29 CFR 1910.147(c)(7)(i): The employer did not provide adequate training to ensure that employees acquired the knowledge and skills required for the safe application, usage, and removal of energy control devices. (a) On or about December 3rd, 2021, and at times prior thereto, the U. S. Postal Service did not provide the required machine-specific training to ensure that employees acquired the knowledge and skills required for the safe application, usage, and removal of energy control devices. Maintenance employees who were performing routine, preventative, and non-scheduled maintenance and repairs on post and parcel processing equipment at the Portland, OR, P&DC location were exposed to electrocution, entanglement, electrical shock, caught in, and pinched by hazards in the event of unexpected energization. The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(c)(7)(i), which was contained in OSHA inspection number 1555050, citation number 2, item number1 and was affirmed as a final order on March 28, 2022, concerning a workplace located at 3701 West Wendover Avenue, Greensboro, NC 27495. The U.S. Postal Service. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(c)(7)(i), which was contained in OSHA inspection number 1331751, citation number 1, item number 1a and was affirmed as a final order on September 15, 2019, concerning a workplace located at 17 S. Commerce Way, Bethlehem, PA, 18017. The U.S. Postal Service was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(c)(7)(i), which was contained in OSHA inspection number 1229207, citation number 1, item number 2a and was affirmed as a final order on October 4, 2017, concerning a workplace located at 1025 Hoyt St. Oshkosh, WI.
