Severe Violator Enforcement Program (SVEP)
Updated References to General Industry Standards for Walking-Working Surfaces and Fall Protection Systems

This memorandum updates citation references listed in Section XII.A of CPL 02-00-149, Severe Violator Enforcement Program (SVEP), originally signed on June 18, 2010. This update makes the SVEP directive’s citation references to Subpart D consistent with the provisions of the Occupational Safety and Health Administration’s (OSHA’s) final rule, Walking-Working Surfaces and Personal Protective Equipment (Fall Protection Systems).¹

On November 18, 2016, OSHA issued a comprehensive revision of the Walking-Working Surfaces (29 CFR part 1910, Subpart D) and Personal Protective Equipment (PPE) (29 CFR part 1910, Subpart I) standards. Those revisions updated the standards and incorporated advances in technology and industry best practices. The revision changed the numbering and content of the standard’s provisions, requiring OSHA update related compliance documents and guidance including the SVEP Directive. Effective immediately, the section of the SVEP directive that addresses fall hazards in general industry is as follows:

       5. 29 CFR § 1910.66 – Powered platforms for building maintenance [Powered Platforms, Manlifts, and Vehicle-Mounted Work Platforms] No Change
       6. 29 CFR § 1910.67 – Vehicle-mounted elevating and rotating work platforms [Powered Platforms, Manlifts, and Vehicle-Mounted Work Platforms] No Change
       7. 29 CFR § 1910.68 – Manlifts [Powered Platforms, Manlifts, and Vehicle-Mounted Work Platforms] No Change
