29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: a) Roofing Area: On or about February 23, 2021, and at times prior, employees were exposed to fall hazards of 7 feet to the concrete floor surface below as casters and wheels of mobile scaffolds were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner. These were damaged and not capable of locking. The scaffolding in use was the same scaffolding observed during a previous site visit by OSHA on 09/10/2020. Key Structures, LLC., exposed employees to fall from heights hazards. Key Structures, LLC, was previously cited for a violation of this occupational safety and health standard or its equivalent standard (29 CFR 1910.27(a)), which was contained in OSHA inspection number 1492276, citation number 1, item number 1, instance a, and was affirmed as a final order on 01/13/2021, with respect to a workplace located at 319 Lockheed St, Pueblo, CO 81001.
