    Overview

    Through the Alliance, OSHA and NSC are working together to improve health and safety in the general and construction industries and provide the nation's employers and employees, including small businesses and Hispanic and young employees, with information, guidance, and access to training resources. In particular, the Alliance focuses on promoting motor vehicle safety and drug-free workplaces and encouraging first aid, Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) training in the workplace.

    In addition to these formal meetings, the Alliance coordinators from each organization, Todd Briggs and Luke George, spoke regularly to discuss and plan the activities and programs, including the development of fact sheets and NSC's support for 2010 North American Occupational Safety and Health (NAOSH) Week.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and NSC's Web sites) to employers and employees in the general and construction industries.

      Fact Sheet No. 1: Ensuring Pedestrian Safety Around Power Industrial Trucks

      Through the OSHA and NSC Alliance, the Alliance participants developed a fact sheet addressing pedestrian safety around power industrial trucks, including tips on how pedestrians can protect themselves. NSC posted the fact sheet to the NSC and OSHA Alliance Web page on the organization's Web site in May 2011 and the product is linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

      Fact Sheet No. 2: Preventing Injury Related to Powered Industrial Trucks with Effective Training

      Through the OSHA and NSC Alliance, the Alliance participants developed a fact sheet addressing effective training of powered industrial truck operators, including tips on what employers can do to help protect workers. NSC posted the fact sheet to the NSC and OSHA Alliance Web page on the organization's Web site in August 2011 and the product is linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

      NSC representatives serve on the editorial boards for the following OSHA Safety and Health Topics pages on the Agency's Web site: Accident Investigation; Confined Spaces; Control of Hazardous Energy (Lockout/Tagout); Fire Safety; Hazardous Communication; Hazardous Waste; Laser Hazards; Machine Guarding; Motor Vehicle Safety; Noise and Hearing Conservation; Oil and Gas Well Drilling and Servicing; Poultry Processing; Respiratory Protection; Safety and Health Programs, and Trucking Industry.

      OSHA and NSC Alliance Web Page

      OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site. The page provides information on the Alliance, including links to the OSHA and NSC Alliance agreement, renewal agreement, news releases, activities and events, milestones and successes, and various OSHA Safety and Health Topics pages.

      The NSC and OSHA Alliance Web page on the Council's Web site links to compliance assistance resources on the OSHA Web site, including the Teen Worker's, Compliance Assistance, Compliance Assistance: Hispanic Employers and Workers, and Distracted Driving Web pages, as well as numerous OSHA Safety and Health Topics pages such as Medical and First Aid.

      OSHA Editorial Boards

      NSC representatives serve on the editorial boards for the following OSHA Safety and Health Topics pages on the Agency's Web site: Accident Investigation; Confined Spaces; Control of Hazardous Energy (Lockout/Tagout); Fire Safety; Hazardous Communication; Hazardous Waste; Laser Hazards; Machine Guarding; Motor Vehicle Safety; Noise and Hearing Conservation; Oil and Gas Well Drilling and Servicing; Poultry Processing; Respiratory Protection; Safety and Health Programs, and Trucking Industry.

      2010 National Safety Congress and Expo, October 4-6, 2010, San Diego, Convention Center, San Diego, California.

      During NSC's 2010 National Safety Congress and Expo in San Diego, California, OSHA staff delivered a number of workshop presentations:

