    April 15, 2012 Alliance Overview: OSHA and the Mexican Consulate of Philadelphia (Consulate) formed an Alliance to establish a collaborative relationship to provide Mexican Nationals and other Hispanic workers in the Philadelphia Metropolitan Area information, guidance, and access to education and training resources to promote workers' rights in protecting their occupational health and safety, particularly with regards to hazards associated with the Construction, Restaurant and Migrant Farming Industries such as fall hazards, struck-by hazards, amputations, and electrical hazards, and to help them understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSHA Act).

    • Training and Education
    April 15, 2011 - OSHA's Philadelphia Area Office and the Consulate of Mexico in Philadelphia signed a formal OSHA Alliance Agreement as part of the OSHA Region III Greater Philadelphia Summit for Latino/Immigrant Worker Summit. The Consulate assisted in the planning of the Summit and promoted the event through their weekly radio show. A representative for the Mexican Consulate of Philadelphia also participated in the event's “Working Cooperatively with OSHA- Taking Action” panel. The event was attended by approximately 125 representatives of the Latino Community from the Philadelphia Metropolitan Area.

    August 30, 2011 - The Philadelphia Area Office Compliance Assistance Specialist (CAS) and a two bi-lingual Compliance Safety & Health Officers (CSHO) participated in the Mexican Consulate of Philadelphia "Labor Rights Week" event, The OSHA representatives provided training for Mexican Nationals on Heat Stress and Workers Rights in small “Information Sessions” There were two small group training (10-15 people) session

    October 12, 2011- The Philadelphia Area Office Compliance Assistance Specialist and a bi-lingual Compliance Safety & Health Officers (CSHO) participated in the Mexican Consulate of Philadelphia "Labor Rights Week" event. The OSHA representatives provided training for Mexican Nationals on Heat Stress and Workers Rights in small “Information Sessions” There were two small group training (10-15 people) session

    Events

    October 1, 2011 - OSHA's Philadelphia Area Office Director and Compliance Assistance Specialist attended the Mexican Consulate of Philadelphia Alliance Bi-National Health Week Kick-off event. The OSHA representatives discussed the benefits of working collaboratively with the Consulate with the 25 attendees of the event.

    October 15, 2011 - An OSHA Philadelphia Area Office bi-lingual Compliance Safety & Health Officer (CSHO) attended the Consulate of Philadelphia Alliance- Bi-National Health Week Community Fair. The CSHO provided information in English and Spanish on Worker's Rights and the Complaint Process as well as other safety and health issues to the approximately 50 attendees.

    November 1, 2011 - Representatives for the Consulate of Mexico in Philadelphia participated in an OSHA Latino Community Stakeholder Meeting with Assistant Secretary of Labor for OSHAs Dr. David Michaels. The meeting was held to discuss any specific concern generated by the Latino Community concerning OSHA policy and procedure. The meeting was attended by approximately 20 representatives from the Philadelphia Latino Community

    Mobile Consulates:

    April 30, 2011 - OSHA Regional III Compliance Assistance Specialist attended the Consulate's mobile consulate in Avondale PA and provided information for approximately 300 attendees on OSHA safety & health, how to make a complaint. Additionally, OSHA publications on heat stress and top four hazards in construction to workers were provided.

    May 5, 2011 - OSHA Philadelphia Area Office bi-lingual Compliance Safety & Health Officer (CSHO) participated in the Consulate's mobile consulate held in Reading, PA. The CSHO handed out literature in Spanish covering worker's rights and the complaint procedure to the approximately 300 attendees. CSHO also answered general safety and health questions and promoted OSHA's national heat stress campaign.

    May 14, 2011 - Harrisburg Area Office Compliance Assistance Specialist as well as a representative for DOL Wage & Hour Division provided a variety of Labor information for the approximately 300 attendees at a Consulate of Mexico mobile consulate held in Gettysburg, PA.

    June 18, 2011 - Erie Area Office Compliance Assistance Specialist as provided a variety of Labor information for the approximately 300 attendees at a Consulate of Mexico mobile consulate held in Erie, PA. OSHA publications in English and Spanish were provided (Heat stress prevention campaign).

    July 9, 2011 - Philadelphia Area Office CSHO Mexican Consulate of Philadelphia- Bi-lingual CSHO provided outreach at Mobile Consulate held in Norristown, PA. Information was provided for the approximately 200 attendees on employee's rights, safety in construction, and the OSHA Heat Stress Campaign. OSHA publications in English and Spanish were provided.

    July 23, 2011 - Wilmington DE Area Office CSHO as well as representatives for the Department of Labor Wage & Hour Division attended the Consulate of Philadelphia mobile consulate in Dagsboro, Delaware. The CSHO participated in this intervention, providing guidance, verbal information as well as printed literature for the approximately 500 attendees.

    October 29, 2011 - Wilmington DE Area Office CSHO as well as representatives for the Department of Labor (DOL) Wage & Hour Division attended the Consulate of Philadelphia mobile consulate held in Dover, DE. The CSHO provided bilingual OSHA literature, and addressed multiple groups on OSHA's mission, employee rights, information regarding complaint process, and the fact that OSHA covers employees regardless of their immigration status. The event was attended by approximately 300 people.

    April 14, 2012 - Philadelphia Area Office CSHO Mexican Consulate of Philadelphia- Bi-lingual CSHO provided outreach at Mobile Consulate held in Pittsburg PA. The OSHA representative information was provided for the approximately 400 attendees on employee's rights and the OSHA Heat Stress Campaign.
     
    • Promoting the National Dialogue on Safety and Health
    July 5, 2011 - OSHA's Philadelphia Area Office bi-lingual CHSO appeared on the Mexican Consulate's weekly radio broadcast (Radio Uni-K 1680 AM) to promote the NO Heat Stress Campaign.

    June 12, 2011, Philadelphia Area Office bi-lingual CSHO participated in a live interviewed for Radio Station WERG FM in Erie PA on a Spanish program called Potencia Latina. The interview covered worker's rights and the complaint procedure as well as general OSHA requirements and the inspection process. CSHO also promoted the Mobile Mexican Consulate which was held on June 18, 2011 in Erie, PA

    OSHA's Philadelphia Area Office and the Mexican Consulate of Philadelphia worked jointly throughout the year to promote OSHA's National Office Heat Stress Campaign as well as focusing in worker's rights. The Consulate display the Heat Stress Campaign Posters in their waiting rooms and the Consulate's web-site has links to the OSHA campaign website.

    There were no Alliance specific products developed during this evaluation time frame.

  4. Results
     
    1. The Alliance had a very effective first year. The entities work closely together to reach the Mexican Community though a variety of different venues. The Alliance has strengthened an already healthy relationship between the parties and will be utilized as a model for future Philadelphia Area Office Alliance Agreements.

  5. Upcoming Milestones

    Emphasis of the second year of the Alliance will be placed on providing the Mexican Consulate of Philadelphia representatives with general training on both OSHA and Wage & Hour requirements with focus on worker's rights. The Consulate will be providing OSHA with assistance in making contacts within the Hispanic business community to assist this community in understanding the role of OSHA. OSHA will also continue to provide representatives for the Consulate's mobile consulates as this has been determined to a successful means to engage the Mexican community concerning labor issues.
