Recission of Temporary Enforcement Policy- Certification Issued by Crane Institute Certification

Background

On November 25, 2019, OSHA established a temporary enforcement policy stating that OSHA would not accept certification from Crane Institute Certification (CIC) as meeting OSHA requirements for crane operator certification at 29 CFR 1926.1427(d) after CIC notified OSHA that it was no longer accredited by a nationally recognized accrediting body in accordance with OSHA's standard. This OSHA policy applied to any certification or recertification that was issued by CIC on or after December 2, 2019. The Agency committed to revisiting the policy if CIC produced evidence of accreditation.

Removal of the Temporary Enforcement Citation Policy

On December 21, 2023, CIC provided to OSHA evidence that CIC had received accreditation from the American National Standards Institute (ANSI) on December 5, 2023.

Given this information, OSHA has decided to rescind its temporary enforcement policy regarding certifications from CIC. OSHA will recognize certifications from CIC dated on or after December 5, 2023, as meeting the operator certification requirements in 29 CFR 1926.1427(d). This includes certified crane operators who recertify a valid certification with CIC.
