    Alliance Overview:

    The Occupational Safety and Health Administration (OSHA) Area Office in Raleigh, North Carolina (Raleigh Area Office), the Department of the Navy – Fleet Readiness Center East (FRCE), the International Association of Machinist and Aerospace Workers (IAMAW), the American Federation of Government Employees (AFGE), and the National Association of Aeronautical Examiners (NAAE) unions formed an Alliance to provide union members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers, particularly by reducing and preventing exposure to prevalent aircraft maintenance hazards and heat illnesses, as well as hazards unique to the Navy aircraft maintenance environment.

    Implementation Team Members:

    The implementation team consists of representatives from the Raleigh OSHA Area Office and the Department of the Navy – Fleet Readiness Center East (FRCE).

    The group conducted Alliance implementation team meetings, in person, by telephone, and through e-mail correspondence on the following dates: December 4, 2013; February 25, 2014 and August 1, 2014.

    Training and Education

    Events

    • On April 22, 2014, management and union representatives from the FRCE attended the North Carolina (NC) - Federal Safety& Health Council (FFSHC) meeting and training session in Raleigh, NC. During this event the following safety and health topics were addressed: powered industrial truck; fall protection; and heat illness prevention. A wide range of OSHA outreach material was also distributed during this event.
    • On June 2, 2014, representatives from the OSHA Raleigh Area Office attended the NC – FFSHC meeting and training session hosted by the FRCE.  During this event training was during directly in support of OSHA’s National Fall Prevention Safety Stand-down, as well as OSHA’s Heat Illness Prevention Campaign.  OSHA outreach material supporting both campaigns was distributed during this event.
    • On October 20, 2014, management and union representatives from the FRCE attended the NC-FFSHC meeting and training session in Raleigh, NC. During this event the following safety and health topics were addressed: a recent fatal at another military installation, the ongoing Ebola epidemic, post-traumatic stress disorder (PTSD), OSHA’s revised recordkeeping reporting procedures and other issues.  A wide range of OSHA outreach material was also distributed during this event.
    • On December 1, 2014, the Alliance group participated in the FRCE Safety and Health Council’s close-out meeting.   During this event the following safety and health topics were addressed: safety culture, the injury and illness rates for the installation, as well as incident trends (which were sorted by type and location).

    Products

    • During this period, a wide range of safety and health products were reviewed during the training sessions.  These safety and health products included the following:
      • Powered Industrial Truck Training Program
      • Ergonomics Training System
      • Safety and Health Management System
      • Heat Illness Prevention Product - Cooling Bandanas  
      • Heat Illness Prevention Product - Vortex Cooling Vest 
      • 3M Cool Flow Respirator

    Outreach and Communication

    Events

    • On October 10, 2014, representatives from the OSHA Raleigh Area Office supported the FRCE (base-wide) Safety Stand-down. The OSHA Area Director for the Raleigh Area Office conducted an OSHA update presentation during the event.  In addition, a wide range of OSHA outreach material was also distributed during this event.

  5. Upcoming Milestones in FY 2015

    • The Alliance group will continue to promote occupational safety and health at the U.S. Department of the Navy - Fleet Readiness Center East (FRCE).
    • The Alliance group will continue to support OSHA’s Fall Prevention and Heat Illness prevention Campaigns.
    • The Alliance group will evaluate the Vortex Cooling Vest in preventing heat-related illnesses and shared the results.
    • The Alliance group will evaluate the 3m Cooling Vest in preventing heat-related illnesses and shared the results.
