29 CFR 1926.100(a): Employees working in areas where there was a possible danger of head injury from impact, or falling or flying objects, or from electrical shock and burns, were not protected by protective helmets: At the construction site, employees were observed working without hardhats on the ground level while other employees were installing felts and framing rafters above them in the following locations: a) On Lot #12D, where at least two employees were underneath others framing rafters above them b) On Lot #42B, where an employee was on the ground assisting others installing felts above him.
