   Overview

   The OSHA and American Red Cross Alliance focuses on preparing employers and employees, including the American Red Cross employees, to respond to disasters, life threatening injuries and emergencies. Through the Alliance, the organizations are providing information, guidance, and access to training resources on safety and health topics including emergency preparedness, disease prevention and first aid in the workplace. These efforts include a focus on individuals with Limited English Proficiency (LEP) and youth workers.

2. Implementation Team Meetings

    

   June 23, 2005 - Kick-off meeting, OSHA, Washington, D.C.

   February 1, 2006 - Meeting, OSHA, Washington, D.C.

   Due to the natural disasters and their severity in 2005 the Alliance Implementation Team only held two formal meetings and the American Red Cross' focus on these activities. However, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

      Training and Education Goal

      • Work with OSHA to provide expertise to deliver training and education materials on emergency preparedness, disease prevention and first aid issues in a language suited for the target audience and to provide expertise in communicating such information to employers and employees in the industry.

         

        The OSHA and American Red Cross Alliance Implementation Team has not started work on programs or projects to address this goal.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information to employers and employees in the industry.

      Best Practices Guide: Fundamentals of a Workplace First Aid Program

      The American Red Cross implementation team members reviewed and provided comments on OSHA's Best Practices Guide: Fundamentals of a Workplace First Aid Program in January 2005.

      • Speak, exhibit, or appear at OSHA and the American Red Cross conferences or other events such as the American Red Cross local chapter meetings.

      American Red Cross 2005 National Convention, May 27-29, 2005, Moscone West, San Francisco, California

      On May 27, 2005, Alan Traenkner, Director of Voluntary Programs and Outreach, Region IX, USDOL-OSHA gave a presentation to over 100 attendees on OSHA's Alliance Program and the OSHA and American Red Cross Alliance during the American Red Cross 2005 National Convention in San Francisco, California.

      American Red Cross 2006 National Convention, May 12-14, 2006, Washington Convention Center, Washington, D.C.

      During the American Red Cross 2006 National Convention, OSHA representatives staffed an Alliance Program exhibit booth. OSHA representatives distributed over 1,300 OSHA information products, including the Alliance and On-site Consultation Program Fact Sheets, heat and cold stress Quick Cards, posters in English and Spanish and the agency's publication, Inside the Green Line to conference attendees.

      • Share information among OSHA personnel and industry safety and health professionals regarding American Red Cross best practices or effective approaches and publicize results through outreach by American Red Cross and through OSHA or American Red Cross developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

      The OSHA and American Red Cross Alliance Web page on OSHA's Web site includes links to related documents, activities and events, products and resources, and milestones and successes. This page is updated on a regular basis. For more information on the number of site visits please see the Alliance Program Reach table.

      American Red Cross Web Site

      The American Red Cross posted information and a link on its Web site to the 1st Annual Emergency Preparedness Conference: Defending Your Front Lines, October 5-6, 2005 in Washington, D.C. The conference was co-sponsored by OSHA and the Joint Commission for Accreditation of Health Care Organizations (JCAHO)/Joint Commission Resources (JCA), another Alliance Program participant.

      Print and Electronic Media

      Articles on the OSHA and American Red Cross Alliance appeared in print and online publications, including BNA Occupational Safety and Health Reporter, and OSHA's and American Red Cross New Releases, and QuickTakes. For more information on the articles and news releases please see the Alliance Program Reach table.

      • Work with other Alliance participants on specific issues to increase emergency preparedness and disease prevention education to the workplace and also increase first aid information to individuals with LEP and youth workers.

         

        The OSHA and American Red Cross Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Encourage American Red Cross chapters to build relationships with OSHA's Regional and Area Offices to increase emergency preparedness and disease prevention education to workplaces and increase first aid information to LEP and youth workers.

      Events

      American Red Cross Workplace Seminars

      OSHA representatives have provided presentations in locations throughout the United States, including California, Florida, New Mexico, and New York, at American Red Cross Chapter Workplace Seminars. The seminars are given to local community businesses, both large and small, and focus on providing workplace safety and health information. OSHA's presentations have focused on providing information and guidance on the Agency's regulations and standards.       Promoting the National Dialogue Goals

      • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever American Red Cross and OSHA leaders address workplace and business groups.

