    Overview

    Through the Alliance, OSHA and NSC are working together to improve health and safety in the general and construction industries and provide the nation's employers and employees, including small businesses and Hispanic and young employees, with information, guidance, and access to training resources. In particular, the Alliance focuses on promoting motor vehicle safety and drug-free workplaces and encouraging first aid, Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) training in the workplace.

    In addition to these formal meetings, the Alliance coordinators from each organization, Todd Briggs and Luke George spoke regularly to discuss and plan the activities and programs, including NSC's support for 2010 North American Occupational Safety and Health (NAOSH) Week.

      Outreach and Communication Goals
       
      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print and electronic media, electronic assistance tools and OSHA's and NSC's Web sites) to employers and employees in the general and construction industries.

        OSHA and NSC Alliance Web Page

        OSHA is continuing to update the OSHA and NSC Alliance Web page on the Agency's Web site. The page provides information on the Alliance, including links to the OSHA and NSC Alliance agreement, renewal agreement, news releases, activities and events, milestones and successes, and various OSHA Safety and Health Topics pages.

        The NSC and OSHA Alliance Web page on the Council's Web site links to compliance assistance resources on the OSHA Web site, including the Teen Worker's, Compliance Assistance, Compliance Assistance: Hispanic Employers and Workers Web pages, and numerous OSHA Safety and Health Topics pages such as Medical and First Aid.

        OSHA Editorial Boards

        NSC representatives serve on the editorial boards for the following OSHA Safety and Health Topics pages on the Agency's Web site: Accident Investigation; Confined Spaces; Control of Hazardous Energy (Lockout/Tagout); Fire Safety; Hazardous Communication; Hazardous Waste; Laser Hazards; Machine Guarding; Motor Vehicle Safety; Noise and Hearing Conservation; Oil and Gas Well Drilling and Servicing; Poultry Processing; Respiratory Protection; Safety and Health Programs, and Trucking Industry.

        Print and Electronic Media

        News releases and articles on the OSHA and NSC Alliance and its renewal, as well as the Agency's signing of other Alliances, have appeared in a number of printed and online publications, including NSC's monthly newsletter entitled OSHA Up to Date.         • Speak, exhibit, or appear at OSHA's or NSC's conferences, local meetings, or other events such as the NSC's Annual Congress & Expo.

        2009 Drug-Free Work Week, October 19-25, 2009.
         

        The National Safety Council Alliance and a number of other Alliance Program participants supported 2009 Drug-Free Work Week. Sponsored by the U.S. Department of Labor's then-Working Partners for an Alcohol- and Drug-Free Workplace Program, the Week focused on educating employers, employees, and the public about the importance of being drug-free as an essential component of a safe and healthful workplace.
         

        2009 National Safety Congress and Expo, October 26-28, 2009, Orange County Convention Center, Orlando, Florida.
         

        During NSC's 2009 National Safety Congress and Expo in Orlando, Florida, a number of OSHA staff members from the Agency's National and Regional/Area Offices presented at the following workshop sessions:
         

        • Jordan Barab, then-Acting Assistant Secretary, USDOL-OSHA, presented "Occupational Safety and Health Under the Obama Administration."

        • Stephen Butler, Director, Office of Maritime Enforcement, Directorate of Enforcement Programs, and Ian Bennitt, Manager, Government Affairs, Shipbuilders Council of America, presented "Maritime Industry Safety and Health Products and Information."

        • Sandra Taylor, Deputy Regional Administrator, Region V, Chicago, Illinois, USDOL-OSHA; Connie Brown, Compliance Safety and Health Officer, Region III, Charleston, West Virginia Area Office, USDOL-OSHA; Vanessa Lynn Martin, Compliance Safety and Health Officer, Region V, Columbus, Ohio Area Office, USDOL-OSHA, Keith Piercy, Assistant Area Director, Region IV, Tampa, Florida Area Office, USDOL-OSHA; and Stephen Rook, Assistant Area Director, Concord, New Hampshire Area Office, USDOL-OSHA, presented "Most Interesting OSHA Cases."
        In addition, OSHA maintained an exhibit booth during the conference and distributed copies of the Agency's various compliance assistance safety and health materials and cooperative programs, such as the OSHA and NSC Alliance Activities Summary, and answered the attendees' questions.

        DOL Safety Day, June 9, 2010, Washington, DC.

