Overview
The OSHA and SIA Alliance focuses on providing SIA's members, and others in the construction industry, with information, guidance, and access to training resources that will focus on reducing safety and health hazards associated with the use of mast climbing scaffolding and aerial lift equipment. In particular, the Alliance addresses reducing and preventing exposure to fall and caught-in-between hazards.

Events and Products
Training and Education Goal-
Work with OSHA to provide expertise to develop training and education programs for the construction industry regarding mast climbing scaffolding and aerial lift issues and to provide expertise in communicating such information to employers and employees in the construction industry.
Products
The OSHA and SIA Alliance Implementation Team has not completed work on programs or projects to address this goal.
Outreach and Communication Goals
- Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information (e.g. print, electronic media, electronic assistance tools and OSHA's and SIA's Web sites) to employers and employees in the construction industry.
Products
Transport Platform (TP) Safety Tips Sheet
Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed a tip sheet addressing issues associated with the safe and proper use of Transport Platforms. The tips sheet was finalized and posted to the SIA Web site and linked to the OSHA Web pages from the SIA Alliance Web page in March 2010.
Portuguese-Translated Transport Platform (TP) and Mast Climbing Work Platform (MCWP) Safety Tips Sheets
Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA translated the TP and MCWP Tips Sheets into Portuguese. The tips sheets were finalized and posted to the SIA Web site and linked to the OSHA Web pages from the SIA Alliance Web page in July 2010.
Spanish-Translated Transport Platform (TP) and Mast Climbing Work Platform (MCWP) Safety Tips Sheets
Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA translated the TP and MCWP Tips Sheets into Spanish. The tips sheets were finalized and posted to the SIA Web site and linked to the OSHA Web pages from the SIA Alliance Web page in February 2011.

OSHA maintains an OSHA and SIA Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and SIA Alliance agreement, annual reports, news releases, information on activities and events of the Alliance, and links to the Alliance developed products and resources.
SIA and OSHA Alliance Web Page
SIA is continuing to update the SIA and OSHA Alliance Web page on its Web site. Information includes links to the Alliance agreement, Alliance-developed products, and OSHA's electronic assistance tools.
Publications and Newsletters
Information and news releases on the OSHA and SIA Alliance and its activities appeared in print and electronic publications such as SAFWAY, FacilitySafety Management, Environmental Resource Center, Occupational Safety & Health Daily, Safety BLR, Scaffold Industry Magazine, Mason Contractors, SIA Industry News, Access Lift & Handlers Magazine, and Occupational Health and Safety.
In addition, an article entitled "Three Alliances Join Together to Present Aerial Platforms Seminar" was written by Laurie Weber and Published in the June 2010 edition of the Alliance Quarterly Review (AQR). The AQR article was a synopsis of the workshop presented at the 2010 On-site Consultation Training Conference in San Diego, California. Promote and encourage SIA members' or worksites' participation in OSHA's cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the On-site Consultation Program and its Safety and Health Achievement Recognition Program.
The OSHA and SIA Alliance Implementation Team continue to work through Region VI Alliance on programs or projects to address this goal.

Work with other Alliance participants on specific issues and projects on mast climbing scaffolding and aerial lift issues that are addressed and developed through the Alliance Program.
OSHA Alliance Program Construction Roundtable Meeting, Department of Labor, July 29, 2010, Washington, DC
On July 29, 2010, representatives from the Scaffold Industry Association Alliance participated in the OSHA Alliance Program Construction Roundtable meeting in Washington, D.C. During the meeting, Alliance Program participants discussed products developed through the Roundtable, including the Construction Workplace Design Solutions, and identified potential projects and compliance assistance resources to help address safety and health hazards in the construction industry.
2010 North American Occupational Safety and Health Week, May 2-8, 2010, Washington, DC.
The Scaffold Industry Association and a number of other Alliance Program participants supported 2010 NAOSH Week, "Mission NAOSH 2010: Safe Work-places." Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the week focuses on the importance of preventing injuries and illnesses in the workplace.
To help support the event, SIA disseminated information about 2010 NAOSH Week to their membership through a press release in March 2010.

Executive Summary
Through the Alliance Program, OSHA and SIA are working together to address safety and health issues in the construction industry. The positive relationship that SIA has developed over the past two years has led to the development of many projects that the team is currently working on or has produced.
In reaching out to underserved and diverse working populations, SIA translated and disseminated Spanish and Portuguese versions for both the TP and MCWP Tips Sheets. The translated tips sheets provide valuable information for Spanish and Portuguese workers in the industry as reference tools for the safe and proper use of these types of scaffolding. SIA posted the Spanish and Portuguese-translated Tips Sheets on its Alliance Web site and linked to the OSHA Web pages.
In addition, SIA invited Steven F. Witt to deliver the keynote address at their 38th Annual Convention and Expo on July 23, 2010 in Philadelphia, PA. SIA also invited OSHA representatives to speak at their Regional Meetings in Atlanta, GA; Chicago, IL; Denver, CO; La Mirada, CA; and Washington, DC.
SIA representatives are also sharing their expertise with OSHA through participation on the editorial boards for the OSHA Scaffolding Safety and Health Topics page and on the OSHA Scaffolding eTool. SIA contributed during the Annual On-site Consultation Training Conference held April 27, 2010, in San Diego, California, where Stephen Smith, SIA President, along with individuals from other OSHA Alliance Program participants, presented a panel discussion on "Aerial Work Platforms: Safety Issues and Emerging Technologies.
Finally, as part of their outreach, SIA supported and promoted the 2010 NAOSH Week by distributing information about the week to its membership and others through a press release in March 2010.

- Upcoming Milestones
The OSHA and SIA Alliance Implementation Team discussed a number of activities that will be undertaken in the upcoming year. Through the Alliance, SIA will finalize the Best Practices Seminar on the Mast Climbing Worker Platform, complete the Mast Climber 10-Point Fact Sheets, and develop two educational presentations on scaffolding for workers.
In addition, SIA representatives will continue to serve on the editorial boards for OSHA's Scaffold eTool and Scaffold Safety and Health Topics page and will review and provide comments on the pages. SIA members will also attend meetings of the Alliance Program Construction Roundtable, when scheduled and contribute to the development of Construction Workplace Design Solutions (CWDS) which focus on the prevention of falls in the construction industry.
Finally, SIA representatives will be joining with other Alliance Program participants to support 2011 North American Occupational Safety and Health Week, May 1-7, 2011, "Celebrating a Century of Safety."
