29 CFR 1910.420(a): The employer did not make a safe practices manual available to each dive team member at the dive location: Pacific Ocean off the coast of the Silver Strand, 32.39.3962N/117.09.6871 (LAT/LONG): On August 22, 2018, employees were performing SCUBA diving operations to mark a sunken road line. At the time, a copy of the Underwater Operations Diving Program was not maintained at the dive site. A diver suffered fatal injuries after he lost consciousness underwater and could not promptly be removed from the water.