      • Dr. David Michaels, Assistant Secretary, USDOL-OSHA, presented "Occupational Safety and Health Vision Under the Obama Administration."
      • Steven Witt, Director, Directorate of Cooperative and State Programs (DCSP), USDOL-OSHA; Vance E. Lineberger, Deputy for Safety, Office of the Deputy Assistant Secretary, United States Air Force, (Energy, Environment, Safety & Occupational Health) SAF/IEE; and José Carlos N Banaag, MS, CPE, Staff Engineer, Honda of America Manufacturing, Inc., presented "Ergonomic Successes - OSHA's Cooperative Programs."
      • Eric Harbin, Director, Office of Construction Services, Directorate of Construction, USDOL-OSHA, presented "OSHA Construction Hot Topics 2010."
      • John Hermanson, Regional Administrator, Region III, USDOL-OSHA; Keith Piercy, Assistant Area Director, Region IV, Tampa, Florida Area Office, USDOL-OSHA; Justin Sternes, Compliance Safety and Health Officer, Region V, Peoria, Illinois Area Office, USDOL-OSHA; and Philip Pisale, Compliance Safety and Health Officer, Region VII, Omaha, Nebraska Area Office, USDOL-OSHA, presented "Most Interesting OSHA Cases."
      • Dorothy Dougherty, Director, Directorate of Standards and Guidance, USDOL-OSHA; Thomas Galassi, Director, Directorate of Enforcement Programs and Acting Director, Directorate of Technical Support and Emergency Management, USDOL-OSHA; and Steven Witt, Director, DCSP, USDOL-OSHA, presented "OSHA Current Activities Update."

      In addition, OSHA maintained an exhibit booth during the conference and distributed copies of the Agency's various compliance assistance safety and health materials and cooperative programs, such as QuickCards focusing on numerous topics, and answered the attendees' questions.

      An NSC representative staffed an NSC exhibit booth and distributed safety and health information and answered questions at DOL Safety, June 8, 2011, at the Francis Perkins Building, in Washington, DC.

      National Safety Council's "June 2010 as National Safety Month"

      Through the Alliance Program, OSHA and NSC promoted the availability of the Council's "First Aid and CPR with AED" online training course at no cost during NSC's June 2011 as National Safety Month. NSC also offered its "Alive at 25" online training course during June 2011 and developed a June as National Safety Month Web page on the association's Web site, which was linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

      • Share information among OSHA personnel and industry safety and health professionals regarding NSC's best practices or effective approaches and publicize results through outreach by NSC and through OSHA's- or NSC's developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).

        During this evaluation period, no products or resources have been developed to meet this Alliance goal.

      • Promote and encourage NSC member participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program (SHARP).

      OSHA's Office of Small Business Assistance.

      Representatives from OSHA's Office of Small Business Assistance are members of the OSHA and NSC Alliance implementation team and promote the Agency's On-site Consultation Program and SHARP.

      • Encourage NSC chapters to build relationships with OSHA's Regional and Area Offices to address general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training.

      During this evaluation period, OSHA and NSC did not sign any new Alliance agreements.

      • Promoting the National Dialogue on Workplace Safety and Health Goal
        • Convene or participate in forums, round table discussions, volunteer relationships, or stakeholder meetings related to general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training, to help forge innovative solutions in the workplace

      OSHA Alliance Program Construction Roundtable, February 17, 2011, DOL, Washington, DC

      On February 17, 2011, Luke George, Manager, Government Affairs, NSC, and Nigel Elis, Volunteer, NSC Construction Division, participated in the OSHA Alliance Program Construction Roundtable meeting in Washington, D.C. During the meeting, Alliance Program participants received OSHA updates, discussed products developed through the Roundtable, and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.

      2011 NAOSH Week, May 1-7, 2011, Washington, DC

      On May 1-7, 2011, the National Safety Council Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by the American Association of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety." Chloe White, Associate, Government Affairs, NSC, attended the event, which, along with a number of other Alliance Program participants, supported the Week.

      OSHA Distracted Driving Initiative

      During the reporting period, NSC supported OSHA's initiative focusing on distracted driving, including adding a link to the Agency's Distracted Driving Web to the NSC and OSHA Alliance Web page on the organization's Web site.

    2. Executive Summary

      During the OSHA and NSC Alliance's eighth year, the organizations continued to work together to improve health and safety in the general and construction industries for employers and workers. As a result of this positive relationship, OSHA and NSC continued a number projects during the reporting period. For example:

