    Overview

    OSHA and PMA are working together to provide the organization's members and others with information, guidance, and access to training resources that will help them protect employees' health and safety in the metalforming industry. In addition, OSHA and PMA are focusing on sharing information to reduce and prevent exposure to ergonomic hazards and address press safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the workplace.

      Training and Education Goal

      • Work with OSHA to provide expertise to develop training and education programs for the metalforming industry regarding press safety issues such as machine guarding and lockout/tagout and to provide expertise in communicating such information to employers and employees in the industry.

      "Ergonomics in the Pressroom" Presentation

      Mary Bauer, Region V, Compliance Assistance Specialist (CAS), Eau Claire, Wisconsin Area Office, USDOL-OSHA and Dana Root, Region V, Ergonomist, USDOL-OSHA developed the presentation "Ergonomics in the Pressroom," seminar specifically for the metalforming industry. The presentation covered a number of topics including a background to ergonomics, status of OSHA enforcement, essentials of an ergonomics program, risk factors for ergonomics and control measures. PMA posted the presentation and associated materials, a Hazard Zone Jobs Checklist, Ergonomics Risk Factors Checklist, and Sprains and Strains Prevention Fact Sheet on the association's PMA/OSHA Alliance Web page. The OSHA and PMA Alliance Web page on the OSHA Web site links to the materials.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools for effective press guarding and OSHA's and PMA's Web sites) to employers and employees in the industry.

      OSHA and PMA Alliance Web page

      OSHA created an OSHA and PMA Alliance Web page on the Agency's Web site. The Web page includes links to the OSHA and PMA Alliance agreement, news releases, a photograph of the signing ceremony, activities and events, and products and resources. For more information on the number of visits to the OSHA and PMA Alliance Web page, please see the Alliance Program Reach table in Section C of this report.

      PMA/OSHA Alliance Web page

      PMA created a PMA/OSHA Alliance Web page on the organization's Web site. The Web page is updated regularly and includes links to the OSHA and PMA Alliance Web page on the Agency's Web site, news releases, related documents, activities and events and other OSHA safety and health resources including:

      OSHA Machine Guarding eTool

      Through the Alliance, the following PMA members are serving on the editorial board for OSHA's Machine Guarding eTool:

      PMA Safety First Video

      OSHA reviewed and provided feedback to PMA on its "Safety First" video which provides an overview of safety and health issues in the metalforming industry for new employees.

      PMA Safety Posters

      In order to raise awareness among metalforming industry employers and employees about workplace hazards and how to prevent them, PMA is developing the following four safety posters:

      • Prevent Back Injuries
      • Avoid Slips, Trips, and Falls
      • Dress for Safety
      • Protect Yourself from Injury

      OSHA reviewed and provided feedback to PMA on the draft products. When completed, the posters will be posted on the PMA/OSHA Alliance Web page on the association's Web site.

      PMA Safety Checklists

      In order to assist metalforming industry employers and employees identify and correct safety hazards in the workplace, PMA is developing safety checklists based on the "PMA's Safety Guidelines Checklist." OSHA reviewed and provided feedback to PMA on the draft Ergonomics section. When completed, the checklists will be posted on the PMA/OSHA Alliance Web page on the association's Web site.

      Print and Electronic Media

      Articles on the OSHA and PMA Alliance signing appeared in online and print publications such as: OSHA's QuickTakes; U.S. Newswire.com; PMA's magazine, MetalForming; and the association's e-newsletter, MetalForming Xtra. For more information on the print and electronic media, please see the Alliance Program Reach table in Section C of this report.

      • Speak, exhibit, or appear at OSHA's or PMA's conferences, local meetings or other events such as PMA's Annual Meeting and METALFORM conferences.

      Events

      PMA Regional Metalform Tradeshow, March 21-23, 2006, Nashville Tennessee

      During the PMA Regional Metalform Tradeshow, March 21-23, 2006 in Nashville Tennessee, PMA distributed OSHA's Alliance Program brochure, the OSHA and PMA Alliance Activities Summary, and the OSHA Alliance Program and Consultation Program Fact Sheets to the visitors to the PMA exhibit booth. In addition, PMA representatives also talked to the attendees about the OSHA and PMA Alliance and the Agency's compliance assistance resources.

      PMA Annual Suppliers Night, April 11, 2006, Cleveland Ohio

      During the PMA Annual Suppliers Night, April 11, 2006, Cleveland, Ohio, PMA's Cleveland District distributed OSHA's Alliance Program brochure, the OSHA and PMA Alliance Activities Summary, and the OSHA Alliance Program and Consultation Program Fact Sheets to the attendees from its tabletop exhibit.

      PMA 2006 Annual Meeting, November 9-11, 2006, Las Croabas, Puerto Rico

      During the PMA 2006 Annual Meeting, November 9-11, 2006, Las Croabas, Puerto Rico, PMA distributed publications on OSHA's Cooperative Programs. Paula White, Director, Directorate of Cooperative and State Program, USDOL-OSHA, participated in the roundtable "Enhancing Workplace Safety through OSHA Voluntary Protection Programs." The roundtable was presented twice on November 10, 2006 to approximately thirteen participants. In addition, Paula White gave the keynote address to approximately 200 attendees at the PMA's Annual Meeting's General Assembly on Saturday November 11, 2006. She provided an overview of OSHA's cooperative programs including information about the OSHA and PMA Alliance and highlighted successes that OSHA and industry-partners have experienced in improving workplace safety and health through effective partnership and collaboration.

