    3. Overview

      The Alliance with the Hispanic Contractors Association de Tejas (HCAT), and the OSHA Dallas and Fort Worth Area Offices is directed towards reducing injuries, illnesses and fatalities in the construction industry. The HCAT, offers staff, construction contractor-members and their workers, information regarding resources available for employers and workers regarding construction worker safety and health. HCAT also has an OSHA Authorized Trainer and conduct training on routine basis at their facility training-class room in Balch Springs, TX.

  2. Implementation Team Meetings

    Compliance Assistance Specialist (CAS) Elias Vela participated by posting safety training being offered at the HCAT Construction Compliance Training Center. OSHA outreach publications were provided and distributed to the attendees at the Safety Training.

    Alliance coordinators from both groups maintained regular contact throughout the reporting period to monitor the Alliance's progress and results.

    Emails from HCAT consistently provided information regarding the offering of Free safety training being provided in English and Spanish per the Susan B. Harwood Grants program. Dallas Area Office has printed and posted the "notices" of free construction safety training offered at the front customer waiting area (lobby).

  3. Results

    The following table summarizes the Alliance's activities in support of the goals in the Alliance agreement.

    Participation in the alliance has helped maintain and improve the knowledge and sharing of best practices. In addition to the meetings covering National Safety Stand-Down for Falls in Construction, heat stress, distracted driving, distracted driving policies, and other topics, information on fatality trends, and best practices, was provided. During these meetings, OSHA outreach literature was distributed to the attendees.

    These tables are best viewed on tablets, notebooks, or desktop computer screens.

    Outreach and Communication: Develop information on the recognition and prevention of workplace hazards, and ways of communication such information working in Dallas and Fort Worth, Texas. To speak, exhibit, or appear at the Participants' conferences, local meetings, or other events.

    Training and Education: Develop effective training and education programs for construction workers regarding falls, struck-by, caught-between and electrical hazards, and to communicate such information to constituent employers and workers.

  4. Evaluations

    A previous Close-Out evaluation was conducted on or about March 31, 2017. The previous Alliance agreement was between the Dallas Area Office and HCAT. A new Alliance agreement was signed between the Dallas and Fort Worth Area Offices and HCAT on April 28, 2017.

  5. Upcoming Milestones

    OSHA CAS will meet quarterly with the HCAT Chairman, Executive Officer, and Safety Manager (J. Alberto Perez, HCAT Outreach Coordinator), providing information on worker's rights to safe and healthful work at construction sites and employer responsibilities. The CAS will continue to offer assistance during safety and health training taking place at the HCAT Construction Training Center and accompany HCAT on jobsite safety inspections. A copy of the safety training scheduled for May 2018 is attached.
