   Overview

   The OSHA and SWRInstitute Alliance focuses on providing SWRInstitute members and others in the sealant, waterproofing, and restoration industry, including small businesses, with information and guidance that will help them protect employees' health and safety. Through the Alliance, the organizations are addressing workplace issues such as confined spaces, falls, lead and silica hazards and staging requirements.

      Outreach and Communication Goals

      • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards and to provide expertise in developing ways of communicating such information (e.g., print and electronic media, electronic assistance tools and OSHA's and the SWRInstitute's Web sites) to employers and employees in the industry.

        Products

        SWRInstitute Safety and Health Field Manual

        Through the OSHA and SWRInstitute Alliance, SWRInstitute developed the SWRInstitute Safety and Health Field Manual. The field manual identifies key hazards and OSHA requirements for issues associated with sealant and waterproofing industry worksites, including competent person, aerial and scissor lift, excavation and trenching, fall protection, and respiratory protection. SWRInstitute posted the Safety and Health Field Manual on the SWRInstitute Alliance Web page, and OSHA linked to it from the OSHA and SWRInstitute Alliance Web page on the OSHA Web site.

        OSHA is continuing to update and maintain the OSHA and SWRInstitute Alliance Web page that is posted on the OSHA Web site. The page includes the OSHA and SWRInstitute Alliance agreement, renewal agreements, annual reports, news releases, information on activities and events, milestones and successes of the Alliance, and links to resources developed by SWRInstitute through the Alliance Program.

        SWRInstitute maintains an OSHA and SWRInstitute Alliance Web page on its Web site. The page has information on the OSHA and SWRInstitute Alliance and links to the OSHA Web site. In addition, the page features links to resources developed by SWRInstitute through the Alliance Program, including the SWRInstitute Safety and Health Manual and SWRInstitute Safety and Health Field Manual, as well as links to resources developed through the Alliance Program Construction Roundtable including the Fall Hazard Awareness Course, Fall Protection Slide Presentation, and Ladder Safety Toolbox Talks.

        Publications and Newsletters

        Information on the OSHA and SWRInstitute Alliance activities and OSHA's compliance assistance resources appeared in Adhesives and Sealants, CONCRETE CONSTRUCTION News Service, FacilitySafety Management, and Safety Online. For more information, please see the "Alliance Program Reach" table.

        Information on OSHA activities and compliance updates has appeared in a number of SWRInstitute’s e-Newsletter the Member Briefs.

        OSHA Sealant Waterproofing and Restoration Safety and Health Topics Page

        BOMA International 2009 Conference, June 28-29, 2009, Philadelphia, Pennsylvania

        Representatives from OSHA Region III staffed an exhibit booth during the conference. About 500 safety and health professionals attended the booth over a two day period.

      • Share information among OSHA personnel and industry safety and health professionals regarding SWRInstitute's best practices or effective approaches and publicize results through outreach by SWRInstitute and through OSHA- or SWRInstitute-developed materials, training programs, workshops, seminars, and lectures (or any other applicable forum).

        American Society of Safety Engineers' Professional Development Conference, June 29-July 1, 2009, Henry B. Gonzalez Convention Center, San Antonio, Texas

        On July 1, 2009, Patrick Showalter, Team Leader, Office of Partnerships and Recognition, Directorate of Cooperative and State Programs, USDOL-OSHA; Ron Pilla, Vice President of Operations, Valcourt Building Services, and Chairperson, Safety Committee, SWRInstitute; and Dan Cain, President, The George D. Alan Company; presented an Alliance-developed workshop entitled "Small Businesses Leverage Resources to Create Effective Safety and Health Programs" to 20 safety and health professional attendees at the American society of Safety Engineers’ Professional Development Conference in San Antonio, Texas.

      • Promote and encourage SWRInstitute members’ or worksites’ participation in OSHA’s cooperative programs such as compliance assistance, the Voluntary Protection Programs, and the Consultation Program and its Safety and Health Achievement Recognition Program.

        The OSHA and SWRInstitute Alliance Implementation Team did not complete work under this goal during the reporting period.

      Promoting the National Dialogue on Workplace Safety and Health Goal

      2009 North American Occupational Safety and Health (NAOSH) Week, May 3-9, 2009, Washington, DC

      The SWRInstitute and 57 other Alliance Program participants supported 2009 NAOSH Week. Sponsored annually by the American Society of Safety Engineers, an Alliance Program participant, and the Canadian Society of Safety Engineering, the Week focuses on the importance of preventing injuries and illnesses in the workplace. The theme for 2009 NAOSH Week was "Safety Means Always Coming Home."

