    Overview

    Through the OSHA and American Red Cross Alliance, the organizations are providing employers and employees, including the American Red Cross employees with information, guidance, and access to training resources to respond to disasters, life threatening injuries and emergencies. The Alliance specifically addresses workplace issues, including emergency preparedness, disease prevention and first aid and includes a focus on individuals with Limited English Proficiency (LEP) and youth workers.

    In addition to the scheduled Implementation Team meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise to deliver training and education materials on emergency preparedness, disease prevention and first aid issues in a language suited for the target audience and to provide expertise in communicating such information to employers and employees in the industry.

      During the evaluation period, no products or resources were developed to meet this Alliance goal.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information to employers and employees in the industry.

      OSHA and the American Red Cross Alliance Web Page

      OSHA continues to update its OSHA and American Red Cross Alliance Web page on the Agency Web site. The Web page features links to the Alliance agreement and related documents and information on activities and events, and milestones and successes. The page also includes links to the American Red Cross Pandemic Flu Web page and the Alliance-related Web page on the American Red Cross Web site.

      American Red Cross Alliance-related Web Page

      The American Red Cross developed an Alliance-related Web page on the American Red Cross Web site that features the goals of the OSHA and American Red Cross Alliance and a link to the OSHA and American Red Cross Alliance Web page on the Agency Web site. In addition, the page featured information about the 2008 NAOSH Week and OSHA's 2008 Teen Summer Job Safety Campaign.

      Print and Electronic Media

      Information and news releases on the OSHA and American Red Cross Alliance's activities appeared in numerous publications, including American Red Cross' Instructors Corner, OSHA QuickTakes and OOSA's Alliance Quarterly Review. For more information regarding the articles, please see the "Alliance Program Reach" table.

      • Speak, exhibit, or appear at OSHA and the American Red Cross conferences or other events such as the American Red Cross local chapter meetings.

      2007 Department of Labor (DOL) Safety Day, June 6, 2007, Washington, DC

      On June 6, 2007, the American Red Cross participated in the Department of Labor Safety Day in Washington, D.C. Through the Alliance, American Red Cross representatives staffed an exhibit booth and provided safety and health information.

      • Share information among OSHA personnel and industry safety and health professionals regarding American Red Cross best practices or effective approaches and publicize results through outreach by American Red Cross and through OSHA or American Red Cross developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

      Events

      "Is Your Worksite Prepared for Emergencies?" Web cast, May 23, 2007

      OSHA and the American Red Cross worked together to develop the content for the Web cast, "Is Your Worksite Prepared for Emergencies?" conducted on May 23, 2007. During the Web cast, Christina Jones, Industrial Hygienist, Directorate of Science, Technology and Medicine, USDOL-OSHA and Jean Erdtmann, Director, Program Management and Field Support, Preparedness and Health and Safety Services, American Red Cross provided information about OSHA standards that address emergencies and emergency response. Over 2,000 safety and health professionals viewed the Web cast.

      "Bloodborne Pathogens – What You Need to Know to Prevent Disease Transmission in the Workplace" Web cast, November 8, 2007

      Through the OSHA and American Red Cross Alliance and the OSHA and American Association of Occupational Health Nurses (AAOHN) Alliance, the organizations worked together to develop the content for the Web cast, "Bloodborne Pathogens – What You Need to Know to Prevent Disease Transmission in the Workplace" conducted on November 8, 2007. During the Web cast, Sheila Arbury, Health Scientist, OOHN, DSTM, USDOL-OSHA; Dionne Williams, Team Leader, OHE, DEP, USDOL-OSHA; and Jean Erdtmann, Director, Program Management and Field Support, American Red Cross provided information about OSHA's bloodborne pathogen standard, establishing an exposure control plan and personal protective equipment. Over 2,500 safety and health professionals viewed the Web cast.

      • Work with other Alliance participants on specific issues to increase emergency preparedness and disease prevention education to the workplace and also increase first aid information to individuals with LEP and youth workers.

