- Abstract:
The current OSHA cotton dust standard (29 CFR 1910.1043) requires that by March 27, 1984, all textile operations to which the standard applies must be in compliance with the permissible exposure limit using engineering and work practice controls. Pending completion of an ongoing review of the standard, OSHA issued a stay of the effective date of this provision until September 27, 1984 for some operations of ring spinning of course count cotton yarn (February 23, 1984; 49 FR 6717). OSHA has not completed its review, and it is therefor extending the stay for the same operation until January 27, 1985. During this period all other applicable provisions of the standard apply. It appears that some coarse count cotton ring spinning operation have feasibility problems coming into compliance, and the stay will give OSHA time to review the record and make final determinations. This stay is effective from September 27, 1984 to January 27, 1985.
