29 CFR 1926.1053(b)(1): Where portable ladders were used for access to upper landing surfaces, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface to which the ladders were used to gain access. a) On or about April 2, 2024, the employer did not ensure that portable ladders used to gain access to the roof extended at least three feet above the landing surface, while engaged in roofing operations at heights greater than 20 feet. This exposed employees to fall hazards. Avalanche Quality Construction LLC was previously cited for a violation of this occupational safety and health standard 29 1926.1053(b)(1), which was contained in OSHA inspection number 1501338, citation number 1, item number 1, and was affirmed as a final order on January 11, 2021, with respect to a workplace located at 4270 Pebble Ridge Cir., Colorado Springs, CO 80906.
