    Through the Alliance, OSHA, NIOSH, and the Roadway Work Zone Safety and Health Partners will work to provide construction industry employers and workers and others with information, guidance and access to training resources. These resources will help the Alliance protect workers, including Spanish-speaking, and other high-risk or vulnerable "hard-to-reach" workers, from general health and safety hazards and reduce and prevent exposures to roadway work zone safety and health hazards. The Alliance will particularly focus on flagger safety, safer deployment of traffic control devices, positive protection, night work, work zone speeding, and the prevention of runovers/backovers.

    In addition to this formal meeting, the Alliance Coordinators from each organization, including Scott Schneider and Brad Sant, spoke regularly with Todd Briggs to discuss and plan the activities of the Alliance.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise to develop and disseminate information through print and electronic media, including electronic assistance tools and links from OSHA's, NIOSH's and the Roadway Work Zone Safety and Health Partners members' Web sites.

      Roadway Work-Zone Related Safety Resources

      Through the OSHA and Roadway Work Zone Safety and Health Partners Alliance, the participants developed a document that provides links to roadway work zone-related resources from a number of sources, including the Department of Transportation, NIOSH, OSHA, and various states. The product was posted to the Design for Construction Web site in March 2011 and linked to from the OSHA Alliance Program Construction Roundtable Web page on the OSHA Web site.

      The OSHA and Roadway Work Zone Safety and Health Partners Alliance Web page on the OSHA Web site continues to be updated with information on the Alliance, including products and resources, activities and events, and milestones and successes.

      National Work Zone Safety Information Clearinghouse Web Site

      The National Work Zone Safety Information Clearinghouse Web site continues to be updated with products developed through the OSHA Roadway Work Zone Safety and Health Partners Alliance and the OSHA Alliance Program Construction Roundtable, including case studies, slide presentations, safety tips sheets, and toolbox talks.

      OSHA Safety and Health Topics Pages

      Representatives from the Roadway Work Zone Safety and Health Partners Alliance are serving on the editorial board of OSHA's Highway Work Zones and Signs, Signals, and Barricades Safety and Health Topics page on the OSHA Web site. As of January 2012, the use of editorial boards has been suspended.

      • Speak, exhibit, or appear at OSHA's, NIOSH's or the Roadway Work Zone Safety and Health Partners' conferences, local meetings, or other events such as the Public Works Association meetings.

      2011 North American Occupational Safety and Health (NAOSH) Week

      On May 1-7, 2011, the Roadway Work Zone Safety and Health Partners Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by the American Association of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety."

      ARTBA National Convention

      Representatives from The Roadway Work Zone Safety and Health Partners Alliance delivered workshop presentations and promoted the OSHA and Roadway Work Zone Safety and Health Partners Alliance at the ARTBA National Convention, October 2-5, 2011, in Monterey, California.

      AGC Annual Safety and Health Committee Conference

      Representatives from The Roadway Work Zone Safety and Health Partners Alliance delivered a workshop presentation and promoted the Alliance at the AGC Annual Safety and Health Committee Conference, January 11-13, 2012, in San Antonio, Texas.

      • Share information among OSHA personnel and industry safety and health professionals regarding The Roadway Work Zone Safety and Health Partners best practices or effective approaches. Publicize results through outreach by The Roadway Work Zone Safety and Health Partners and through OSHA or The Roadway Work Zone Safety and Health Partners developed materials, training programs, workshops, seminars, lectures (or any other applicable forum).

      National Work Zone Awareness Week, April 4-8, 2011, Beltsville, Maryland, "Safer Driving, Safer Work Zones, For Everyone."

      The Roadway Work Zone Safety and Health Partners Alliance supported National Work Zone Awareness Week, April 4-8, 2011. The Week, launched by the Maryland Department of Transportation on April 4 in Beltsville, Maryland, provided the Alliance an opportunity to disseminate work zone-related safety and outreach materials. The theme for the week was "Safer Driving. Safer Work Zones. For Everyone."

      During this evaluation period, no products or resources have been developed to meet this Alliance goal.

      • Promote and encourage The Roadway Work Zone Safety and Health Partners members' and their affiliates' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs (VPP), Consultation and its Safety and Health Achievement Recognition Program (SHARP).
      • Work with other Alliance participants on specific issues and projects on work zone safety and health issues that are addressed and developed through the Alliance Program.

      Construction Workplace Design Solutions

      Through the Alliance Program Construction Roundtable, members of the Roadway Work Zone Safety and Health Partners Alliance Implementation Team provided feedback on a series of Construction Workplace Design Solutions, which focus on design solutions to help prevent falls in the construction industry, including:

      • Falls From Structural Steel (Beam Columns)
      • Falls From Ladders
      • Falls From Roofs (Roof Anchors)
      • Falls From Height (Large Duct)

      Promoting the National Dialogue on Workplace Safety and Health Goals

      • Develop and disseminate case studies illustrating the business value of safety and health and publicize their results.

