29 CFR 1915.152(b): The employer did not assess its work activity to determine whether there were hazards present, which necessitate the employee's use of personal protective equipment. a) On Board the USNS Red Cloud in Bayonne Dry Dock, Bayonne, NJ. Employees tasked with inspecting and painting an anchor chain locker were exposed to a fall of approximately 33 feet in height to the base of the chain locker below while descending via half circle hand and foot holds in the chain locker's bulkhead wall. The employer did not conduct a hazard assessment to determine whether there were hazards present, which necessitate the employee's use of personal protective equipment to include personal fall arrest system necessary for accessing a confined space. Violation observed on or about 04/19/2020.