      • Share information among OSHA personnel and industry safety and health professionals regarding issues such as ergonomic hazards and press safety issues and publicize results through outreach by PMA and through OSHA- or PMA-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

      PMA Power Press Safety Seminar, September 28, 2006, Eagan, Minnesota

      Through the OSHA and PMA Alliance, Mary Bauer, OSHA Region V, CAS, Eau Claire, Wisconsin Area Office, USDOL-OSHA presented "Ergonomics in the Pressroom," to 40 attendees during the association's Power Press Safety Seminar on September 28, 2006 at the Crowne Plaza Hotel and Resort, in Eagan, Minnesota. The presentation covered a number of topics including:

      • Machine Guarding eTool
      • Background to Ergonomics
      • Status of OSHA Enforcement
      • Essentials of an Ergonomics Programs
      • Risk Factors for Ergonomics
      • Control Measures

      Mary Bauer and Dana Root, Region V, Ergonomist, USDOL-OSHA developed the presentation "Ergonomics in the Pressroom," specifically for the metalforming industry.       • Promote and encourage PMA members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program (SHARP).

      Articles in PMA Publications

      Articles about the OSHA and PMA Alliance's activities and OSHA compliance assistance resources have appeared in PMA's magazine and newsletters. For example, the December 2005 of PMA's magazine, MetalForming had the article, "PMA Allies with OSHA on Safety and Health" which contained information on the Alliance Program and OSHA's safety and health resources.

      In addition, PMA published, "On-Site Consultation Program Helps Small Businesses Establish Safety and Health Programs," in the July/August 2006 edition of its Update newsletter. The DOL-developed article featured information OSHA's On-Site Consultation Program and SHARP.

      • Work with other Alliance participants on specific issues and projects related to metalforming industry safety and health, such as ergonomic hazards and press safety issues that are addressed and developed through the Alliance Program.

        The OSHA and PMA Alliance Implementation Team has not started work on programs or projects to address this goal.

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on metalforming industry issues, such as ergonomic hazards and press safety issues, to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      2006 North American Occupational Safety and Health (NAOSH) Week, April 30-May 6, 2006

      PMA supported and promoted 2006 NAOSH Week, which was held April 30-May 6, 2006. NAOSH Week is sponsored by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineers (CSSE). PMA distributed five hundred and fifty 2006 NAOSH Week posters to its members with a letter from Bill Gaskin, PMA president. In addition, PMA promoted 2006 NAOSH Week in the February 2006 edition of PMA's magazine, MetalForming, "BACKTALK" column, in the editorial in the April 2006 edition of MetalForming magazine, and in the March and April editions of Update newsletter.

    2. Executive Summary

      In the first year of the Alliance, OSHA and PMA established an excellent working relationship. Through their Alliance, OSHA and PMA are working together to share information and reduce and prevent exposure to ergonomic hazards and address press safety issues such as machine guarding and lockout/tagout to prevent amputations and other injuries in the workplace.

      For example, OSHA created an OSHA and PMA Alliance Web page on the Agency's Web site. The Web page includes links to the OSHA and PMA Alliance agreement, OSHA and PMA news releases, a photograph of the signing ceremony, activities and events and products and resources. Further, PMA developed and continues to update a PMA/OSHA Alliance Web page on the organization's Web site that includes links to the Agency's safety and health resources such as the OSHA and PMA Alliance Web page, news releases, OSHA's Machine Guarding eTool and Small Business Handbook and the Department of Labor's "Drug-Free Workplace Advisor."

      Mary Bauer and Dana Root developed the presentation "Ergonomics in the Pressroom," specifically for the metalforming industry. Mary presented it on September 28, 2006 at the Crowne Plaza Hotel and Resort, in Eagan, Minnesota. The presentation is posted on the PMA/OSHA Alliance Web page and linked to from the OSHA and PMA Alliance Web page on the OSHA Web site.

      In addition, PMA has informed its membership about OSHA's resources and compliance assistance programs through articles in its magazine and e-newsletter, including:

      • "Partnering Toward a Safer Workplace," MetalForming, February 2006

      During the reporting period, OSHA and PMA also participated in a number of activities promoting workplace safety and health, including:

  4. Upcoming Milestones

    During the upcoming year, the OSHA and PMA Implementation Team will continue to advance its excellent working relationship by collaborating on projects and activities to achieve the goals of the Alliance. For example, OSHA and PMA will continue updating and promoting the OSHA and PMA Alliance Web page and PMA/OSHA Alliance Web page with safety and health resources. In addition, OSHA will provide speakers to present "Enhancing Workplace Safety through OSHA's Cooperative Programs," workshop during the PMA's Metalform Tradeshow, March 25-28, 2007 in Chicago, Illinois. The PMA has also invited OSHA to make a presentation on ergonomics in the pressroom using the presentation developed by Mary Bauer and Dana Root during PMA's Pressroom Safety Seminar scheduled for March 15, 2007 in Knoxville, Tennessee.

    Through the Alliance, OSHA will continue to review and provide feedback on PMA-developed safety and health resources including:

    Further, PMA will again join with other Alliance Program participants to support 2007 NAOSH Week which will be held May 7-12.

    PMA members, Tiffany Keat and Mark Sutton, will also continue to serve as members of the editorial boards for the Machine Guarding eTool and will provide feedback as appropriate. Finally, PMA representative, Richard Sbroglia will work with OSHA and other Alliance Program participants to help provide information and expertise during the Agency's development of its Powered Industrial Truck eTool.
