OSHA requirements are set by statute, standards and regulations. Our interpretation letters explain these requirements and how they apply to particular circumstances, but they cannot create additional employer obligations. This letter constitutes OSHA's interpretation of the requirements discussed. Note that our enforcement guidance may be affected by changes to OSHA rules. Dear Mr. Brigham:

This is a follow-up to our letter of April 6, 1993, a copy of which is enclosed. That letter provided guidance relative to requirements that had to be met before employees could perform work, such as servicing overhead lights, from platforms or walkways on overhead bridge cranes and gantry cranes. The April letter did not, however, provide specific guidance concerning the actual platforms and walkways, and the purpose of this letter is to address that issue. Guidelines for platforms and walkways on cranes are as follows:

1. If a crane was not originally equipped with a platform or walkway it shall be evaluated by a qualified person, professional engineer or the crane, manufacturer to determine whether it is safe to have one installed.

2. Platforms or walkways installed on cranes shall be designed by a qualified person, professional engineer or crane manufacturer. At a minimum, platforms or walkways must comply with the specifications set forth in Section 2-1.7 of ANSI B30.2a-1991, a copy of which is enclosed.

3. If the crane is already provided with a platform or walkway, a qualified person, professional engineer or the crane manufacture shall determine whether work can safely be performed from the platform or walkway.

If you require any additional information regarding this matter, please contact John Mcfee of my staff at (215) 596-1201.

Sincerely,

LINDA R. ANKU
