At the point of vessel transfer, owners should provide information about the types and locations of cargos, fuels, and hazardous materials such as asbestos, lead, and PCBs to the employers who will conduct the scrapping operation.
By exchanging information, employers and employees can improve workplace safety and health and help avoid fire and explosions, injuries, and fatalities.
Employers should plan and coordinate work schedules to ensure work in confined or enclosed spaces does not create hazardous working conditions for the various trade/craft personnel.

Employers whose employees work in confined and enclosed spaces or other dangerous atmospheres shall ensure that all available information on the hazards, safety rules, and emergency procedures concerning those spaces and atmospheres is exchanged with any other employer whose employees may enter the same spaces. [29 CFR 1915.12(f)]
