29 CFR 1926.502(b)(1): The top edge height of the top rails, or equivalent guardrail system members, shall be 42 inches (1.1 m) plus or minus 3 inches (8 cm) above the walking/working level: Location: Charles M. Braga Memorial Bridge, Fall River/Somerset MA: The temporary chain railings between the cage ladders and permanent bridge railing was not at least 42 inches above the walking surface, exposing employees to falls of approximately 100' Instance A: The temporary chain railing on the cage ladder, employees used to access their catenary scaffold on the westbound side/span 18, was 33" on the left side and 36" on the right descending. Instance B: The temporary chain railing on the cage ladder, employees used to access and egress the catenary scaffold on the eastbound side/span 20, was 27" on the left side and 37" on the right descending.