        On June 9, 2009, an NSC representative staffed an exhibit booth and distributed safety and health information and answered questions at DOL Safety, June 9, 2010, at the Francis Perkins Building, in Washington, DC.
         
        • Share information among OSHA personnel and industry safety and health professionals regarding NSC's best practices or effective approaches and publicize results through outreach by NSC and through OSHA's- or NSC's developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).

          During this evaluation period, no products or resources have been developed to meet this Alliance goal.

        • Promote and encourage NSC member participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, Consultation, and the Safety and Health Achievement Recognition Program.
        OSHA's Office of Small Business Assistance.

        Representatives from OSHA's Office of Small Business Assistance are members of the OSHA and NSC Alliance implementation team and promote the Agency's On-site Consultation Program and Small Business Forums conducted quarterly at DOL focusing on a wide range of safety and health topics, including the flu and green jobs.
         
        • Encourage NSC chapters to build relationships with OSHA's Regional and Area Offices to address general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training.

          During this evaluation period, OSHA and NSC did not sign any new Alliance agreements
           
        OSHA Region VI, Baton Rouge, Louisiana Area Office and the South Louisiana Chapter, National Safety Council signed January 7, 2009.

        Through the Alliance, OSHA and NSC are working to reduce and prevent exposure to traffic collisions and related worker deaths and injuries, providing first aid, CRP and AED training awareness, and deliver and implement safety and health management system programs.

        OSHA Region VII, Des Moines, Iowa Area Office and the Iowa-Illinois Safety Council signed May 4, 2009.

        Through the Alliance, OSHA and NSC are focusing on outreach and training for hazards experienced in a home setting that could also be experienced at the workplace, such as electrical, fall, noise, heat and cold hazards.
         
        • Promoting the National Dialogue on Workplace Safety and Health Goal
          • Convene or participate in forums, round table discussions, volunteer relationships, or stakeholder meetings related to general and construction industry health and safety issues, including motor vehicle safety and first aid, CPR and AED training, to help forge innovative solutions in the workplace
        OSHA Small Business Forum, "Workplace Preparedness: How Small Businesses Can Prepare for H1N1," September 30, 2009, DOL, Washington, DC.

        The National Safety Council and a number of other Alliance Program participants attended the "Workplace Preparedness: How Small Businesses Can Prepare for H1N1" OSHA Small Business Forum on September 30, 2009, in Washington, DC. Luke George, Manager, Government Affairs, represented NSC at the event. The Forums cover a variety of safety and health management topics including new safety and health trends, hazards and other issues that are important to small business employers.

        OSHA Alliance Program Construction Roundtable, November 19, 2009, DOL, Washington, DC.

        On November 19, 2009, Luke George, Manager, Government Affairs, NSC, participated in the OSHA Alliance Program Construction Roundtable Joint Design for Safety and Fall Protection Workgroup meeting in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the DFS and Fall Protection Workgroups and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.

        OSHA Small Business Forum, "Green Jobs: Safety and Health Outlook for Workers and Small Employers," April 1, 2010, DOL, Washington, DC. The National Safety Council and a number of other Alliance Program participants attended the "Green Jobs: Safety and Health Outlook for Workers and Small Employers" OSHA Small Business Forum on April 1, 2010, in Washington, DC. Luke George, Manager, Government Affairs, represented NSC at the event.

        2010 NAOSH Week, May 2-8, 2010, Washington, DC.

        On May 2-8, 2010, the National Safety Council Alliance and a number of other Alliance Program participants supported the 2010 NAOSH Week. Sponsored annually by the American Association of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering (CSSE), the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2010 was "Mission NAOSH 2010: Safe Workplaces." Luke George, Manager, Government Affairs, NSC, attended the event, which, along with a number of other Alliance Program participants, supported the Week.

        National Safety Council's "June 2010 as National Safety Month."

        Through the Alliance Program, OSHA and NSC promoted the availability of the Council's "First Aid and CPR with AED" online training course at no cost during NSC's June 2010 as National Safety Month. NSC also offered its "Alive at 25" online training course during June 2010 and developed a June as National Safety Month Web page on the association's Web site, which was linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

        OSHA Alliance Program Construction Roundtable, July 29, 2010, DOL, Washington, DC.

