Overview
The U.S. Department of Labor’s Occupational Safety and Health Administration (OSHA) Oklahoma City Area Office, Oklahoma Department of Labor, and MCEPS continue to recognize the value of maintaining a collaborative relationship to foster safer and more healthful American workplaces. To that end, OSHA, ODOL Consultation, and MCEPS hereby renewed the alliance signed on September 9, 2007 and renewed April 20, 2017, with a continued emphasis on promoting worker awareness of industry-related hazards and solutions in the exploration and production of oil and gas. Specifically, OSHA, MCEPS, and ODOL/CON are committed to providing MCEPS members and others with information, guidance, and access to training resources that will help them protect the health and safety of workers and understand the rights of workers and the responsibilities of employers under the Occupational Safety and Health Act (OSH Act). Through the Alliance, the organizations will continue to address work-related injuries and fatalities.

In addition to these formal meetings, the Alliance coordinators from both groups maintained regular contact, via electronic mail, throughout the reporting period to monitor the Alliance’s progress and results.

Speech/Presentation 9/21/2018: David Bates, Area Director presented an OSHA update on 5(a)(1) violations at the September 20th meeting of the Mid Continent Exploration and Production Safety Network. Oil and gas 65
Speech/Presentation 10/18/2018: David Bates, Area Director, presented an OSHA Update for fiscal Year 2018.
Stephen Mata, DuPont, provided a demonstration of the Thermoman flame retardant clothing.Oil and Gas 70
Speech/Presentation 11/15/2018: David Bates, Area Director, provided an update on crane operator certifications with an effective date of November 10, 2018; Oil & Gas Conference at Houston, December 4-5, 2018; and an accident overview of an oil and gas company that suffered a workplace fatal incident - a worker was killed when struck by a pipe. David provided a farewell to the MCEPS participants, upon pending retirement from OSHA on January 3, 2019. The MCEPS board presented David with a US flag and certificate of appreciation.

Speech/Presentation 2/21/2019: Steven Kirby, AAD, provided an OSHA Update at a meeting of the Mid Continent Exploration and Production safety Network (MCEPS). Steven discussed “Safe Operation of Vacuum Trucks Handling Flammable and Combustible Liquids in Petroleum Service", American Petroleum Institute Recommended Practice 2219, Fourth Edition, June 2016. The discussion included continuous air monitoring, verification of bonding and grounding, venting to a safe location, and non-conductive equipment.

The Oklahoma County Sheriff's Office provided a presentation that addressed both distracted driving (texting, eating, etc.) and driving under the influence (alcohol, medication, etc.).Oil and Gas 61
Speech/Presentation 5/30/2019: Jorge Delucca, CAS, provided an update that included the status of new-hire acquisitions and a new Area Director. Additionally, the update provided information on a new OSHA oil and gas safety video, accident scenario that involved a forklift fire at Georgia Pacific plant in Muskogee, Oklahoma, and the tornadoes that affected Oklahoma in the past two weeks.
Arthur Smith, AIRIS, gave a presentation about exposures to silica during fracking operations, OSHA's multiemployer citation policy.Oil and Gas 63
Speech/Presentation 6/20/2019: Leslie Stockel with Oklahoma State University provided the safety minute briefing.
Steven Kirby, AAD provided a brief update on the changes to the OSHA Walking/Working Surfaces standard.

Speech/Presentation 7/18/2019:
1. Kevin Hobbie, from Mulholland Energy services, provided a Safety Minute briefing on complacency regarding safety, when there have been no accidents.
2. Jorge Delucca, CAS, gave OSHA Update including information and numbers of fatalities regarding three recent fatalities around the State of Oklahoma.
3. Tom Beddow, Oilfield Chaplain, provided a talk about stress as a cause of fatal accidents, and how to effectively manage stress.
4. Jorge Delucca, CAS, provided an overview the “Kids' Chance of Oklahoma” program. The Program provides scholarships to children of workers who were injured or fatally killed while working on the job.Oil and Gas 64
Speech/Presentation 8/15/2019: 1. Ken Rogus, Ironclad Performance Wear, gave a Safety Minute brief on several subjects, including diet, heat stress prevention, and hand protection (impact gloves).
2. Steven Kirby, AD, introduced himself as new OSHA Area Director and provided information on the Region VI UAS (drone) program; use of old grain silos to store fracking sand and safety issues involved; and the Safe + Sound updated guidelines located on the OSHA web site.
3. Tim Jenney, TEAM Professional Services, gave a presentation that addressed drug use in the workplace. Tim additionally identified that workplace drug abuse was at a 14-year high. He discussed opioid and marijuana use. THD vs CBD.50

Evaluations
The alliance is effectively attracting members from major oil and gas companies and related organizations to its monthly meetings. Attendees to the meetings are receiving high quality presentations with lessons learned from other companies plus updates from the OSHA Area Director.
