29 CFR 1926.451(e)(1): When scaffold platforms were more than 2 feet (0.6 m) above or below a point of access, portable ladders, hook-on ladders, attachable ladders, stair towers (scaffold stairways/towers), stairway-type ladders (such as ladder stands), ramps, walkways, integral prefabricated scaffold access, or direct access from other scaffold, structure, personnel hoist, or similar surface was not used. Crossbraces were used as a means of access: a) Jobsite, 624-626 East Flora Street - Employees were scaling up and down fabricated scaffold frames up to 20 feet above ground level without use of a ladder, observed on or about 7/7/14. Penn Stucco was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1), which was contained in OSHA inspection number 939267, citation number 2, item number 3 and was affirmed as a final order on 11/8/13, with respect to a workplace located at 840-842 Christian Street Philadelphia, PA. Penn Stucco was previously cited for a violation of this occupational safety and health standard or its equivalent standard 1926.451(e)(1), which was contained in OSHA inspection number 484073, citation number 1, item number 3 and was affirmed as a final order on 11/1/12, with respect to a workplace located at 840-842 Christian Street Philadelphia, PA.
