AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR - PUERTO RICO AREA OFFICE
AND
THE DEPARTMENT OF LABOR OF PUERTO RICO
OCCUPATIONAL SAFETY AND HEALTH OFFICE
AND
THE DEPARTMENT OF PROFESSIONAL DEVELOPMENT AND CONTINUED EDUCATION OF THE PROFESSIONAL COLLEGE OF ENGINEERS
AND
LAND SURVEYORS OF PUERTO RICO


The Occupational Safety and Health Administration (OSHA), the Occupational Safety and Health Office (OSHO) and the Department of Professional Development and Continued Education of the Professional College of Engineers and Land Surveyors of Puerto Rico (CIAPR, for its Spanish acronym) recognize the value of establishing a collaborative relationship to foster safer and more healthful American workplaces. OSHA, OSHO and the Department of Professional Development and Continued Education of the CIAPR hereby form an Alliance to provide CIAPR members and others with information, guidance, and access to training resources that will help them protect employees’ health and safety, particularly in reducing and preventing exposure to hazards in the construction industry, such as falls, electrical, struck by and caught in between.

OSHA, OSHO and the Department of Professional Development and Continued Education of the CIAPR will work together to achieve the following training and education goal:

  • Develop and deliver training and education programs on occupational safety and health issues with a focus on construction industry hazards such as falls, electrical, struck by, caught by and in between.

OSHA, OSHO and the CIAPR Department of Professional Development and Continued Education of the CIAPR will work together to achieve the following outreach and communication goals:

  • Work with OSHA to provide expertise in developing information on the recognition and prevention of workplace hazards, and to provide expertise in developing ways of communicating such information to employers and employees in the industry.
     
  • Speak, exhibit, or appear at OSHA’s, OSHO’s or the CIAPR’s local conferences and meetings, or other outreach or educational events.
     
  • Promote and encourage the CIAPR members’ or worksites’ participation in OSHA’s and OSHO’s cooperative programs such as compliance assistance, the Voluntary Protection Program, Consultation, and its Safety and Health Achievement Recognition Program.
     
  • Encourage the CIAPR chapters to build relationships with OSHA’s Regional and Area Offices and OSHO to address health and safety issues, including construction related hazards.

OSHA, OSHO and the CIAPR Department of Professional Development and Continued Education of the CIAPR will work together to achieve the following goals related to promoting the national dialogue on workplace safety and health:

  • Raise others’ awareness of and demonstrate their own commitment to workplace safety and health whenever the CIAPR leaders address groups.
     
  • Convene or participate in forums and round table discussions on construction industry hazards such as falls, struck by, caught by or in-between, and electrical to help forge innovative solutions in the workplace.

This Alliance provides parties an opportunity to participate in a voluntary cooperative relationship with OSHA, OSHO and the Department of Professional Development and Continued Education of the CIAPR for purposes such as training and education, outreach and communication and promoting a national dialogue on workplace safety and health. These Alliances have proved to be valuable tools for OSHA, OSHO and its Alliance participants. By entering into an Alliance with a party, OSHA and OSHO are not endorsing any of that party’s products or services; nor do the Agencies enter into an Alliance with the purpose of promoting a particular party’s products or services.

An implementation team made up of representatives of both organizations will meet to develop a plan of action, determine working procedures, and identify the roles and responsibilities of the participants. In addition, they will meet at least quarterly to track and share information on activities and results in achieving the goals of the Alliance. The members of the team will include the Area Director and Compliance Assistance Specialist from the Puerto Rico Area Office, an OSHO representative from the Divisions of Education and Promotion, and Voluntary Programs; and the Director of the Department of Professional Development and Continued Education of the CIAPR and/or their respective representatives.

This agreement will remain in effect for two years. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
