The Occupational Safety and Health Administration (OSHA) Pittsburgh Area Office and The Pittsburgh Building and Construction Trades Council aligned to provide Council members, including youth apprentice workers, with information, guidance, and access to training resources that will help protect employees’ health and safety, particularly in reducing and preventing exposure to the various hazards associated with the construction industry.

July 8, 2010 – Alliance meeting to discuss the Building Trades Councils participation in a Partnership agreement for UPMC East Hospital construction with P.J. Dick – Barton Malow, a Joint Venture.
July 8, 2010 – CAS had a meeting with the Boilermakers Local #154 Apprenticeship Coordinator and instructors to discuss safety and health curricula, concerns and needs. Information/training was provided on the new expansion of the Introduction to OSHA for 10 and 30 Hour courses. CAS provided updated handouts on frequently cited standards and fatality statistics out of the Pittsburgh AO. A variety of questions were answered on OSHA policies/procedures and interpretations.
July 8, 2010 – CAS had a meeting with the Sheet Metal Workers Local #12 Apprenticeship Coordinator and instructor to provide information/training on the new expansion of the Introduction to OSHA 10 and 30 hour courses.

July 9, 2010 - CAS had a meeting with the Ironworkers Local #3 Apprenticeship Coordinator and instructors to discuss safety and health curricula, concerns and needs. Information/training was provided on the new expansion of the Introduction to OSHA for 10 and 30 Hour courses. CAS provided updated handouts on frequently cited standards and fatality statistics out of the Pittsburgh AO. A variety of questions were answered on OSHA policies/procedures and interpretations.
July 12, 2010 - CAS had a meeting with the Roofers, Waterproofers and Allied Workers Local #37 Apprenticeship Coordinator/instructor to discuss safety and health curricula, concerns and needs. Information/training was provided on the new expansion of the Introduction to OSHA for 10 and 30 Hour courses. CAS provided updated handouts on frequently cited standards and fatality statistics out of the Pittsburgh AO. A variety of questions were answered on OSHA policies/procedures and interpretations.

July 16, 2010 - CAS had a meeting with the Western Pennsylvania Operating Engineers Apprenticeship Coordinator and instructors to discuss safety and health curricula, concerns and needs. July 16, 2010 - CAS had a meeting with the Bricklayers and Allied Craftworkers Local #9 Apprenticeship Coordinator/instructor and union officers to discuss safety and health curricula, concerns and needs. Information/training was provided on the new expansion of the Introduction to OSHA for 10 and 30 Hour courses. July 26, 2010 - CAS had a meeting with the Laborers District Council of Western Pennsylvania Apprenticeship Coordinator and instructors to discuss safety and health curricula, concerns and needs. Information/training was provided on the new expansion of the Introduction to OSHA for 10 and 30 Hour courses. CAS provided updated handouts on frequently cited standards and fatality statistics out of the Pittsburgh AO. A variety of questions were answered on OSHA policies/procedures and interpretations.
August 4, 2010 - The Pittsburgh Area OSHA Office, P.J. Dick-Barton Malow, a Joint Venture and the Building Trades Council signed a Partnership agreement for the construction of the UPMC East Hospital construction project.
August 18, 2010 - CAS had a meeting with the Steamfitters Local #449 Apprenticeship Coordinator and instructor to discuss safety and health curricula, concerns and needs. Information/training was provided on the new expansion of the Introduction to OSHA for 10 and 30 Hour courses. CAS provided updated handouts on frequently cited standards and fatality statistics out of the Pittsburgh AO. A variety of questions were answered on OSHA policies/procedures and interpretations.
August 27, 2010 – As a result of the cross-training venue in the Alliance four OSHA representatives (CAS and CSHOs) from the Pittsburgh Area Office received training at the IBEW apprenticeship school on electrical work/safety.
October 7, 2010 – A meeting was held at the Greater Pennsylvania Council of Carpenters Apprenticeship School with the CAS, and representatives from the Carpenters, Pile Drivers, Operating Engineers, Master Builders Association, and the Constructors Association of Western Pennsylvania. This was an information meeting to discuss provisions in the new crane standard.
October 15, 2010 – CAS had an information meeting with the Ironworkers Local #3 Apprenticeship coordinator and instructors on provisions in the new crane standard.
November 3, 2010 - As a result of the cross-training venue in the Alliance three OSHA representatives (CAS and CSHOs) from the Pittsburgh Area Office received training at the Ironworkers apprenticeship school on steel erection. The Ironworkers apprentices and Operating Engineers apprentices conducted hands on training by disassembling and reassembling a two story structural steel mock building. In addition, the CAS presented OSHA policy/procedure information to include the complaint process and worker rights.
November 10, 2010 – The CAS and AAD-Safety, met with the Ironworkers Local #3 Apprenticeship Coordinator and a Safety Director from a member company of the Ironworkers Employers Association (IWEA) to discuss provisions of the new crane standard.
January 14, 2011 – As part of an OSHA 30 Hour course for the Ironworker Local #3 apprentices, the CAS passed out handouts and presented information on worker rights. In addition, the CAS answered a variety of questions on OSHA policies/procedures and standards.

April 7, 2011 - CAS met with Western Pennsylvania Operating Engineers Apprenticeship Coordinator, Crane Instructor, Business Agent, and Special Pipeline Representative. Various safety and health concerns were discussed relating to OSHA construction standards and policies.
April 12, 2011 - CAS staffed an information booth on Career Day at the Forbes Road Career and Technology Center (Event sponsored by CAWP). The primary purpose of the event was to raise the awareness of high school students to the career paths available to them. The focus of the event was to promote careers related to highway and bridge design, construction, maintenance and construction safety. The apprenticeship coordinators and instructors from the following Pittsburgh Building Trades Unions participated in the event: Laborers Local #1058, Ironworkers Local #3, Operating Engineers Local #66, Cement Masons Local #526, Bricklayers/Allied Craftworkers Local #9 and Carpenters District Council. The CAS visited the various hands-on demonstrations by the Unions to promote OSHA and safety relating to highway and bridge construction and maintenance work.
April 21, 2011 - The CAS attended the Ironworkers Local #3 Outstanding Apprenticeship Competition and Annual Contractors/Construction Professionals Open House event. The CAS provided updated OSHA information and answered numerous questions relating to OSHA construction standards throughout the event day. Various Business Agents and Apprenticeship coordinators/instructors call monthly for discussion and guidance on construction standards and OSHA policy/procedure information. - Results
The training and outreach communication information provided was well received. The member union representatives of the council found the information to be valuable in assisting them in their efforts of promoting and providing safety and health training to their members in reducing and preventing exposure to the various hazards associated with the construction industry. In addition, the OSHA staff that received cross-training from the IBEW and Ironworkers found the training to be excellent and extremely valuable in assisting them in the field. Apprenticeship Coordinators, Instructors, Business Agents and members who have called throughout the year indicated the information received from the Pittsburgh Area Office was very helpful in interpreting OSHA’s policies and standards as they related to their current construction activities. The Council represents approximately 20,000 members. The information exchanged with the Building Trades Council would eventually have the potential to affect the entire membership, that being approximately 20,000 members. The working relationship between the Alliance Signatories and the feedback on the Alliance has been extremely positive.

- Upcoming Milestones
As a result of the positive working relationship between the Alliance signatories, an Alliance Renewal Agreement was signed on May 27, 2010. The Alliance is continually looking into future opportunities in providing information for affected parties. The Alliance signatories will continue to work to address the safety and health needs of the affected parties.
