AGREEMENT ESTABLISHING AN ALLIANCE
Between
THE OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
U.S. DEPARTMENT OF LABOR
And
THE IRONWORKER EMPLOYERS ASSOCIATION OF
WESTERN PENNSYLVANIA, INC.

In a cooperative effort to strive to meet the challenges of fostering safe and healthful worksites and meeting OSHA's strategic goal of improving the safety, health and well-being of the nations construction workforce, both the OSHA Pittsburgh Area Office and the IWEA of Western Pennsylvania, Inc. agree to establish an alliance to promote safe and healthful working conditions for all affected parties.

Both the OSHA Pittsburgh Area Office and the IWEA of Western Pennsylvania, Inc. recognize the value that safety and health management systems add to a worksite, and the impact of using a cooperative approach between OSHA, Management, and Labor. In addition to this recognition, the OSHA Pittsburgh Area Office and the IWEA of Western Pennsylvania, Inc. agree to foster and maintain an open line of communication with each other for the meaningful exchange of information on promoting OSHA Compliance and Industry Best Safety Practices (as jointly determined by OSHA and the IWEA of W. PA)

Both parties will work together to affect the following outreach and communication goals:

• Exchange technical information and best practices
• Provide the OSHA Pittsburgh Area Office with professional and constructive feedback to better serve the safety and health needs of the members of the IWEA of Western Pennsylvania, Inc.
• Use existing communication tools more effectively, including web sites, newsletters, and conferences. In addition to the use of existing communication tools, stimulate the development of new resources and tools
• Provide access to technical assistance available through the OSHA area office, regional office, national office, and PA/OSHA consultation program.
• Promote and encourage participation in OSHA's cooperative programs, to include site participation in the Voluntary Protection Program where applicable, and the utilization of OSHA's free Safety and Health Consultation Service
• Encourage IWEA of Western Pennsylvania, Inc. members to send selected employees to an OSHA Train-the-Trainer Course on Occupational Safety and Health Standards for the Construction Industry.

An implementation team made up of representatives of both organizations will meet at least quarterly to facilitate and achieve the goals of the alliance. The implementation team will determine Alliance procedures, identify roles and responsibilities of the partic ipants, and meet annually to discuss the effectiveness of the agreement. OSHA's representatives will include the Compliance Assistance Specialist, Safety Team Leader, and Area Director. Additional team members may be brought in as needed to assist with technical matters or special projects.

This agreement will remain in effect for two years upon signing. Any signatory may terminate it for any reason at any time, provided they give 30 days written notice. This agreement may be modified at any time with the concurrence of all signatories.
