Overview
The Occupational Safety and Health Administration (OSHA) and the Consul General of Mexico in Arizona formed an Alliance to provide Mexican workers throughout Arizona with information, guidance, and access to training resources that will help them protect employees' health and safety and allow them to exercise their rights.

- Implementation Team Meetings
On April 27, 2012, a meeting was held at the consulate in Douglas with the Area Director and representatives from each consulate to discuss training and outreach opportunities. The Labor Rights' Week events were planned thorough several communications and informal discussions in July and August, 2012. On October 22, 2012 a meeting was held in Phoenix to discuss a Spanish-speaking 8-hour training to be hosted by the consulate. This training has not been confirmed.
- Events and Products
Training and Education
OSHA training on workplace rights, complaint filing and employer responsibilities was offered during the Labor Rights’ Week and during other outreach events throughout 2012. All training was conducted at the consulates. Training materials, including worker rights booklets and heat illness pamphlets, were provided to educate workers. Additional educational materials were later sent to the five consulates.
Outreach and Communication
On April 27, 2012 the Area Director gave a presentation for ten individuals on workplace rights and employer responsibilities in Phoenix. The presentation was given following an implementation meeting.
On August 29, 2012, the Area Director gave a presentation and hosted an information booth for Labor Rights’ Week at the consulate in Nogales for 150 individuals. The topic of the presentation was workplace rights and employer responsibilities. Pamphlets and heat stress posters were provided along with handouts regarding fall hazards.
On August 30, 2012, the Area Director participated in a panel of Department of Labor and other speakers during the Labor Rights’ Week in Phoenix. Following the presentation, the Area Director met with workers to further discuss their individual concerns. The Area Director also hosted an information booth where as many as 400 individuals attended, and one worker filed a safety complaint.
Promoting the National Dialogue on Workplace Safety and Health
On October 12, 2012, the Area Director attended the opening of the new consulate building in Phoenix. There were approximately 150 participants at the event. He discussed opportunities for Federal OSHA to provide safety and health materials and assistance, with a primary emphasis on farmworker safety and health, at upcoming mobile consulate events in rural areas of Arizona. As a result, materials were provided to the consulates for distribution at the mobile consulates.
- Results
The Alliance focused on training and outreach opportunities between the Alliance members. This Alliance has enabled OSHA to connect with hard-to-reach workers who have the potential to be exploited and exposed to serious workplace hazards. The relationship fostered by this Alliance has benefitted the efforts of OSHA and the Mexican Consulate in promoting worker safety and health.
