29 CFR 1910.147(c)(4)(ii):The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following: On or about September 9, 2023, at the establishment located at 3575 N. Main Street, Oshkosh, WI, the 16 Spring Coiling Machines lockout/tagout written procedures did not include kinetic energy contained within coil stock during material jams, payoff reel is all the way forward (under tension), or other situations the coil stock is under tension as a potential energy source and did not reference the procedures to be used to eliminate or control the kinetic energy buildup within the coil stock.
