  1. Alliance Background

    2. Evaluation Period

      January 1, 2015 – December 31, 2016

    3. Overview:

      The Occupational Safety and Health Administration (OSHA) and the Associated Builders and Contractors, Inc., Florida Gulf Coast Chapter (ABC Florida Gulf Coast Chapter) agreed to establish an Alliance to reduce and prevent employee exposure to health and safety hazards, such as, falls, trenching and excavation, scaffolds, confined space, struck-by, chemical and electrical hazards in construction by developing and sharing information, guidance, and training resources.

    4. Implementation Team Members

      The implementation team consists of representatives from the OSHA Area Office in Tampa, FL, the Associated Builders and Contractors, Inc., Florida Gulf Coast Chapter and ABC’s Florida Gulf Coast Chapter Safety Steering Committee which is comprised of community safety professionals from local, national and international companies.

  2. Implementation Team Meetings

    The group conducted Alliance implementation team meetings, in person, by telephone, and through e-mail correspondence on the following dates: 1/15/2015; 2/5/2015; 3/9/2015; 3/30/2015; 5/1/2015; 7/14/2015; 8/4/2015; 9/2/2015; 10/2/2015; 10/13/2015; 12/17/2015; 1/6/2016; 3/7/2016; 4/5/2016; 5/16/2016; 7/5/2016; 8/17/2016; 9/22/2016; and 12/13/2016 In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance’s progress and results.

  3. Results

    The following table summarizes the Alliance’s activities in support of the goals in the Alliance agreement.

    Raising Awareness of OSHA's Rulemaking and Enforcement Initiatives: The Participants intend to work together to achieve the following goal related to raising awareness of OSHA’s rulemaking and enforcement initiatives:

    • To convene or participate in forums, roundtable discussions, or stakeholder meetings on prevalent hazards in the construction industry to help forge innovative solutions in the workplace or to provide input on safety and health issues.

    During this period, OSHA staff from the Tampa Area Office worked to update the group members and non-members various emphasis programs and enforcement activity through the following means:

    2) Presentation regarding OSHA’s standards for silica in the construction and respiratory protection.
    3) Presentation regarding recordkeeping requirements beyond the OSHA 300, “What Records Should You Keep.”

    Training and Education: The Participants intend to work together to achieve the following training and education goals:

    OSHA and ABC Florida Gulf Coast Chapter will work together to develop effective training and education programs for the construction industry regarding fall prevention, confined space, struck-by, chemical and electrical hazards and other imminent dangers in the construction industry and to communicate such information to constituent employers and workers. ABC will also deliver or arrange for the delivery of construction safety courses.

    During this period, OSHA and the ABC - Florida Gulf Coast Chapter worked together to develop effective training and education programs for the construction industry. These training sessions address the following topics:

    4) Confined Space Entry - Construction 1926 Subpart AA

    Outreach and Communication: The Participants intend to work together to achieve the following outreach and communication goals:

    • To develop information on the recognition and prevention of workplace hazards, and to develop ways of communicating such information (e.g., print and electronic media, electronic assistance tools, and OSHA’s and the ABC, Florida Gulf Coast Chapter Web sites) to employers and workers in the industry.
    • To speak, exhibit, or appear at OSHA’s or ABC, Florida Gulf Coast Chapter’s conferences, local meetings, or other ABC, Florida Gulf Coast Chapter’s events.

  4. Evaluations

    In an effort to possibly expand the Alliance, on July 14, 2015, May 16, 2016 and December 13, 2016, the ABC - Florida Gulf Coast Chapter, Safety Committee convened to develop programs to attract safety personnel from other construction contractors and organizations.

  5. Upcoming Milestones

    • The Alliance group will provide members and non-members training on the OSHA Inspection and Citation Process
    • The Alliance group will provide members and non-members training on the new Beryllium standard.
    • The Alliance group will continue to develop outreach presentations for members and non-members focused on sharing information regarding the following topics:
      • safe working procedures;
      • fall prevention;
      • chemical exposure reduction; and
      • the prevention of imminent dangers conditions in the construction industry
