Subject: Clarification: 29 CFR 1926.603(a)(8) as Related to Tying Off Loft-workers, Top-men and/or Pile-monks
1. Purpose
- The purpose of this directive is to clarify the application of 29
CFR 1926.603(a)(8) as it relates to tying off employees using work platforms
or stirrups on sheet piling.
2. Documentation Affected
- This directive supersedes Field Information Memorandum #75-12 dated
February 6, 1975.
3. Background
- As the result of a request to clarify the application of 29 CFR
1926.603(a)(8), the following is herewith forwarded:
- Section 1926.603(a)(8) applies only to the tying off of
employees working on fixed leads, and not to men working on top of steel
sheet piling. However, the loft worker, top-man, and/or pilemonk on top of
the sheeting shall be protected by the use of a work platform or
stirrups.
4. Action
- Under normal circumstances, CSHO's will not cite employers for
failure to tie-off employees using work platforms or stirrups on sheet
piling.

5. Effective Date
- This directive is effective immediately and will remain in effect
until canceled or superseded.
