OSHA requirements are set by statute, standards and regulations. Our interpretation letters explain these requirements and how they apply to particular circumstances, but they cannot create additional employer obligations. This letter constitutes OSHA's interpretation of the requirements discussed. Note that our enforcement guidance may be affected by changes to OSHA rules. Also, from time to time we update our guidance in response to new information. To keep apprised of such developments, you can consult OSHA's website at https://www.osha.gov.

MEMORANDUM FOR REGIONAL ADMINISTRATORS
AREA DIRECTORS
THROUGH: LEO CAREY Director Field Programs
FROM: DAVID C. ZEIGLER Director Administrative Programs
SUBJECT: 29 CFR 1910 and 29 CFR 1926
This memorandum will confirm the substance of a regional teleconference earlier this month which discussed a change in the agency's policy of distributing free copies of the subject publication. We have been using the following language in responding to pending requests:
This will advise that your recent request for additional copies of 29 CFR 1910 and/or 29 CFR 1926 is not being filled. Our Warehouse supply is virtually exhausted and we simply do not have the printing money available to reorder.
We must, therefore, change our policy on distributing free copies of General Industry and Construction Standards. When our current stocks are exhausted, we will no longer distribute free copies. Rather we will encourage free distribution of the General Industry and Construction Digests (one to a requestor). Added copies of these are being ordered now to replenish stocks. Requestors who insist they need the full text of regulations should be referred to the Superintendent of Documents, of the U.S. Government Printing Office.
For your further information, we have placed an order for a limited number of the new volumes of the standards now being updated by the Superintendent of Documents (as of July 1, 1990). These will be distributed on receipt (as of January 1, 1991). They are not for public use, but for internal OSHA reference only.
You will receive blank GPO order forms that you can reproduce and hand out as needed. These will be available to you as soon as GPO determines the price of each volume of 29 CFR (see attached sample).