      American Red Cross North East Service Area Conference, April 12, 2006, Syracuse, New York

      On April 12, 2006, Ms. Jean Erdtmann, Director, Program Management and Field Support, American Red Cross gave an update on the OSHA and American Red Cross Alliance to over 80 attendees during the American Red Cross North East Service Area Conference, April 12, 2006.

      • Convene or participate in forums, round table discussions, or stakeholder meetings to discuss emergency preparedness, first aid, and disease prevention issues in the workplace.

      Products

      First Aid Advisory Taskforce

      Dr. Donald Wright, Director, Office of Occupational Medicine, Directorate of Science, Technology and medicine, USDOL-OSHA is serving on the American Red Cross and American Heart Association's First Aid Advisory Taskforce. He reviewed and provided feedback on the 2005 Cardiopulmonary Resuscitation (CPR)/Automated External Defibrillators (AED) and Emergency Cardiovascular Care (ECC) Guidelines.

      Regional Alliances

      The Association's chapters are continuing to recognize the value of working together with OSHA through the Alliance Program. Region V, Peoria, Illinois Area Office and the American Red Cross, Central Illinois Chapter signed an Alliance on December 27, 2004. The American Red Cross is continuing to encourage its Chapters to form Regional and Area Office Alliances. In addition, OSHA and American Red Cross representatives are providing local businesses and others with information, guidance, and access to training resources that will help them protect employees' health and safety particularly in reducing and preventing exposure to falls, amputations, ergonomic chemical and electrical hazards and other physical hazards and addressing effective safety and health program issues.

   2. Executive Summary

      Through the Alliance Program, OSHA and the American Red Cross are working together to prepare employers and employees, including American Red Cross employees on how to respond to disasters, life threatening injuries and emergencies. In addition, OSHA representatives are providing information on the Agency's regulations and standards at local American Red Cross Chapters' Workplace Education Seminars throughout the United States

      The OSHA and American Red Cross Alliance Web page features links to the Alliance agreement, news releases, activities and events and milestones and successes. Additionally, through the Alliance, American Red Cross Implementation Team members reviewed and provided feedback on OSHA's Best Practices Guide: Fundamentals of a Workplace First Aid Program.

      Further, OSHA representative, Donald Wright, Director, Office of Occupational Medicine serves on the American Red Cross and American Heart Association's First Aid Advisory Taskforce that updates CPR/AED and emergency cardiovascular care guidelines every five years. In addition, the American Red Cross is encouraging its Chapters to form Regional and Area Office Alliances.

      Finally, OSHA and the American Red Cross promoted the Alliance and the agency's cooperative programs and compliance assistance resources through speaking and exhibiting opportunities including the 2005 and 2006 American Red Cross National Conventions in California and Washington D.C.

4. Upcoming Milestones

   In the upcoming year, the OSHA and the American Red Cross Alliance will continue to provide information, guidance, and access to training resources on safety and health topics including emergency preparedness, disease prevention and first aid in the workplace. OSHA will also maintain and update the OSHA and American Red Cross Alliance Web page on OSHA's Web site. In addition, the American Red Cross is developing an Alliance page for its Web site that it expects to post in late January 2007.

   Representatives from the OSHA and the Alliance implementation team will also continue to promote the Alliance through presentations and exhibits at meetings and conferences such as the American Red Cross 2007 National Convention. In addition, the Alliance is developing a free-of-charge Webcast on OSHA's Best Practices Guide: Fundamentals of a Workplace First Aid Program. Dr. Donald Wright and Ms. Dionne Williams, Team Leader, Office of Health Enforcement, Directorate of Enforcement Programs and Ms. Erdtmann will participate on the Web cast. The American Red Cross will also join with other Alliance Program participants in supporting the 2007 North American Occupational Safety and Health (NAOSH) Week, May 6-12, 2007. The week is sponsored by the American Society of Safety Engineers, another Alliance Program participant.

   The Alliance will also focus on developing compliance assistance resources for LEP and youth worker, including developing fact sheets for life guarding, delivery services, fast food production and landscaping. The American Red Cross will also begin serving on a number of OSHA's Safety and Health Topics pages editorial boards and provide expertise on occupational safety and health issues.

   Finally, OSHA, and the American Red Cross will co-sponsor the 2nd Annual Emergency Preparedness Conference: Disaster Readiness on the Home Front, October 19-20, 2006 in Washington, D.C. and continue to speak at the American Red Cross Workplace Education Seminars and form Regional Alliances.