      2008 North American Occupational Safety and Health (NAOSH) Week, May 4-10, 2008

      On May 5, 2008, Deputy Assistant Secretary Donald Shalhoub, USDOL-OSHA spoke to OSHA staff, Alliance Program participants and other safety and health professionals during the 2008 North American Occupational Safety and Health (NAOSH) Week kick-off event at the U.S. Department of Labor in Washington, D.C. Sponsored annually by the American Society of Safety Engineers (ASSE), an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for the 2008 NAOSH Week was "Safety is Good Business." Steve Conner, Vice President for Preparedness and Health and Safety Services, American Red Cross attended the event and delivered remarks during the ASSE's 2008 NAOSH Week Awards Presentation at the U.S. Capitol. The American Red Cross Alliance, along with a number of other Alliance Program participants, supported the Week.

      The OSHA 2008 Teen Summer Job Safety Campaign

      Through the OSHA and American Red Cross Alliance, the American Red Cross supported the OSHA 2008 Teen Summer Job Safety Campaign and its Kick-off event on April 21, 2008 by posting information about and a link to the 2008 Teen Summer Job Safety Campaign on its Alliance-related Web page. The Teen Summer Job Safety Campaign is a multi-year project dedicated to increasing awareness about workplace hazards and providing information about the hazards to young workers and their parents. The focus of the 2008 Teen Summer Job Safety Campaign is construction with an emphasis on residential building.

      • Encourage American Red Cross chapters to build relationships with OSHA's Regional and Area Vice President for Preparedness and Health and Safety Services Offices to increase emergency preparedness and disease prevention education to workplaces and increase first aid information to LEP and youth workers.

      Events

      American Red Cross Workplace Seminars

      OSHA Regional and Area Offices and State Plan State representatives continue to work with local American Red Cross Chapters to provide speakers for their Workplace Seminars throughout the United States. During the seminars, the OSHA representatives provide information and guidance to the attendees on OSHA regulations and standards, including ergonomics, bloodborne pathogens, first aid and fire prevention. Large and small business representatives in the local communities attended the following seminars:

      OSHA Regional and Area Office Alliances

      The American Red Cross Chapters are continuing to recognize the value of working together with OSHA through the Alliance Program. The following Regional and Area Office Alliances have been signed:

      • Region III, Allentown and Philadelphia Pennsylvania Area Offices and the American Red Cross, Southeastern Pennsylvania Chapter Alliance signed October 27, 2005, renewed November 28, 2007

        Through the Alliance, the organizations are providing local businesses and others with information, guidance, and access to training resources that will help them protect employees' health and safety particularly in reducing and preventing exposure to fall, amputation, ergonomic, chemical, electrical and other physical hazards and/or addressing implementation of effective safety and health program issues.

      • Region III, Allentown, Pennsylvania Area Office, and the American Red Cross, Greater Lehigh Valley Pennsylvania Chapter signed August 17, 2007

        Through the Alliance, the organizations are providing local businesses and others with information, guidance, and access to training resources that will help them protect employees' health and safety particularly in reducing and preventing exposure to falls, amputations, ergonomic, chemical, electrical and other physical hazards, development of emergency preparedness programs and/or addressing implementation of an effective safety and health program.

      • Region V, Peoria, Illinois, Area Office, and the American Red Cross, Central Illinois Chapter signed

        Through the Alliance, the organizations are providing local businesses and others with information, guidance, and access to training resources that will help them protect employees' health and safety particularly in reducing and preventing exposure to falls, amputations, ergonomic chemical and electrical hazards and other physical hazards and addressing effective safety and health program issues.

      • Region III, Wilkes-Barre , Pennsylvania Area Office and the American Red Cross, Wyoming Valley Chapter signed January 11, 2008

        Through the Alliance, the organizations are providing local businesses and others with information, guidance, and access to training resources that will help them protect employees' health and safety particularly in reducing and preventing exposure to fall, amputation, ergonomic, chemical, electrical and other physical hazards and/or addressing implementation of effective safety and health program issues.

      Promoting the National Dialogue Goals

      • Raise others' awareness of and demonstrate their own commitment to workplace safety and health whenever American Red Cross and OSHA leaders address workplace and business groups.

        The OSHA and American Red Cross Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Convene or participate in forums, round table discussions, or stakeholder meetings to discuss emergency preparedness, first aid, and disease prevention issues in the workplace.

      Products

      First Aid Advisory Taskforce

      Donald Wright, M.D., then-Director, OOM, DSTM, USDOL-OSHA served on the American Red Cross and American Heart Association (AHA), an Alliance Program participant, First Aid Advisory Taskforce until December 1, 2007. Kay Dellinger, Medical Officer, OOM, DSTM, USDOL-OSHA replaced Dr. Wright as the OSHA representative on the Taskforce on December 2, 2007. The First Aid Advisory Taskforce is responsible for updating cardiopulmonary resuscitation (CPR), automated external defibrillators (AEDs) and first aid guidelines every five years.

