    Overview

    The Alliance provides SAIA's members and others in the construction industry, with information, guidance, and access to training resources that will continue to address fall and caught-in-between hazards and issues related to mast climbing scaffolding, suspended scaffolding, and aerial lift equipment.

    1. Events and Products

      Raising awareness of OSHA's rulemaking and enforcement initiatives

      • To share information on occupational safety and health laws and standards, including the rights and responsibilities of workers and employers.

        Products

        During the reporting period, SAIA published press releases and articles focusing on OSHA's initiatives and standards in the both the Scaffold & Access Industry Magazine and SAIA's Press Release News.         Event

        World of Concrete

        Representatives from the SAIA Alliance delivered a workshop presentation on "MCWP-Reaching Higher for Safety" and promoted the Alliance at the World of Concrete, January 23-27, 2012, in Las Vegas, Nevada. In addition, SAIA distributed OSHA publications and products developed through the OSHA and SAIA Alliance to approximately 1,500 industry safety and health professionals that attended the Alliance exhibit booth.

      • To convene or participate in forums, roundtable discussions, or stakeholder meetings on fall, caught-in-between, and other scaffolding related hazards to help forge innovative solutions in the workplace or to provide input on safety and health issues.

        Construction Workplace Design Solutions

        Through the Alliance Program Construction Roundtable, members of the SAIA Alliance Implementation Team provided feedback on a series of Construction Workplace Design Solutions, which focus on design solutions to help prevent falls in the construction industry, including:

        • Falls From Ladders
        • Falls From Roofs (Roof Anchors

        • Falls From Height (Large Duct)

        2011 North American Occupational Safety and Health (NAOSH) Week

        On May 1-7, 2011, the Scaffold Industry Association (SIA) Alliance and a number of other Alliance Program participants supported the 2011 NAOSH Week. Sponsored annually by the American Association of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2011 was "Celebrating a Century of Safety."

        To help support the event, SIA disseminated information about the 2011 NAOSH Week to their membership through a press release in March 2011.

      Training and Education Goal

      • To develop effective training and education programs for workers in the scaffolding industry regarding mast climbing scaffolding, suspended scaffolding, and aerial lift equipment, and to communicate such information to constituent employers and workers.

        Product

        Mast Climbers Workplace Platform (MCWP) Best Practices Seminar

        Through the OSHA and SAIA Alliance, SAIA safety professionals developed a training program for the safe operation of MCWPs. The one-day Best Practices Seminar is designed to be presented through SAIA's training programs and will include both class room and a hands on demonstration regarding pre-operational inspection, unit operation, material handling, and load capacity in the safe operation of the MCWP equipment based on OSHA regulations, ANSI standards, and specific manufacturer recommendations.

      Outreach and Communication Goals

      • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA's and the SAIA's Web sites) to employers and workers in the industry.

        Mast Climbers Fundamentals of Safe Use-Ground Conditions Fact Sheet

        Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed a fact sheet providing information to ensure that the ground under the mast climber is solid and secure and that it remains safe during erection or dismantling of the structure. The fact sheet was finalized and posted to the SIA Web site and linked to the OSHA Web pages from the SIA Alliance Web page in April 2011. In addition, the fact sheet is used as a resource for OSHA staff during the MCWP Best Practices Seminar.

        Mast Climbers Fundamentals of Safe Use-Tying to the Structure Fact Sheet

        Through the OSHA and Scaffold Industry Association (SIA) Alliance, SIA developed a fact sheet providing information to ensure that the method of tying the unit to the structure is properly planned and executed and that it remains safe during erection or dismantling of the structure. The fact sheet was finalized and posted to the SIA Web site and linked to the OSHA Web pages from the SIA Alliance Web page in April 2011. In addition, the fact sheet is used as a resource for OSHA staff during the MCWP Best Practices Seminar.

        SAIA is continuing to update the SAIA and OSHA Alliance Web page on its Web site. Information includes links to the Alliance agreement and OSHA's electronic assistance tools. In addition, the page features links to products developed by SAIA through the Alliance Program, including the Mast Climber and Transport Platform resources.

        OSHA maintains an OSHA and SAIA Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and SAIA Alliance agreement, annual reports, news releases, information on activities and events of the Alliance, and links to the Alliance developed products and resources.

