshop sessions:

    • Jordan Barab, Acting Assistant Secretary, USDOL-OSHA, will present "Occupational Safety and Health Under the Obama Administration."

    • Stephen Butler, Director, Office of Maritime Enforcement, Directorate of Enforcement Programs, and Ian Bennitt, Manager, Government Affairs, Shipbuilders Council of America, will present "Maritime Industry Safety and Health Products and Information."

    • Sandra Taylor, Deputy Regional Administrator, Region V, Chicago, Illinois, USDOL-OSHA; Connie Brown, Compliance Safety and Health Officer, Region III, Charleston, West Virginia Area Office, USDOL-OSHA; Vanessa Lynn Martin, Compliance Safety and Health Officer, Region V, Columbus, Ohio Area Office, USDOL-OSHA, Keith Piercy, Assistant Area Director, Region IV, Tampa, Florida Area Office, USDOL-OSHA; and Stephen Rook, Assistant Area Director, Concord, New Hampshire Area Office, USDOL-OSHA, will present "Most Interesting OSHA Cases.

    NSC will also develop a worker guide on ways to reduce struck-by motor vehicle accidents on construction sites and a guide on ways to reduce residential construction worker falls

    NSC representatives from the Council's Construction Division will participate in the OSHA Alliance Program Construction Roundtable and its DFS and Fall Protection Workgroups to help address safety and health hazards in the construction industry.

    NSC will sponsor June 2010 as National Safety Month and staff an exhibit booth at DOL Safety Day in June 2010 at DOL in Washington, DC.

    NSC will support and promote 2010 Drug-Free Work Week and 2010 NAOSH Week, May 2-8. NSC representatives will also attend the 2010 NAOSH Week Kick-off event and OSHA-led seminar for Alliance Program participants on May 3, 2010, at DOL in Washington, DC.

    NSC will include the DOL-developed articles focusing on different topics such as the Agency's electronic assistance tools, workplace violence, Hispanic resources, small business, youth employment and the Agency's Voluntary Protection Programs (VPP) into its publications such as Safety + Health.

    NSC will continue to promote the activities and products of the Alliance through the NSC and OSHA Alliance Web page on the association's Web site, which is linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

    NSC will promote OSHA compliance assistance safety and health materials and cooperative programs and the OSHA and NSC Alliance through various sources such as the NSC Web site, publications, and a potential Webinar.

    NSC members will continue to serve on the editorial board of OSHA's Safety and Health Topics page's, including Accident Investigation, Confined Spaces, Control of Hazardous Energy (Lockout/Tagout), Hazardous Communication, Machine Guarding, Motor Vehicle Safety, Oil and Gas Well Drilling and Servicing, Respiratory Protection, and Safety and Health Programs. In addition, members of NSC's Construction Division will be added to the OSHA Construction Industry Safety and Health Topics page.

    Finally, other potential projects include the developing a safety program for construction sub-contractors with 25 or less employees, working with ASSE to develop an outreach product focusing on motor vehicle safety, sponsoring a Webinar for OSHA staff and Alliance Program Participants focusing on motor vehicle safety, and utilizing members of NSC's Labor Division to review and provide feedback on Alliance-developed draft products and participate in the OSHA and NSC Alliance Implementation Team meetings.
