   Overview

   The OSHA and SIA Alliance focuses on providing SIA's members, and others in the construction industry, with information, guidance, and access to training resources that will focus on reducing safety and health hazards associated with the use of mast climbing scaffolding and aerial lift equipment. In particular, the Alliance addresses reducing and preventing exposure to fall and caught-in-between hazards.

      Training and Education Goal

      • Work with OSHA to provide expertise to develop training and education programs for the construction industry regarding mast climbing scaffolding and aerial lift issues and to provide expertise in communicating such information to employers and employees in the construction industry.

        Products

        The OSHA and SIA Alliance Implementation Team has not completed work on programs or projects to address this goal.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print, electronic media, electronic assistance tools and OSHA's and SIA's Web sites) to employers and employees in the construction industry.

        Mast Climbing Work Platform (MCWP) Safety Tips Sheet

        Through the OSHA and SIA Alliance, SIA developed a "Mast Climbing Work Platform Safety Tips" sheet. The tips sheet addresses issues associated with the use of mast climbing work platforms such as fall hazards and stable erection. The MCWP Tips sheet is located on the SIA and OSHA Alliance Web page and linked to the OSHA and SIA Alliance Web page.

        OSHA maintains an OSHA and SIA Alliance Web page that is posted on the OSHA Web site.  The page includes the OSHA and SIA Alliance agreement, annual reports, news releases, information on activities and events of the Alliance, and links to the Alliance developed products and resources.  SIA and OSHA Alliance Web Page

        SIA is continuing to update the SIA and OSHA Alliance Web page on its Web site.  Information includes links to the Alliance agreement, Alliance-developed products, and OSHA’s Safety and Health Topics pages.

        Publications and Newsletters

        Information and news releases on the OSHA and SIA Alliance and its activities appeared in print and electronic publications such as Industrial Lift and Hoist, Lift and Access, SIA Industry News, American Lift and Handlers, Safety Services,  Environmental Expert, and QuickTakes.  For more information on the articles, see the “Alliance Program Reach” table.

        SIA 37th Annual Convention and Expo, July 19-24, 2009, San Francisco, California

        Steven F. Witt, Director, Directorate of Cooperative and State Programs, USDOL-OSHA, gave a presentation entitled "OSHA Update and the Scaffolding Industry" to 165 scaffold industry executives and safety and health professionals at the SIA 37th Annual Convention and Expo on July 21, 2009, in San Francisco, California.

      • Share information among OSHA personnel and industry safety and health professionals regarding SIA's best practices or effective approaches and publicize results through outreach by SIA and through OSHA- or SIA-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

        The OSHA and SIA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Promote and encourage SIA members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.

        The OSHA and SIA Alliance Implementation Team has not started work on programs or projects to address this goal.

      • Work with other Alliance participants on specific issues and projects on mast climbing scaffolding and aerial lift issues that are addressed and developed through the Alliance Program.

        OSHA Alliance Program Construction Roundtable and Joint Meeting of the Fall Protection and Design for Safety Workgroups

        SIA is continuing to participate in the Design for Safety and Fall Protection Workgroups that were created at the Alliance Program's Construction Roundtable on July 8, 2004. During the reporting period, SIA participated in the following meeting:

        • On November 19, 2009, Laurie Weber and representatives from twelve other construction-related Alliances participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC. During the meeting, Jordan Barab, then-Acting Assistant Secretary, USDOL-OSHA, thanked the Alliance Program participants for their support of the Program and provided information on a number of the Agency's safety and health initiatives. The group also received an update from the Directorate of Construction, and OSHA staff presented on safety and health related to Green Jobs with an emphasis on wind energy as well as health and safety concerns with the use of spray polyurethane foam and isocyanates. In addition, the participants agreed to develop ten "Design for Safety" case studies in the coming months.

          2009 North American Occupational Safety and Health (NAOSH) Week, May 3-9, 2009, Washington, DC

          The Scaffold Industry Association, Inc. joined with more than 55 other Alliance Program participants to support 2009 NAOSH Week. Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2009 NAOSH Week was "Safety Means Always Coming Home."

          In support of the event, SIA linked the SIA and OSHA Alliance Web page to the 2009 NAOSH Week Web page on ASSE’s Web site.

   2. Executive Summary

       

      OSHA and SIA continued to work together to address safety and health issues in the construction industry. Through the OSHA and SIA Alliance, SIA Institute developed a "Mast Climbing Work Platform (MCWP) Safety Tips" sheet. The MCWP Tips sheet addresses issues associated with the use of mast climbing work platforms such as fall hazards and stable erection.

      In addition, OSHA and SIA representatives are sharing their expertise through participation on OSHA's electronic assistance tools' editorial boards and speaking opportunities, including:

      • SIA members serve on the editorial board for the OSHA Scaffolding eTool.
      • SIA members serve on the editorial board for the OSHA Scaffolding Safety and Health Topics Page.
      • Steven F. Witt gave a presentation entitled "OSHA Update and the Scaffolding Industry" to 165 scaffold industry executives and safety and health professionals at the SIA 37th Annual Convention and Expo on July 21, 2009, in San Francisco, California.

      • Laurie Weber participated in the OSHA Alliance Program Construction Roundtable Joint Fall Protection and Design for Safety Workgroup meeting on November 19, 2009.

      Finally, SIA supported the 2009 NAOSH Week event by linking the SIA and OSHA Alliance Web page to the 2009 NAOSH Week Web page on ASSE's Web site.

4. Upcoming Milestones

   Over the next year, OSHA and SIA will continue to work together to provide SIA's members and others in the construction industry, with information, guidance, and access to training resources that will focus on reducing safety and health hazards associated with the use of mast climbing scaffolding and aerial lift equipment. Through the Alliance, SIA will finalize work on the "Transport Platform (TP) Safety Tips" and translate the "Mast Climbing Work Platform (MCWP) Safety Tips" and the "Transport Platform (TP) Safety Tips" sheets into Spanish. Additionally, SIA will use the content of the "Mast Climbing Worker Platform Training" modules to develop several "10 Point Fact Sheets" designed for MCWP workers. SIA has also agreed to develop a Best Practices Seminar for OSHA Compliance Safety and Health Officers based on the five overview modules of the training program.

   SIA representatives will continue to serve on the editorial boards for OSHA's Scaffold eTool and Scaffold Safety and Health Topics page and support 2010 NAOSH Week. Moreover, SIA will invite Steven F. Witt to give a presentation at the 2010 SIA Annual Convention and Exposition, which will be held in Philadelphia, Pennsylvania, on July 21-24, 2010. SIA will participate in OSHA Alliance Program Construction Roundtable Fall Protection and Design for Safety Workgroup meetings. Finally, SIA will participate in a workshop panel at the OSHA Consultation Conference, which will be held in San Diego, California, on April 26-29, 2010.