      • Convene or participate in forums, round table discussions, or stakeholder meetings on safety and health issues to help forge innovative solutions in the workplace.

        OSHA Alliance Program Construction Roundtable, Fall Protection and Design for Safety Workgroups

        SWRInstitute is continuing to participate in the Design for Safety (DFS) and Fall Protection Workgroups that were created at the Alliance Program's Construction Roundtable on July 8, 2004. During the reporting period, SWRInstitute participated in the following meetings:

        • On February 24, 2009, Ron Pilla joined representatives from other construction-related Alliances and participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC. During the meeting, the group discussed common construction-related interests and received updates on outreach campaigns, including the American Society of Safety Engineer's (ASSE) 2009 North American Occupational Safety and Health Week and the Department of Labor's Teen Summer Job Safety Campaign. The group also received an update from OSHA's DOC, including information on the Advisory Committee for Construction Safety and Health meeting, Susan Harwood Training Grants and OSHA proposed rules, such as the Cranes and Derricks and Confined Space in Construction. DOC also provided an update on the construction-related products being developed such as QuickCards and guidance documents focusing on skylights, night work and electrical safety. An overview of a proposed campaign focusing on DFS and fall protection issues in the construction industry was presented as a possible future Roundtable project.

        • On November 19, 2009, Dan Cain, Dave Grady and Jerry Loftus joined representatives from eleven other construction-related Alliances and participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC. During the meeting, Jordan Barab, then-Acting Assistant Secretary, USDOL-OSHA, thanked the Alliance Program participants for their support of the Program provided information on a number of the Agency's safety and health initiatives. The group received an update from the Directorate of Construction. OSHA staff presented on safety and health related to Green Jobs with an emphasis on wind energy and health and safety concerns with the use of spray polyurethane foam and isocyanates. In addition, the participants agreed to develop ten “Design for Safety” case studies in the coming months.

   2. Executive Summary

      OSHA and SWRInstitute continue to work together to address safety and health issues in the sealant, waterproofing and restoration industry. This relationship was reaffirmed through the July 6, 2009, signing of a renewed Alliance Agreement. Through the OSHA and SWRInstitute Alliance, SWRInstitute developed a SWRInstitute Safety and Health Field Manual. The field manual identifies key hazards and OSHA requirements for issues associated with sealant and waterproofing industry worksites, including competent person, aerial & scissor lift, excavation and trenching, fall protection, and respiratory protection.

      In addition, OSHA and SWRInstitute representatives shared their expertise through participation on OSHA’s electronic assistance tools’ editorial boards, speaking opportunities, and other activities including:

      • Representatives from the SWRInstitute participated in the Alliance Program Construction Roundtable meetings. Ron Pilla joined representatives from other construction-related Alliances and participated in joint meetings of the Fall Protection and Design for Safety Workgroups in Washington, DC, on February 24, 2009. Dan Cain, Dave Grady and Jerry Loftus joined representatives from other construction-related Alliances and participated in a joint meeting of the Fall Protection and Design for Safety Workgroups in Washington, DC, on November 19, 2009.

      • Patrick Showalter, Ron Pilla, and Dan Cain presented an Alliance-developed workshop on “Small Businesses Leverage Resources to Create Effective Safety and Health Programs,” at the American society of Safety Engineers’ Professional Development Conference on July 1, 2009.

      • SWRInstitute representatives serve on the OSHA Sealant, Waterproofing and Restoration Industry and OSHA Respiratory Protection Safety and Health Topics pages’ editorial boards.

      • SWRInstitute joined with 57 other Alliance Program participants to support 2009 NAOSH Week.

4. Upcoming Milestones

   The OSHA and SWRInstitute Alliance Implementation Team discussed a number of activities that will be undertaken in the upcoming year. Through the Alliance, SWRInstitute will translate the Safety and Health Field Manual, as well as the Ladder Safety Tool Box Talks developed through the Alliance Program Construction Roundtable, into Spanish.

   In addition, members of the SWRInstitute will continue to serve on OSHA’s Sealant Waterproofing and Restoration Industry and Respiratory Protection Safety and Health Topics pages editorial boards and will review and provide comments on the pages. SWRInstitute members will also attend meetings of the Alliance Program Construction Roundtable, when scheduled. Finally, SWRInstitute will support 2010 NAOSH Week.