      Roadway Work Zone Worker Fatality Case Studies

      Through the OSHA and The Roadway Work Zone Safety and Health Partners Alliance, three case studies were developed focusing on roadway work zone-related fatalities, including lessons learned and what workers/supervisors can do to protect themselves in highway work zones.

      • Hispanic Laborer Run Over and Killed by a Backing Flat Bed Dump Truck
      • Flagger Fatally Injured When Struck by a Car at a Highway Work Zone
      • Three Construction Workers Killed After Being Struck by a Bus in a Highway Work Zone

      The documents were posted to the National Work Zone Information Clearinghouse Web site in June 2011 and linked to from the OSHA Alliance Program Web page on the OSHA Web site.

      • Convene or participate in forums, roundtable discussions, or stakeholder meetings on work zone safety and health issues to help forge innovative solutions in the workplace or to provide input on safety and health issues.

      OSHA Alliance Program Construction Roundtable Meeting, Department of Labor (DOL)

      On February 17, 2011, representatives from the Roadway Work Zone Safety and Health Partners Alliance participated in the OSHA Alliance Program Construction Roundtable meeting in Washington, DC. During the meeting, Alliance Program participants discussed products developed through the Roundtable, including the next series of draft Construction Workplace Design Solutions, and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.

      On September 20, 2011, representatives from the Roadway Work Zone Safety and Health Partners Alliance participated in the OSHA Alliance Program Construction Roundtable meeting in Washington, DC. During the meeting, Alliance Program participants discussed products developed through the Roundtable, including the draft Construction Workplace Design Solutions, and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.

    2. Executive Summary

      The OSHA and The Roadway Work Zone Safety and Health Partners Alliance continues to work together to provide the roadway work zone industry and others with information, guidance and access to training resources that help protect workers from roadway work zone safety and health hazards. For example, members of the Alliance Implementation Team participated in the Alliance Program Construction Roundtable meetings and provided feedback on draft documents and promoted a number of products, including case studies and Construction Workplace Design Solutions.

      Representatives from the Roadway Work Zone Safety and Health Partners Alliance delivered safety and health presentations at a number of conferences and meetings, including the ARTBA National Convention, October 2-5, 2011, in Monterey, California and the AGC Annual Safety and Health Committee Conference, January 11-13, 2012, in San Antonio, Texas.

      In addition, the Alliance worked together to support and promote a number of national outreach campaigns during the reporting period, including NAOSH Week, National Work Zone Safety Awareness Week, and OSHA's campaign focusing on heat illness prevention.

      Lastly, the OSHA and The Roadway Work Zone Safety and Health Partners Alliance Web page and the National Work Zone Safety Information Clearinghouse Web site were updated with OSHA- and Alliance-related products and information such as news releases, annual reports and milestones and successes.

  4. Upcoming Milestones

    To build on the success of the Alliance's first five years, The OSHA and the Roadway Work Zone Safety and Health Partners Alliance will be working on a number of projects and activities. For example, members of the Alliance Implementation Team will continue to participate in the OSHA Alliance Program Construction Roundtable meetings to develop compliance assistance and outreach materials for employers and workers in construction, including providing feedback on the Construction Workplace Design Solutions for architects, designers, building engineers, and others.

    The Alliance will also translate the highway work zone fatality case studies focusing on runovers/backovers into Spanish and post them to the National Work Zone Information Clearinghouse. The Alliance will also to work to develop roadway work zone safety-related documents, including Design Workplace Solutions, a document focusing on high visibility apparel, case studies, a fact sheet focusing on access/egress to highway construction work zones, and best practices regarding systems to help keep workers from being struck-by equipment, including topics such as cameras, motion sensors, personal protective equipment, illumination, and blind area hazards diagrams/toolbox talks.

    Further, members of the Alliance Implementation Team will also speak at a number of conferences and meetings to promote the Alliance, including the World of Asphalt Conference, March 13-15, 2012, in Charlotte, North Carolina and the AGC Annual Conference, July 11-13, 2012, in Washington, DC.

    In addition, the Alliance will work to provide OSHA personnel, particularly Compliance Safety and Health Officers, with access to roadway work zone safety and health training classes conducted by the Alliance signatory organizations.

    The Alliance will support and promote multiple national outreach campaigns in 2012 such as National Work Zone Safety Awareness Week, Worker Memorial Day, and OSHA's initiatives focusing on heat illness prevention and prevention of falls in construction.

    The Alliance will also join with other Alliance Program participants, such as the American Industrial Hygiene Association, the Independent Electrical Contractors, and the American Heart Association, to promote and support 2012 NAOSH Week, May 6-12, "Safety, What Every Business Needs."

    Lastly, OSHA, NIOSH, and members of the Roadway Work Zone Alliance will work to renew the cooperative agreement in the spring of 2012.