    2. Executive Summary

      Through the Alliance, OSHA and American Red Cross are working together to provide employers and employees, including the American Red Cross employees with information, guidance, and access to training resources to respond to disasters, life threatening injuries and emergencies. In particular, the Alliance focuses on emergency preparedness, disease prevention and first aid. The positive relationship that OSHA and American Red Cross established over the past three years has led to the development of many programs and projects that the team is currently working on or has produced. For example, through the OSHA and American Red Cross Alliance the organizations developed the content for the Web cast, "Is Your Worksite Prepared for Emergencies?" that was conducted on May 23, 2007. The OSHA and American Red Cross Alliance also worked with the OSHA and AAOHN Alliance, to develop the content for the "Bloodborne Pathogens – What You Need to Know to Prevent Disease Transmission in the Workplace" that was conducted on November 8, 2007. Over 4,500 safety and health professionals viewed the two Web casts. In addition, OSHA and American Red Cross representatives provided their support, expertise and shared information through a number of different avenues. For example:

      • OSHA Regional and Area Offices and State Plan State representatives are giving presentations at Workplace Seminars for local chapters of the American Red Cross throughout the United States.
      • On June 6, 2007, the American Red Cross participated in the Department of Labor Safety Day in Washington, D.C. Through the Alliance, American Red Cross representatives staffed an exhibit booth and provided safety and health information.
      • American Red Cross, along with more than 50 other Alliance Program participants supported the 2008 NAOSH Week. In addition, on May 5, 2008, Scott Connor, Vice President for Preparedness and Health and Safety Services, American Red Cross attended the Kick-off event and delivered remarks during the ASSE Awards Presentation at the U.S. Capitol.
      • American Red Cross supported and promoted the OSHA 2008 Teen Summer Job Safety Campaign.
      • The OSHA and American Red Cross Alliance Web page on the Agency Web site is updated regularly and includes links to the Alliance agreement, news releases, activities and events and milestones and successes.
      • The American Red Cross developed and posted an Alliance-related Web page on the American Red Cross Web site. The page is updated regularly and includes links to the OSHA and American Red Cross Alliance Web page on the Agency Web site.
      • American Red Cross continues to encourage its Chapters to form Regional and Area Office Alliances. To date, the American Red Cross and OSHA have signed Alliance agreements with Region III, Allentown, Philadelphia and Wilkes-Barre, Pennsylvania Area Offices and Region V, Peoria, Illinois Area Office.
      • OSHA representative, Kay Dellinger, Medical Officer, OOM, DSTM, USDOL-OSHA serves on the American Red Cross and AHA First Aid Advisory Taskforce the

      Finally, based on the successes realized during the first three years of the Alliance, OSHA and the American Red Cross agreed to renew the Alliance agreement in 2008.

  4. Upcoming Milestones

    In the upcoming year, OSHA and the American Red Cross will renew their Alliance agreement and will undertake several activities to reach the goals of the Alliance. For example:

    • Through the Alliance, the American Red Cross and OSHA plan to continue to develop free-of-charge Web casts on a number of emergency preparedness topics, including first aid and emergency evacuation plans.
    • OSHA will also maintain and update the OSHA and American Red Cross Alliance Web page on the OSHA Web site. In addition, the American Red Cross will maintain and update its Alliance-related Web page on the American Red Cross Web site.
    • The American Red Cross will join with other Alliance Program participants in supporting the 2008 Drug-free Work Week, the 2009 NAOSH Week, and the 2009 OSHA Teen Worker Job Safety Campaign.
    • The organizations also plan to develop compliance assistance resources for non-English speaking and LEP employers and employees, including developing fact sheets on disaster preparedness for hurricanes and tornados.
    • American Red Cross representatives will begin serving on a number of editorial boards for OSHA's Safety and Health Topics pages.
    • OSHA representatives will continue to provide speakers for local Chapters of the American Red Cross, including Workplace Seminars.
    • American Red Cross Chapter representatives will work with OSHA Regional and Area Offices to form new Alliances.

    Finally, OSHA and American Red Cross will sign an Alliance renewal agreement in August 2008.
