29 CFR 1910.420(a): The employer did not make a safe practices manual available to each dive team member at the dive location: 29 CFR 1926.605(e): Commercial diving operations were not in accordance with subpart T of part 1910, 1910.401-1910.441, in that 29 CFR 1910.420(a) was violated: On or about February 21, 2019, a SCUBA diver and assistant were retrieving a submerged irrigation pump approximately 50 feet deep at the bottom of a lake without the employer providing a safe practices manual at the dive location, exposing employees to the hazards associated with SCUBA diving.
