- Title:Accreditation of Training Programs for Hazardous Waste Operations;Notice of Proposed Rulemaking
OSHA is proposing a new rule containing accreditation procedures for training programs required in 29 CFR 1910.120,paragraphs (e) and (p) . The purpose of the rulemaking is to propose criteria OSHA will use to evaluate applicants who apply for accreditation to conduct the training. The proposed procedures were mandated by Congress by a 12/87 amendment of the Superfund Amendments and Reauthorization Act of 1986 (SARA), which require that OSHA develop specific procedures for the accreditation of hazardous waste operation training programs that are no less comprehensive than those adopted by the EPA under Title II of the Toxic Substance Control Act (TSCA) (15 U.S.C. 2646). The programs are required for employees involved in clean-up operations at uncontrolled hazardous waste sites being cleaned-up under government mandate, and for employees involved in certain hazardous waste treatment, storage, and disposal operations. It is not proposed to accredit training programs for employees engaged in emergency response activities. This proposed rule would supplement the existing permanent final rule for hazardous waste operations and emergency response published 3/6/89 (54 FR 9294).