        On July 29, 2010, Luke George, Manager, Government Affairs, NSC, and Nigel Elis, Volunteer, NSC Construction Division, participated in the OSHA Alliance Program Construction Roundtable meeting in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the Roundtable and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.
         
    2. Executive Summary
      During the OSHA and NSC Alliance's seventh year, the organizations continued to work together to improve health and safety in the general and construction industries for employers and workers. As a result of this positive relationship, OSHA and NSC continued a number projects during the reporting period. For example:
       
      • NSC supported and promoted 2009 Drug-Free Work Week, October 19-25, 2009.

      • OSHA staff from the Agency's National and Regional/Area Offices presented a number of workshop presentations at the 2009 NSC Congress and Expo in Orlando, Florida. OSHA also staffed an exhibit booth and answered questions.

      • NSC supported 2010 NAOSH Week and Luke George, Manager, Government Affairs, NSC, attended the NAOSH Week Kick-off event at DOL on May 3, 2010.

      • NSC representative staffed an exhibit booth and provided safety and health information at DOL Safety Day on June 9, 2010, in Washington, DC.

      • NSC representatives attended the OSHA Small Business Forums at DOL on September 30, 2009, and April 1, 2010.

      • NSC staffed an exhibit booth and distributed safety and health information and answered questions at DOL Safety, June 9, 2010, in Washington, DC.

      • NSC representatives participated in the OSHA Alliance Program Construction Roundtable meetings on November 19, 2009, and July 29, 2010.

      • NSC promoted the activities of the OSHA and NSC Alliance and the Alliance Program through articles in its monthly publications, including NSC's monthly newsletter entitled OSHA Up to Date.

  4. Upcoming Milestones
    In the upcoming year, OSHA's and NSC's relationship will continue to grow, and the Alliance Implementation Team will undertake a number of activities and develop a number of products. For example, during the 2010 NSC Congress and Expo, October 3-8, 2010, at the San Diego Convention Center in San Diego, California, OSHA will staff an exhibit booth and personnel from the Agency's National and Regional/Area Offices will present at the following plenary and workshop sessions:
     
    • Dr. David Michaels, Assistant Secretary, USDOL-OSHA, will present "Occupational Safety and Health Under the Obama Administration."

    • Steven Witt, Director, Directorate of Cooperative and State Programs (DCSP), USDOL-OSHA; Vance E. Lineberger, Deputy for Safety, Office of the Deputy Assistant Secretary, United States Air Force, (Energy, Environment, Safety & Occupational Health) SAF/IEE; and José Carlos N Banaag, MS, CPE, Staff Engineer, Honda of America Manufacturing, Inc., will present "Ergonomic Successes - OSHA's Cooperative Programs."

    NSC will also develop documents for workers focusing on motor vehicle safety, including a document addressing powered industrial truck safety.

    NSC representatives from the Council's Construction Division will participate in the OSHA Alliance Program Construction Roundtable to help address safety and health hazards in the construction industry.

    NSC will sponsor June 2011 as National Safety Month and staff an exhibit booth at DOL Safety Day in June 2009 at DOL in Washington, DC.

    NSC will support and promote 2011 NAOSH Week, May 1-7. NSC representatives will also attend the 2011 NAOSH Week Kick-off even at DOL in Washington, DC.

    NSC will attend the OSHA Small Business Forums in 2011 that cover a variety of safety and health management topics including new safety and health trends, hazards and other issues that are important to small business employers.

    NSC will continue to promote the activities and products of the Alliance through the NSC and OSHA Alliance Web page on the association's Web site, which is linked to from the OSHA and NSC Alliance Web page on the Agency's Web site.

    NSC will promote OSHA compliance assistance safety and health materials and cooperative programs and the OSHA and NSC Alliance through various sources such as the NSC Web site, publications, and a potential Webinar.

    NSC members will continue to serve on the editorial board of OSHA's Safety and Health Topics page's, including Accident Investigation, Confined Spaces, Control of Hazardous Energy (Lockout/Tagout), Hazardous Communication, Machine Guarding, Motor Vehicle Safety, Oil and Gas Well Drilling and Servicing, Respiratory Protection, and Safety and Health Programs. In addition, members of NSC's Construction Division will be added to the OSHA Construction Industry Safety and Health Topics page.

    Finally, other potential projects include sponsoring a Webinar for OSHA staff and Alliance Program Participants focusing on motor vehicle safety.
