29 CFR 1910.120(q)(2)(xi): Proper PPE were not used for emergency response. On or about December 23, 2021, in the Hydro Desulfurization Unit (HDU-1) at ExxonMobil Refinery in Baytown, Texas, the employer did not ensure outside operators attempting to isolate the unit at the south side battery limits were in proper PPE.