      • NSC developed a series of fact sheets for workers focusing on powered industrial trucks and protecting workers of foot in road construction work zones.
      • OSHA staff from the Agency's National and Regional/Area Offices presented a number of workshop presentations at the 2010 NSC Congress and Expo San Diego, California. OSHA also staffed an exhibit booth and answered questions.
      • NSC supported 2011 NAOSH Week and Chloe White, Associate, Government Affairs, NSC, attended the NAOSH Week Kick-off event at DOL on May 2, 2011.
      • NSC supported OSHA's initiative focusing on distracted driving.
      • NSC representative staffed an exhibit booth and provided safety and health information at DOL Safety Day on June 8, 2011, in Washington, DC.
      • NSC representatives participated in the OSHA Alliance Program Construction Roundtable meeting on February 17, 2011.
      • NSC promoted the activities of the OSHA and NSC Alliance and the Alliance Program through articles in its monthly publications, including NSC's monthly OSHA Up to Date newsletter.
      • NSC representatives serve on the editorial boards on the following Safety and Health Topics pages on the OSHA Web Site: Accident Investigation; Confined Spaces; Control of Hazardous Energy (Lockout/Tagout); Fire Safety; Hazardous Waste; Hazard Communication; Laser Hazards; Machine Guarding; Motor Vehicle Safety; Noise and Hearing Conservation; Oil and Gas Well Drilling and Servicing; Poultry Processing; Respiratory Protection; Safety and Health Programs; and Trucking Industry.

  4. Upcoming Milestones

    In the upcoming year, OSHA's and NSC's relationship will continue to grow, and the Alliance Implementation Team will undertake a number of activities and develop a number of products. For example, during the 2011 NSC Congress and Expo, October 30-November 4, 2011, at the Philadelphia Convention Center in Philadelphia, Pennsylvania, OSHA will staff an exhibit booth and personnel from the Agency's National and Regional/Area Offices will present at the following plenary and workshop sessions:

    • Dr. David Michaels, Assistant Secretary, USDOL-OSHA, will present "Safety Management Systems - An Emerging Federal Agency Priority."
    • Greg Baxter, Regional Administrator, Region VIII, USDOL-OSHA; Frank Richard, MDU Construction Services Group, Inc.; Jim Tomaseski, International Brotherhood of Electrical Workers; and Michael Johnston, National Electrical Contractors Association, will present "ET&D OSHA Partnership – Changing S & H Culture."
    • Sanji Kanth, Senior Safety Engineer, Office of General Industry Enforcement, Directorate of Enforcement Programs (DEP), USDOL-OSHA; Geof Brazier, BS&B - Pressure Safety Management, Tulsa, OK; and Kevin Jeffries, Corporate Safety Systems Manager, Imperial Sugar Company, Port Wentworth, GA, will present "Combustible Dust, the NSC Focus Team Perspective."

    NSC will develop an outreach product focusing on injury and illness prevention programs in the workplace, and also develop additional documents for workers focusing on motor vehicle safety.

    NSC representatives, including a representative from the Council's Construction Division, will participate in the OSHA Alliance Program Construction Roundtable to help address safety and health hazards in the construction industry. NSC will representatives will also participate in the OSHA Globally Harmonized System of Classification and Labeling of Chemicals (GHS) Roundtable.

    NSC will support OSHA's heat illness prevention campaign and the Agency's initiative focusing on distracted driving.

    NSC will sponsor June 2012 as National Safety Month and staff an exhibit booth at DOL Safety Day in June 2012 at DOL in Washington, DC.

    NSC will support and promote 2012 NAOSH Week, May 6-12. NSC representatives will also attend the 2012 NAOSH Week Kick-off event at DOL in Washington, DC.

    NSC will continue to promote the activities and products of the Alliance through the NSC and OSHA Alliance Web page on the association's Web site, which is linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

    NSC will promote OSHA compliance assistance safety and health materials and cooperative programs and the OSHA and NSC Alliance through various sources such as the NSC Web site, publications, and a potential Webinar.

    NSC members will continue to serve on the editorial board of various OSHA Safety and Health Topics page's, including Accident Investigation, Confined Spaces, Control of Hazardous Energy (Lockout/Tagout), Hazardous Communication, Machine Guarding, Motor Vehicle Safety, Oil and Gas Well Drilling and Servicing, Respiratory Protection, and Safety and Health Programs. In addition, members of NSC's Construction Division will be added to the OSHA Construction Industry Safety and Health Topics page.

    Finally, other potential projects include sponsoring a Webinar for OSHA staff and Alliance Program Participants focusing on motor vehicle safety.
