29 CFR 1910.119(n): The employer did not establish an emergency plan for the entire plant in accordance with the provisions of 29 CFR 1910.38. On or about July 16, 2021, for the establishment, the employer did not establish an emergency plan in accordance with 29 CFR 1910.38 which included the tank farm where flammable liquids are processed. This exposed employees and contract employees to fire and explosion hazards.
