29 CFR 1910.119(j)(2): Written procedures. The employer shall establish and implement written procedures to maintain the on-going integrity of process equipment. On or about December 23, 2021, in Hydro Desulfurization Unit (HDU-1) at ExxonMobil refinery located in Baytown, TX, the employer did not implement its established written procedure "Stagnant zone and Dead leg inspection data procedure", to assign the Thickness Measurement Locations (TMLs) on the 14-inch bypass pipe of reactor R-701.
