29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) were not restrained from tipping by guying, tying, bracing, or equivalent means, as set forth in subparagraphs (i) - (iii) of this paragraph: a) Jobsite, 624-626 East Flora Street - Employees were performing stucco operations from a fabricated frame scaffold up to 20 feet above the ground level without guys, ties or braces to prevent tipping and/or collapse, observed on or about 7/7/14. Penn Stucco was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(c)(1), which was contained in OSHA inspection number 448073, citation number 1, item number 2a and was affirmed as a final order on 11/1/12, with respect to a workplace located at 1824 Christian Street Philadelphia, PA.