        Publications

        Information and news releases on the OSHA and SAIA Alliance and its activities appeared in print and electronic publications such as Masonry Magazine, PaintSquare - Paint and Coatings Industry News, Scaffold Industry Magazine, Mason Contractors, and Access Lift & Handlers Magazine.

        In addition, an article entitled "SAIA Shares Best Practices Seminar for MCWPs with OSHA" was written by Laurie Weber and Published in the September 2011 edition of the Alliance Quarterly Review (AQR). The AQR article was a synopsis of the MCWP Best Practices Seminar Pilot presented to OSHA staff in Washington, DC.         OSHA Electronic Assistance Tools

        Representatives from SAIA served on the editorial board of the OSHA Scaffolding eTool and the OSHA Scaffolding Safety and Health Topics page, providing OSHA with their expertise and technical review until January 18, 2012:

        Scaffold & Access Industry Association (SAIA) Annual Conference and Exposition

        On July 18, 2011, Mary Bauer, Compliance Assistance Specialist, Region V, Eau Claire, Wisconsin Area Office, USDOL-OSHA, staffed an Alliance exhibit booth at the SAIA Annual Conference and Exposition in Minneapolis, Minnesota. In addition, SAIA distributed products developed through the OSHA and SAIA Alliance to approximately 300 industry safety and health professionals that attended the exhibit booth.

      • To share information among OSHA personnel and industry safety and health professionals regarding SAIA's good practices or effective approaches through training programs, workshops, seminars, and lectures (or any other applicable forum) developed by the participants.

        Mast Climbers Workplace Platform (MCWP) Best Practices Seminar Pilot

        Through the OSHA and SAIA Alliance, SAIA safety professionals conducted a pilot MCWP Best Practices Seminar for 20 OSHA participants from DSG, DEP, DOC, and Region III on June 30, 2011 in Washington, DC. During the one-day seminar, an SAIA trainer provided class room and hands on training regarding pre-operational inspection, unit operation, material handling, and load capacity for the safe operation of the equipment based on OSHA regulations, ANSI standards, and specific manufacturer recommendations. SAIA trainer used both the Mast Climbers Fundamentals of Safe Use-Ground Conditions Fact Sheet and the Mast Climbers Fundamentals of Safe Use-Tying to the Structure Fact Sheet as resources during the Seminar.

    2. Executive Summary

      Through the Alliance Program, OSHA and SAIA are working together to provide information, guidance, and access to training resources on safety and health issues in the construction industry. The positive relationship that SAIA has developed over the past three years has led to the development of many projects that the team is currently working on or has produced. For example, members of the SAIA Alliance Implementation Team finalized the Best Practices Seminar on the Mast Climbing Worker Platform, complete the Mast Climber Fact Sheets, and conducted a pilot for the Best Practices Seminar. The MCWP Fact Sheets were posted on the SAIA Web page and linked to the OSHA Web pages.

      Through the Alliance Program, SAIA members provided feedback on draft documents developed through the Alliance Program Construction Roundtable, including the Construction Workplace Design Solutions.

      As part of their training goal, SAIA safety professionals conducted a pilot for the Best Practices Seminar on the safe operation of MCWPs. SAIA provided the one-day training program to 20 OSHA attendees from DSG, DEP, DOC and Region III.       SAIA representatives also shared their expertise with OSHA through participation on the editorial boards for the OSHA Scaffolding Safety and Health Topics page and on the OSHA Scaffolding eTool.

      Finally, as part of their outreach, SAIA supported and promoted the 2011 NAOSH Week by distributing information about the week to its membership and others through a press release in March 2011.

  4. Upcoming Milestones

    The OSHA and SAIA Alliance Implementation Team discussed a number of activities that will be undertaken in the upcoming year. Through the Alliance, SIA will conduct four Best Practices Seminars on the Mast Climbing Worker Platform. SAIA will also develop training and guidance materials for Aerial Work Platforms; Suspended Scaffolds; and Frame Scaffolds.

    In addition, SAIA members will attend meetings of the Alliance Program Construction Roundtable, when scheduled, and contribute to the development of Construction Workplace Design Solutions (CWDS) which focus on the prevention of falls in the construction industry.

    Finally, SAIA representatives will be joining with other Alliance Program participants to support the 2012 North American Occupational Safety and Health Week (NAOSH), May 6-12, 2012, "Safety, What Every Business Needs."
